Academic literature distributed in advance to conference participants about a common legal framework for the U.S., Canada and Mexico included proposals for a North American Court of Justice (with the authority to overrule a decision of the U.S. Supreme Court), a North American Trade Tribunal, a North American Court of Justice, and a Charter of Fundamental Human Rights for North America, also dubbed the North American Social Charter. The conference literature disclosing that the CNAS is sponsoring an event in May in which students participate in a model "North American Parliament." The concept suggests creation of a regional body to supersede all the Government's itself. Indeed, the academic literature distributed to conference participants alluded to how the three countries of North America are "polarized" on "sensitive" cultural issues such as the death penalty, abortion and gay marriage and that it might take a long time to "harmonize" their legal systems on such matters.

Leaders of Bilderberg have gathered the appropriate flunkies at the Fairmont Le Chateau Montebello, about 50 miles outside Quebec, to accomplish a North American Union without congressional action.

Bilderberg met at the same site in 1983. The Aug. 20-21 session of the unknown Security and Prosperity Partnership (SPP) is struggling to define its goal of a borderless union of the United States, Mexico and Canada as something Americans will welcome, after it has been accomplished.

On the agenda is a report by the Center for Strategic and International Studies (CSIS), which is being translated into Spanish and French so all three governments can celebrate it together. The report explains how “hemispheric integration” will be a blessing for all and not a surrender of sovereignty. It is to be presented to the three governments in September.

The trustees of CSIS who are attending this closed meeting include Henry Kissinger, Bilderberg and Trilateral; Zbigniew Brzezinski, Trilateral; and Harold Brown, former defense secretary and Trilateral. Also participating is Richard Armitage, Bilderberg. Other Bilderberg-Trilateralists may be attending but have not been identified.

The “North American Future 2025 Project” report stresses “economic integration” and “labor mobility.” It calls for the “international migration of labor” and “international movement not only of goods and capital, but also of people.” It stresses the “free flow of people across national borders.” It calls for action to “integrate governments.” The three nations are to work on “harmonizing legislation” and regulations.

Bilderberg is fighting back from severe setbacks in its long-range goal of dividing the world into three great regions for the administrative convenience of a world government under the United Nations. The European Union was to have been fully integrated into a single state by 2000, but seven years later, there is strong resistance in France, Germany and Britain.

NAFTA was to quickly expand throughout the Western Hemisphere with an “American Union” emerging. Now, there is great resistance to NAFTA itself among voters and, consequently, congressmen.

President Bush started the country on the road to integration on April 22, 2001, when he signed the Declaration of Quebec City in which he made a “commitment to hemispheric integration.” Participants claim it can be accomplished without legislation and their final agreement would not be a “treaty” requiring Senate ratification.

But when this “agreement” is sprung on the American people, Congress will feel compelled to react to the outrage.

The Security and Prosperity Partnership summit has come and gone, and for many it was the first time they had heard of the SPP or a North American Union. Some in the Canadian media did expose the SPP's lack of transparency, while others continue to downplay its importance. Awareness and opposition in Canada is at an all time high, and we must ensure that this issue remains at the forefront. Prime Minister Stephen Harper is at a disadvantage with a minority government, therefore it remains in his best interest to keep the SPP process as secretive as possible. This may be increasingly more difficult to do as it has seen the light of day. Just as the Free Trade Agreement was the defining issue in the 1988 Federal election, the SPP could make or break Harper and the Conservatives. Unfortunately, little would change under a Liberal government as it was then former Prime Minister Paul Martin who first agreed to the SPP initiative. Although some of the names have changed, the agenda remains the same.

We are living in the first stages of a NAU, and the police state images from the summit were disturbing. We can expect more of the same if we don't defeat this evil. The scenes were reminiscent of a fascist tyrannical state with police in riot gear and checkpoints everywhere. Intimidation was used to try and quell dissent, and as a result many were discouraged from protesting and exercising their right to free speech. Just as some had warned of the possibility of provocateurs, including myself, it appears as if a video on You Tube lays proof to this claim. It shows a small crowd of mostly middle-aged peaceful protesters holding a line and exposing some anarchist as possible provocateurs. One of the so called anarchists had a rock in his hand, and there can be little doubt that his intentions were to provoke an incident. CEP union president Dave Coles is the one at the center of the video and said, “I accused them of being police, and every time I yelled at them that they were police, you could tell by their facial expressions that they were really troubled.” If a riot or other violence would have occurred, at that point police would have had their excuse to move in break up all protests and begin arresting and beating up the demonstrators. Some of the other anarchists also began pointing out three individuals as police. What was Harper's response to all the protests? “I've heard it's nothing,” and he went on to say, “A couple hundred? It's sad.” There were also protests and rallies held all across Canada, and you can be sure that the next time demonstrations will be even bigger. What's really sad, Stephen, is how this whole traitorous process has been kept a secret, and how Canadians have been lied to by you and other elected officials.

With the SPP summit being held in Canada and the media frenzy it created, it forced the Liberals to break their silence on this issue. They released their blueprint for the SPP. After almost eight months as leader, and now Stephane Dion is suddenly concerned about Canadian sovereignty and bulk water exports. It was hardly convincing, and his criticism of the Harper government is hypocritical, since it was his own party who began this process over three years ago. Some of the faces have changed, but the goal of a NAU continues. The SPP hasn't missed a beat under the Harper government, and in regards to its agenda, it was an almost seamless transition. Harper follows in the line of other Prime Ministers like Mulroney, Chretien, and Martin, who have all played their part in selling out Canada. Under a Liberal government, nothing would really change.

The SPP is the framework in which a NAU is being created, and it is the bureaucrats along with working groups who are making it happen. There is no mistake about the fact that it is being driven by the corporate elite. Bob Marlow of the Council of Canadians, said, “This is not about security for people, social security, security for the poor, environmental security. This is about security for big corporations for North America.” It was reported that the multinational business agenda would be a driving force at the summit. A NAU will only further deepen deregulation, undermine labor rights, and lead to the privatization of our social programs and natural resources. It is the final push in the corporate takeover of North America. Those who support this agenda because they think that it is purely economic integration are misinformed. They need to look at the example of the European Union and how it was created.

Like a drunk who has went on a two-day bender, I woke up the other day with an SPP hangover. Hundreds of articles were written in the last week, and for the first time some key issues and concerns did see the light of day. There has been a rash of letters to the editor warning of the dangers of the SPP and a NAU. The dam has broken, and even those attempting to pooh-pooh this whole agenda have been forced to break their silence. Those in the alternative media and bloggers alike must keep the NAU front and center. At the closing press conference in Montebello, Bush dismissed the NAU and called it a conspiracy theory. Harper talked about a common jellybean for all of North America. It appears as if the strategy is to further downplay, spin, and deny its very existence, continuing to ridicule and intimidate those who believe that a NAU is being created. Hopefully we can build upon this new momentum and continue to wakeup and educate the public to the horrors of a NAU.

We might not know the specifics of what was discussed at the SPP summit, but what we do know is that it still remains a threat to our sovereignty. This greed-driven corporate agenda will further shape our lives politically, economically, socially, and environmentally. Just the fact that it is clouded in secrecy should be enough to serve as a warning. Those exposing the NAU are often accused of fear- mongering by the very same people who are doing likewise with terrorism and now global warming. If anything, I understate things, and I know that they are far worse than I or others report. The enemies of freedom, sovereignty, and national independence are many, but by defeating the North American Union, it will go a long way in trying to reverse the destructive cycle of globalization.

MONTREAL -- Bloc Quebecois Leader Gilles Duceppe Thursday denounced the secretive nature of the Security and Prosperity Partnership summit opening Monday in Montebello, Que.

Duceppe said the Bloc is not opposed in principle to the event but the leaders of Canada, the United States and Mexico will make decisions affecting the Canadian public directly and that should not happen behind closed doors.

He insisted that since Prime Minister Stephen Harper never made public his views on issues going into the summit, the PM must provide an account of any decisions taken there before the government follows through on them. At the very least, the government should freeze the application of any measures until MPs can be consulted.

"They are important subjects which have a direct impact on the population," Duceppe told a Montreal news conference. "Prime Minister Stephen Harper is hiding what will be going on at Montebello from the population," he went on. "When I talk of the secretive nature of the talks, I deplore the fact that only business people are present for the meetings when they should have included civil society too."

Duceppe offered several examples of potential direct consequences from the summit including possible changes to workplace norms that could affect workers. The same goes for regulations governing the use of pesticides. He said 90 per cent of pesticide regulations in Canada are stricter than those in the United States. Agreeing to level the playing field in the name of more closely aligning the three countries would mean a decline in Canadian standards.

The summit will discuss increasing oil production levels of the Alberta tar sands. Duceppe said more petroleum may be good news for the oil-starved United States but Canada would be stuck with the increased pollution. One of the summit's sub-committees is proposing a five-fold increase in tar sands oil.

"The problem is we don't really know what they're discussing," Duceppe said. "We have a lot of concern with that."

As a secretive "Security and Prosperity Partnership" (SPP) meeting between the Mexican, Canadian and U.S. heads of states begins this week in Quebec, 22 members of the House of Representatives have put their names to a letter to president Bush demanding their concerns be heeded and that the administration back off the stealth program.

"As you travel to Montebello, Canada later this month for a summit with your Canadian and Mexican counterparts, we want you to be aware of serious and growing concerns in the U.S. Congress about the so-called Security and Prosperity Partnership (SPP) you launched with these nations in 2005," the letter said.

Veteran reporter and SPP expert Jerome Corsi brought the letter to light in his hugely popular World Net Daily column

While the letter authors express their support for the president's "desire to promote good relations with our neighbors to the north and south," they are worried about the secretive manner in which SPP is being conducted and concerned it "may actually undermine our security and sovereignty."

"For instance," the letter said, "measures that would make it easier to move goods and people across borders could have the effect of further weakening this country's ability to secure its frontiers and prevent illegal immigration."

The letter also cited documents obtained by Judicial Watch in a Freedom of Information Act Request that suggest, "Such secretiveness seems not to be accidental."

The last paragraph of the letter called upon the president "not to pledge or agree to any further movement in connection with the SPP at the upcoming North American summit."

The Congressmen also point out that their concerns "will only be intensified if pursuit of the SPP continues out of public view and without congressional oversight or approval."

Last September Jerome Corsi received the first documents pertaining to a FOIA request asking for full disclosure of activities towards creating a Pan American Union.

The documents show that a wide range of US administrative law is being re-written in stealth under the Security and Prosperity Partnership program to "integrate" and "harmonize" with administrative law in Mexico and Canada, just as has become commonplace within the EU.

The documents contain references to upwards of 13 working groups within an entire organized infrastructure that has drawn from officials within most areas of administrative government including U.S. departments of State, Homeland Security, Commerce, Treasury, Agriculture, Transportation, Energy, Health and Human Services, and the office of the U.S. Trade Representative.

Corsi also reported that at a recent high-level confab in Banff, an assistant U.S. secretary of state, Thomas A. Shannon , chaired a panel that featured a presentation by Prof. Robert Pastor, author of a book promoting the development of a North American union as a regional government and the adoption of the Amero as a common monetary currency to replace the dollar and the peso.

Further documents (PDF link) from the Banf meeting which were obtained by Judicial Watch under the FOIA also referred to an "evolution by stealth" agenda for the SPP.

Jerome Corsi joined Alex Jones on his nationally syndicated KLBJ Sunday show yesterday, declaring the SPP a "bureaucratic coup d'etat" and describing it as "being foisted upon millions of Americans without their consent or knowledge".

Corsi, adamant that the SPP's greatest hurdle is public exposure, has traveled to Canada to document the meeting but like all other journalists he will not be granted any access to cover the internal discussions and presentations during the summit.

The US army (on Canadian soil) along with the Royal Canadian Mounted Police (RCMP) and the Sûreté du Québec (SQ) is to enforce a huge security perimeter around the meeting as well as cracking down on expected protests, having already shut down a public forum due to take place close to the event.

The highest elected officials within the US, Canadian and Mexican governments are meeting together with advisory bodies staffed by senior private sector representatives yet the public and the press are being forcibly denied any access to the event.

In addition, the corporate mainstream media continues to DENY THE VERY EXISTENCE of an SPP, ridiculing anyone who suggests the North American Union plan even exists.

 

The latest example came this weekend in the Houston Chronicle which, despite having access to the very documents hyperlinked and mentioned in this report and despite having detailed conversations with Alex Jones and Jerome Corsi, published an article full of snide jokes about black helicopters and the illuminati, concluding that the SPP is just a "conspiracy theory".

A coalition of Canadian, American and Mexican energy workers' unions and nine lobby groups yesterday denounced the Security and Prosperity Partnership discussed by leaders of the three countries in Montebello, as a threat to each nation's energy sovereignty.

The Montebello meeting is a trilateral effort to increase security and enhance prosperity among the three countries through greater co-operation and information sharing.

Coalition representatives said they are specifically concerned about the implications of the North American Energy Security Initiative, which is part of the partnership.

"Each country ... will lose its sovereignty over energy research," said Charles Paradis, co-ordinator for the hydro-electric sector of the Canadian Union of Public Employees

Coalition representatives accuse the governments of Canada, Mexico and the United States of bringing together government officials, regulators and corporations in an effort to promote the integration of energy industries and infrastructure, while leaving out labour groups and environmentalists.

Among items on the agenda in Montebello, according to the coalition, is the complete integration of electricity grids between the countries, promotion of a continental integrated natural gas system and a five-fold increase in Canadian tar sands production.

Paradis questioned who gave the representatives the mandate to discuss something as crucial as energy. "Energy is a fundamental right for each human being and it must stay that way," he said. "It doesn't belong to corporations."

Martin Esparza Flores, secretary-general of the Mexican Electrical Workers' Union said workers there have been debating the use of energy resources by the Mexican government for the last 15 years.

"We do not agree with the way our government uses these resources, because they give it all away to multinationals," he said.

In a statement made public yesterday, the coalition, which includes the Confédération des syndicats nationaux, the United Steelworkers, as well as the Council of Canadians, said access to energy resources "must not be denied by unfair markets and corporate greed."

"Energy resources in each of our country are publicly owned and must be democratically managed in the public interest," the statement said. It also said the governments of the three countries had "circumvented the oversight of our elected legislatures."

Protests begin ahead of Montebello summit

Hundreds of activists rallied on Parliament Hill to protest the secretive nature of the upcoming summit in Montebello, Que. involving North America's three political leaders.

However, their agenda extended beyond those talks to issues as diverse as climate change and the wars in Afghanistan and Iraq.

Some activists launched a bicycle ride to the summit site about 70 kilometres east of Ottawa.

"We hope to draw attention to the fact that neither Canada nor the United States are doing one-tenth of what's needed to fight climate change," said protester Trevor Hache on Sunday.

However, the protesters were almost outnumbered by police in Ottawa. So far things have been quiet, but some businesses in Ottawa have boarded up as a precaution. Only three minor arrests were made.

Prime Minister Stephen Harper, U.S. President George Bush and Mexico's president, Felipe Calderon will meet Monday for the two-day summit to discuss the Security and Prosperity Partnership that would deeply integrate trade and security across the continent.

Activists warned Canada's high standards for worker and food safety could be relaxed in the interest of securing a deal with the U.S. and Mexico where standards are often lower.

"We want Canadians, Americans and Mexicans to know that this is a big-business driven process, for them and by them, to deregulate all sorts of regulations across the board - environment, health, safety worker standards," said Maude Barlow, chair of the Council of Canadians, the main group behind the rally.

The federal government said that's not true.

A statement posted on the Government of Canada website states the Security and Prosperity Partnership will "protect the environment, combat infectious diseases and ensure a safe food and energy supply."

Barlow said the government should open the agenda to the public if the agreement is so beneficial.

About 30 business executives are invited to meet with the leaders at the summit on Tuesday to help push the partnership. Social activists or environmentalists will not play a role in discussions.

"There has never been any real public consultations and we're talking about an agenda that touches about 300 different areas," said Peter Julian, an NDP MP from B.C. and his party's trade critic.

"What we are saying is this needs to come out in the public domain, we need to have full and meaningful consultations, we need a parliamentary vote before anything else is negotiated away."

Also on the agenda

The talks between leaders will mostly focus on broader economic themes and strategies to compete with emerging economic powerhouses like India and China.

In light of massive recalls of products manufactured in China, the leaders are also expected to discuss consumer product safety.

Opposition Liberal leader Stephane Dion said this past week that the Conservatives could also be involved in "secret negotiations" to sell Canada's fresh water.

The Conservatives have vehemently denied this claim. "Our government has repeatedly made clear the fact bulk water exports are not on the agenda," Conservative MP Pierre Poilievre said.

Green Party Leader Elizabeth May told Newsnet she has seen documents that show Canada's fresh water supply might be at risk with these talks.

"I've seen some of the talking points and discussion papers for think tanks in advance of this summit," she said. "They are portraying the water issue as one where Canada has an abundance of water and the U.S. has water scarcity.

"With the climate crisis coming, we are facing severe drought and severe water scarcity issues. I find it very disturbing that they are signing off our water in a closed summit."

In a sinister plot being carried out underneath our noses, the Canadian government has been working collectively with Mexico and the United States to create the conditions for a merger into a North American Union (NAU). To date, there has been absolutely no public participation concerning this merger.

The plot will thicken even more on August 20-21 when George Bush and Felipe Calderon, the presidents of the United States and Mexico, meet Stephen Harper at the Fairmont Hotel in Montebello, Quebec. Further planning and analysis of the Security and Prosperity Partnership (SPP), an informal agreement signed by the leaders of the three countries in 2005, will command center stage.

If Canadians understood the substance of the SPP they would be appalled since it is a direct threat to the existence of Canada as a sovereign country. Internal SPP documents released under FOI requests have shown that U.S. administrative law is being written in stealth to “integrate” and “harmonize” 100’s of regulations in Canada and Mexico.

As Dr. Jerome Corsi has pointed out in “The Late Great U.S.A.”, the European Union is being used as a model for the NAU. The European Union was created incrementally over a 40 year period with public disclosure, but the North American Union have been placed on an incredible 5 year timetable with no public disclosure!

Government leaders, the corporate elite and senior bureaucrats have been meeting secretly for the past 2 years to “fast track” the eventual rollout of the NAU by 2010.

The big question is: why hasn’t the Canadian government used the parliamentary process and the media to inform its citizens regarding the looming NAU?

You are forced to conclude that the mainstream media is guilty of collusion with government and corporate executives and has failed to report the context of the NAU and the implications for the future of Canada.

Essentially, the SPP lead up to the NAU is the sequel to the Free Trade Agreement and we all remember the Mulroney promises of 1989. We were to have more jobs, more prosperity, more investment and the middle class and the working class would benefit, right? Wrong. Many of the jobs and companies went south, unemployment rose, Canadian companies suffered takeovers, but the political pundits keep talking about the increased wealth in North America.

Yes, it’s true that there has been a huge increase in the number of millionaires and billionaires in North America today but what about the rest of us? The multinational corporations have done just fine, and now they are the ones who will be sitting down at conference tables in Montebello with presidents and a prime minister- changing the rules to suit themselves while no media or citizens’ groups will be allowed to observe or participate!

If you doubt this scenario will occur on August 20, I remind you that there was a blackout on media coverage at a previous SPP conference, in Banff, Alberta from September 12-14, 2006 after which Stockwell Day, Minister of Public Safety refused to answer any questions regarding the conference in the foyer of the House of Commons. Apparently, that conference in Banff was so secretive that the Canadian public did not have the right to learn about it.

A full discussion of the SPP is beyond the scope of this article but it is important to remember that the next decade will be all about “deregulation.” It will mean that the protections of government on which we have come to rely, will vanish into thin air. Future generations, our children and grandchildren, will ask us why we fell asleep at the switch and failed to hold our governments accountable.

The United States will become our model. Privatization and deregulation of: health care and drug safety, road construction and transportation, environmental, energy, forestry and agriculture regulations are just a few of the areas where government will abdicate its constitutional responsibility to us.

Once the corporations and government carry out this fascist coup d’etat, we can predict the results- increased prices, decreased wages and a gaping hole in our social safety net like we never imagined. It will bring an end to the middle class in Canada and bring about a huge increase in the ranks of the working poor. It will lead to a “Walmartization” of the economy.

Maude Barlow, in her recent book, “Too Close for Comfort” presents all of the frightening details of “Canada’s future within Fortress North America.”

To add insult to injury, the planners of the Montebello conference, according to Connie Fogal of the Canadian Action Party, have affirmed that U.S. troops will be coordinating security arrangements at Montebello, which include a $1 million fence to keep the expected 10,000 protesters 25 kilometers away from the secretive meeting of three so-called democracies.

Once this ‘partnership’ has been ratified as fait accompli; we will be following in the footsteps of the European Union. It will mean that the US, Mexico and Canada will become part of the North American Union by 2010, and resources, agricultural, health and environment issues, to name a few, will be controlled not by the 3 Three Amigo's countries of the US, Canada and Mexico, but by the government of the North American Union.

Only there is a BIG difference: you see these two little member countries needs are DWARFED by Superpower the US! It's not the same as the European Union at ALL. Europe wasn't bogged down in an era of genocide and endless war either at the start of the EU .. comparisons are not apt. Mere size of the countries alone would show that this cannot be the same.

At this time, we are lead to believe that the "summit" of the elite will be discussing, or making pronouncements, on what is to be done if there is a pandemic or national emergency. What that implies, alone is cause for concern ...

The coming megolithic ‘NAFTA’ highway, one quarter of a mile wide, is already being built in Texas, where private land is being expropriated, and will eventually reach the Manitoba border and go on from there ... it allows the west coast shipping ports to be circumvented, instead relying on huge Mexican port, in the name of facilitating "free trade" . but free trade of what ..? Asian drugs ..? And how is that port to be defended?

Water (the new gold) will be the ‘issue’ of this century, as more than 25 states in the U.S. are currently in desperate need. Where do you think they will get the water they need? Canada claims 20% of the world's fresh water "reserves"!! and plans to get it out where developed IN SECRET by the Center for Strategic and International Affairs in Washington DC; they very people who brought you the shock and awe technique used in bombing Iraq into submission. Just who is deciding who gets the resources as they dwindle ..?

The United States is already guaranteed 60% of Canadian natural gas resources from NAFTA, which mean that even during emergencies when Canadians need energy that cannot have it. This is somewhat perplexing since Canada only has nine (9) years of PROVABLE gas supplies for itself. Canada is asked to import it! in case of shortage ... This is just one example of how Canada is being shortchanged, and it’s only going to get worse. Even people in Harper's own Conservative party are aghast at this, which was only revealed in Parliament by Gordon Laxer - and the committee Chairman walked out in protest of his testimony!! -- a first in Canadian history. So much for government transparency. When will the truth be told?

Mexico is so far exempted out of the energy equation; they are in control of the energy part of the 'protocol' and have a state run cartel.

As Linda McQuaig author of It's about the Crude, Dude: Greed, Gas, War and the American Way points out, PM Harper's stand on giving away Canada's resources is DEEPLY troubling - He talked about CONTINENTAL energy in London, saying that Canada would be "self serving" to keep this energy for itself. He is paid to protect Canada resources. Any wonder that Canadians are wondering that perhaps their Prime Minister is advocating treason ..? What would happen if the roles were reversed . would American be "self serving" to hang onto ITS resources if Canada had an emergency? Way too many questions

Canada is in charge of the presentations on border equalization while the US holds the hand dealing out cards on trade regulation. Hmmm.

People who are "in the know" in Canada are are baffled and asking an obvious question these days:

"Why has there been absolutely NO public consultation on the biggest issue (North American Union) facing Canadians since Confederation? And where is the US CONgress on this issue? With the single exception of a House vote on a transport issue, everything is quiet. Too quiet ..."

What has happened to democracy? ... or maybe more accurately .. why have we devolved into demo-craaaazee?

Hello! Construction of a 2 km fence with a razor sharp top has already started along the route 148 outside Montebello, Quebec pending the upcoming SPP summit and is due for completion sometime during the week. Plans for a sedate public forum to discuss the SPP and the coming NAU were suddenly cancelled when the US Army, the RCMP and local Quebec police refused to lease a hall outside in Papaneuville to the Council of Candians. Rapidly on the heels of this news, a 25 km security perimeter was announced and a limit was placed to five (5) people per van in the area as per instructions by the US Army, the RCMP and local police. This brought about such a resistance that now those involved are determined to shout BuZh and cronies out of town. This is not going to be easy. Previous attempts to stop globalization have resulted in the use of terrifying weapons, and people in Canada are putting themselves on the line. We need YOUR support.

Government claims to be democratic, but in fact, does it act like one, or does iit prefer to make the big decisions at committee level behind closed doors, while masking its real intentions?

These are just the tip of the iceberg of many, many troubling questions .. ones to which answers are not forthcoming.

What's at stake?

The ratification of the SPP, and the emergence of the North American Union have been organized entirely by government committees and private enterprise for THEIR benefits which simply "won't do"! if we are to live through the 21st century. A very new alliance is being formed as opposition gets organized. The flatbed truck will bear banners attacking the North American loss of jobs under NAFTA. The US alone has lost 5000 jobs due to NAFTA, and the NAU will guarantee that more jobs will go SOUTH of the Mexican border. People are pretty fed up with the "taxobabble" that is directed at them as superprofits SOAR. And now we face what has been called "NAFTA on crack" or "NAFTA on steroids".

Privatization of our resources, transnationals holding ALL the cards, and Canadian and Mexican governments with less and less authority will be a lasting legacy of DIS integration for all our chldren. We simply must stick together to avoid the inevitable widening of the rich/poor divide, the endless "taxobabble", the breakdown of environmental law, and perhaps to avoid the meltdown of the entire Arctic which is now up for grabs.

Some Answers ... Our next steps as progressives

I've read that in order to "opt" out of the SPP, states may have to secede. Thirteen states in addition to Idaho are calling on Congress to abandon the SPP: Georgia, Arizona, Missouri, Illinois, Oregon, Montana, South Carolina, Oklahoma, Utah, South Dakota, Tennessee, Washington and Virginia.

Below are some great resources. They are provided in the hopes that YOU will do a couple of things to support us up here in Canada.

One is to learn as much as you can. Another is to write your media and CONgress (or Parliamentarian) and ask why you are being kept in the dark about the upcoming union.

And a third suggestion is that you hold a teach-in or just have people come around and chat about what is being hidden. There more youtube videos and articles posted on my blog you can use as resources, too. Hold a youtube party for those you know will be interested in this.

Just chat this up with your neighbors, your friends and those you love as this is happening very rapidly. It goes to Congress for presentations and ratification this fall, under the direction of Henry Kissinger. It's now 11:59 on the countdown clock.

As so many of the corporations are household names and we use their services and products every day, we must gbe aware the this is so engraned and embedded, that we must fight the SPP from many angles, say McQuaig. Just as THEY, the corporate elite are all complicit in this together, we are all in this together.

Our landlord is stealing our HOUSE! Time to kick him OUT. Although America is beset with problems; this is no time to ignore the latest assault on social justice. Truly, help us STOP THE SPP!!

Next month, President Bush will join Mexican President Felipe Calderon and Canadian Prime Minister Stephen Harper in Quebec for a Security and Prosperity Partnership (SPP) summit. (I would include a link to a news story on the summit, but you can’t read about it anywhere in the mainstream press, which has largely ignored the Security and Prosperity Partnership from the very beginning.)

So, what is the purpose of this summit, the third since the partnership was announced in 2005? The State Department claims the purpose is to “develop common approaches to transnational security threats and to expand economic productivity by streamlining trade among the countries.” Critics, however, maintain the true purpose is to develop and implement policies that would ultimately erase the borders between all three nations and form a North American Union, much like the European Union.

So, which is it? Is it an innocent plan to enhance cooperation between the three nations? Or is it a slippery slope to the loss of U.S. national sovereignty?

That is the very question we tackled recently in an educational panel entitled “Security and Prosperity Partnership: Threat or Opportunity?” Joining me on the panel, which was held at the National Press Club, were: Phyllis Schlafly, Eagle Forum; Rosemary Jenks, NumbersUSA; Dr. Robert Pastor, American University; and David Bohigian of the U.S. Department of Commerce. While there may be disagreement between the government and its critics with respect to the ultimate mission of the partnership, this much is beyond dispute: Officials from the highest levels of government from all three nations are meeting on important issues that touch on nearly every aspect of the lives of American citizens, including commerce, travel, security, health, energy, and the environment. They’re doing it with no congressional oversight and very little media scrutiny.

From the very beginning, our focus at Judicial Watch has been to make the inner workings of the partnership as transparent as possible. In fact, last week, Judicial Watch filed a notice with Secretary of Commerce Carlos Gutierrez that we plan to seek access to meetings and records of the North American Competitiveness Council during the Quebec summit. The council is the SPP’s “private” counterpart and has provided a number of recommendations to the Security and Prosperity Partnership on a range of issues from border security to energy policy.

The second formal step was the integration and subjugation of Canada's military into the US military command under NORAD, NORTHCOM, and the Bi-National Planning Agreement. That is why our Canadian military is in Afghanistan.

The third formal step in the creation of the NAU was the implementation of the respective liberty-stripping anti-terrorist legislations, the Patriot Act in the USA and the Anti-terrorist Act in Canada. This has been the mechanism to implement the police state apparatus necessary to enforce Fortress America.

The fourth formal step is the SPP, Security and Prosperity Partnership Agreement. That agreement is a "hostile takeover" of the Executive branch of government, a coup d'état over the government operations of Canada, U.S.A. and Mexico.

The three branches of democratic governance are:

1, the legislative arm, i.e., the policy makers, the people we elect;

2, the judicial arm, i.e., judges who interpret and apply the laws created by the policy makers; and

3, the executive arm, i.e., the civil service, the bureaucracy, who implement and run the policy and operations of government.

The SPP is a treasonous metamorphosis of our federal and provincial government bureaucracies into formal instruments to implement the agenda of the shadow government - the military/ industrial/ financial complex exemplified by the Canadian Council of Chief Executives who in turn are dominated by the U.S Council on Foreign Relations, and the US military apparatus. The S.P.P. has created the competitiveness council (10 to 16 people from industry and academe unelected by citizens, unaccountable to citizens, unrepresentative of citizens ) in each of Canada, U.S.A., and Mexico. They meet with our Prime Minister and the two Presidents. They actively direct the restructuring of the civil service apparatus and governance of Canada, U.S., and Mexico away from instruments serving the public interest and nationhood, and into tools to serve the power and greed of the industrial, financial, military complex. This Competitiveness Council will be at Montebello directing the three leaders in August, 2007 finalizing the last steps of the NAU.

Since March, 2005, under the direction of three senior cabinet ministers of each country, about 100 working groups of unelected officials from government and industry have been meeting at taxpayer expense deciding on and directing the implementation of the restructuring of the apparatus of governance and the form of rule over the people. Their command goes out down the chain of bureaucracy expending vast amounts of taxpayer dollars implementing the changes in our border crossings, in our airports, on our airplanes, in our skies, on and to our roads and highways, in our personal identification systems, in our health, in our vaccines, over our food supplements, in our pesticide safety levels, in our schools and universities, in the exploitation of our natural resources-our rivers, lakes, oil, gas, in our environment, in the arms industry, in the manufacture and use of depleted uranium, in the exploitation of and experimentation on our indigenous people and our military personnel, in immigration, over our right of Habeus Corpus, in our right of due process, our right to assemble and our freedom of speech, etc., etc.

Government of the people, by the people, for the people has been eliminated while those people we have elected stand idly in the sidelines apparently blissfully oblivious, or deliberately careless of the termination of their policy making role except as a rubber stamp. Those we have elected have abused their responsibility to protect our power, the people's power. They have permitted an undemocratic elite to control them and the operation of government. It is by us, the general citizenry, that Members of Parliament and Members of Legislative Assemblies and city councillors,and Senators and congressmen are supposed to be ruled in all matters, not by the military/ industrial/ complex that General Dwight D. Eisenhower warned about on his final address to his nation. The Prime Minister and Presidents along with their most senior Cabinet members and officials really now do apply a "Divine Right of Kings" mentality to their role. They have metamorphosed into a cancer rotting the life out of our democracies.

For this reason the Canadian Action Party calls for electoral reform not just in how we elect candidates, but why and how the bureaucracy operates. In particular, we call for a curb on the exercise of power in the executive branch of government, and especially in the P.M.s office. This need is of paramount importance because it is the key to why and how three nations (Canada, USA, Mexico) are being dismantled.

Remember, if you believe in democratic accountable representation, there must be a universal franchise. Government of the people, by the people, for the people still is right. It is not government by officials of any organization or interest group whether public or private who are unelected by, unrepresentative, and unaccountable to the general public. We need to reform our government structure so that we can recall and replace any person we elect when they fail to keep their promise or do their duty to us, the citizenry; and, we also need to turn our executive arm of government back to being the servant of the citizens.

The Security and Prosperity Partnership Agreement (S.P.P) is deliberately not a formal international treaty such as NAFTA which is set out in a system of rule by international law. As a legal treaty the SPP would never have flown because it would have been exposed to scrutiny. It remains a work in progress agreement of incredible treacherous magnitude. It has already succeeded in implementing profound changes to three nations integrating the geographical region of North America. We do not even know the full extent of what has been completed or what little is left to be accomplished..

We know that a powerful think tank chaired by former Sen. Sam Nunn and guided by trustees including Richard Armitage, Zbigniew Brzezinski, Harold Brown, William Cohen and Henry Kissinger, is in the final stages of preparing a report to the White House and U.S. Congress on the benefits of integrating the U.S., Mexico and Canada into one political, economic and security bloc.

We know that the final report, published in English, Spanish and French, is scheduled for submission to all three governments by Sept. 30, according to the http://www.csis.org/ Center for Strategic & International Studies.

We know that the data collected for the report is based on seven secret roundtable sessions involving between 21 and 45 people and conducted by CSIS. The participants are politicians, business people, labour leaders and academics from all three countries with equal representation.

It will be interesting to see who the think tank representatives will be that appear before our Canadian Parliament and how it is presented since so many of our Canadian MP's deny this integration is happening. They need to realize that the vote still works in Canada and if they want to be re-elected, they must repel the submissions for integration. In fact, their duty to us is to refuse to hear such a delegation. SInce when has it become lawful to entertain discussion or debate on any form of treason??

This kind of presentation by such influential players will likely be a formalization of the integration as a done deal.

We, the citizens, must demonstrate to our governments that we demand an end to the integration of North America . And, we must tell them we are not asking for a front row seat at our hanging party. We do not want to be involved or to have them involved in any negotiations or discussions or debate about how our nations are to die. We already know we do not want a North American Union, period!!! They must repel the formal instructions coming to them this fall from the shadow government.

In recognition of our sovereign democratic rights and powers as citizens promulgated by the respective founding fathers of three nations, the Canadian Action Party calls upon all Canadians to join with our neighbours in the USA and Mexico to stand and defend our distinctive nations, NOT TO CALL FOR DEBATE AND DISCUSSION ON INTEGRATION. The US army is to enforce a huge security perimeter around the upcoming
North American Union meeting in Canada this August as well as cracking down
on expected protests, having already shut down a public forum due to take
place close to the event.

Royal Canadian Mounted Police (RCMP) and the Sûreté du Québec (SQ) have

Patterson, director of organizing with the Council of Canadians. "Meanwhile,

Canada will have unimpeded access to our political leaders."

The Council of Canadians has also been told that in addition to the 25km
perimeter in Montebello, there will be checkpoints in nearby areas, and
vehicles carrying more than five people will be turned back.

A whole host of other Canadian activist groups are scheduling protests

the protesters believe that as many as 10,000 people could assemble in

has taken issue with US troops coordinating operations for the confab on
Canadian soil while denying access to Canadian citizens.

Elite lobbying group the Council on Foreign Relations seeded the plan
for a "North American Advisory Council" which eventually became the SPP.

It comes as no surprise to NAU researchers that the latest SPP meeting
will be a highly secretive and guarded affair given that CFR documents

an entire organized infrastructure that has drawn from officials within most
areas of administrative government including U.S. departments of State,
Homeland Security, Commerce, Treasury, Agriculture, Transportation, Energy,
Health and Human Services, and the office of the US Trade Representative.

summit which Mexican President Felipe Calderon and US President George W.
Bush also planning to attend.

The highest elected officials within the US, Canadian and Mexican
governments are meeting together with advisory bodies staffed by senior
private sector representatives yet the public are being forcibly denied any
access to the event in addition to a pathetic blackout on behalf of the
corporate media which still ridicules

North American Union -- connecting the dots

My previous article on this website explains in detail the lead up to the North American Union under the pretense of the Security and Prosperity Partnership (SPP) and the cleverly disguised methods the governments of Mexico, Canada and the United States have used and will continue to use to change the face and the future of our North American continent.

The upcoming, so-called SPP Conference in Montebello, Quebec from August 20-21 will bring the leaders of the three countries together to ‘ratify’ the SPP, about which their respective citizens know almost nothing. This is all part of a carefully laid out plan, and is no accident. Our government leaders are not at all interested in discussing this issue with the people who elected them. Democracy with a different twist.

The media is complicit in this fascist act by government in collusion with the corporate multinationals, and have either refused to publish anything relevant, or have glossed over the entire issue in true lapdog fashion.

For further background information of the effects on Canada because of the impending North American Union, you can do no better than to read Maude Barlow’s “Too Close for Comfort” wherein Ms Barlow provides painstaking and shocking facts into the economic pillage that will affect all citizens except the wealthiest of the elite.

The purpose of this article is to analyze what else is going on in our countries right now, and then to determine what relationship this activity has with the NAU. I am stating up front that these arguments will be conjectural but need to be addressed.

Decline of U.S. economy

There’s no shortage of articles on the Internet explaining the ‘life-support’ system that the U.S. economy is on. The Washington Post referred to the upcoming bust earlier this month. Stock prices and company valuations are set to take a fall and government may have to raise taxes. Interest rates are starting to rise, and the staggering debt-financed consumption in the U.S. will lead to massive defaults on mortgages and a huge ‘asset grab’ by the rich. China and Middle East oil magnates, who will not permit interest rates to come down, are propping up the United States.

Predictions vary but we may start seeing major monetary shocks by December 2007, but more likely in 2008.

American dollar = Canadian dollar = 10 pesos

The Canadian dollar this week hit a thirty-year high and traded at $.96 American. It is expected to achieve parity with the American dollar this year. This will mean that both the American and Canadian dollar will trade for somewhere around 10 Mexican pesos.

I find this sudden parity of currencies to be extremely coincidental since one of the tenets of the North American Union will be a new currency. This is not speculation. It is part of the SPP agreement that will assuredly be ratified in Montebello next month. So, with the currencies of the three countries now closely aligned, it will be a lot easier to introduce a new North American currency, the AMERO!

United States immigration crisis

There are an estimated 15 to 20 million illegal immigrants, mostly from Mexico, living in the United States. The administration of George W. Bush has deliberately allowed this to happen and is now doing a tap dance to stall any immediate action to resolve this huge problem.

The point is, if you knew we were heading into a North American Union in 2010, to which Bush is a proponent, why would this worry you?

All he needs to do is stall until 2009, and let the new president stall for another year. By 2010, it will all be academic since the ‘illegals’ will become ‘legal’ overnight. In the European Union the countries are virtually borderless. People travel from France to Spain just like people travel from Ontario to Quebec or from Vermont to New Hampshire. The borders will disappear overnight. The illegal immigration problem will disappear as well.

Passport issue

A prior Global Research article deals with the passport issue between Canada and the United States. The requirements between the two countries keep changing, and people are very confused. Now the idea of a ‘smart card’ has surfaced and is currently be ‘tested.’

My sense is that, as with the imminent Amero currency, officials are stalling because there will be new requirements, or perhaps no requirements, since we will all become part of one North American Union, and would only require a passport when we leave or enter that union.

Conclusion

Other articles on this subject suggest that the general public will resist such huge changes, having had no input, information or rebuttal to the whole idea of a North American Union. By now, we should all understand that we are part of a fascist state since we are being denied ANY opportunities for democratic participation into what amounts to the most abrupt, fraudulent and pervasive change in our governance since Confederation.

The question is: how will the elite, the corporate rulers and the government leaders ‘sell’ this bill of goods to the electorate?

Traditionally, instilling a climate of fear and using the tried and true ‘problem-reaction-solution’ method achieves this.

Whether it be a thoughtful, well planned and executed economic crash, or whether some tragic and unforeseen ‘event’ happens, a frightened population will always react to the problem and demand a solution from its government.

And lo and behold, the government will just happen to have a solution in its back pocket, something that has been in the making since former Prime Minister Brian Mulroney signed the Free Trade Agreement in Canada in 1984. Since 1984 our governments have been working towards one final goal.

Welcome to 2010. Welcome to the North American Union.

In an Historic Vote, Congress Moves to Limit SPP Funding

In a historic, first vote to restrict funding for the Security and Prosperity Partnership (SPP) of North America, the House overwhelmingly approved an amendment "prohibiting the use of funds to participate in a working group pursuant to the Security and Prosperity Partnership."

Canadians completely unaware of looming North American Union

On August 20, the most powerful president in the world will be arriving in Montebello, Quebec, for a two-day conference. President George W. Bush will be meeting with Stephen Harper and their Mexican counterpart, Felipe Calderon. So far, the silence from the Canadian and American media has been deafening.

Talk to 90 percent of people on the street and they won't know about this upcoming conference, and if by a slim chance they do, they won't know the purpose of the meeting or why the leaders of Canada, United States and Mexico are meeting in the dog days of summer under what amounts to a veil of secrecy.

So, what's this upcoming conference all about, and why are the newspapers, radio and television keeping silent about it?

The purpose of the upcoming conference is to ratify the Security and Prosperity Partnership of North America, which was initiated by Bush, Martin and Fox in 2005 in Waco, Texas. Essentially, this so-called 'partnership' will result in what the politicians refer to as 'continental integration' -- newspeak for a North American Union -- and basically a harmonization of 100s of regulations, policies and laws.

In layman's terms, it means that once this 'partnership' has been ratified, which is a fait accompli, we will be following in the footsteps of the European Union. It will mean that Canada will become part of the North American Union by 2010, and that our resources, agricultural, health and environment issues, to name a few, will be controlled not by Canada, but by the government of the North American Union.

A huge 'NAFTA' highway, one quarter of a mile wide, is already being built in Texas, where private land is being expropriated, and will eventually reach the Manitoba border.

Water will be the 'issue' of this century, as more than 25 states in the U.S. are currently in desperate need. Where do you think they will get the water they need?

The United States is already guaranteed 60 percent of our natural gas resources from NAFTA, which mean that even during emergencies when we need energy, we will have to import it, while we are forced to export gas to the
U.S. This is just one example of how Canada is being shortchanged, and it's only going to get worse.

Why has there been absolutely NO public consultation on the biggest issue (North American Union) facing Canadians since Confederation? Why isn't Guy Lauzon, our local MP for Stormont, Dundas and South Glengarry, holding town hall meetings, bringing in cabinet ministers and explaining how the emerging North American Union will affect our Canadian way of life? Ask the citizens of Canada for their feedback. Isn't that how democracy is supposed to work?

Folks, I suggest that Mr. Lauzon isn't even aware of the SPP or the North American Union, which explains why the Conservative government has denied all Canadians information to which they are entitled. If he does have something to say about it, then let him raise the issue in our riding.

Furthermore, the example of the North American Union illustrates that our government claims to be democratic, but in fact, does it act like one, or does it prefer to make the big decisions at committee level behind closed doors, while masking its real intentions?

If our citizenry allows the North American Union to come into existence, then our way of life will change drastically, for the years to come. With privatization of our resources, increased foreign ownership, and a Canadian government with less and less authority, our children and grandchildren will be come 'North Americans' and our quality of life will drastically decline. The founding fathers of Canada must be rolling over in their graves.

The Council of Canadians has been told it will not be allowed to rent a municipal community centre for a public forum it had planned to coincide with the next Security and Prosperity Partnership (SPP) summit in Montebello, Quebec on August 20 and 21.

The Municipality of Papineauville, which is about six kilometres from Montebello, has informed the Council of Canadians that the RCMP, the Sûreté du Québec (SQ) and the U.S. Army will not allow the municipality to rent the Centre Communautaire de Papineauville for a public forum on Sunday August 19, on the eve of the so-called Security and Prosperity Partnership Leaders Summit.

"It is deplorable that we are being prevented from bringing together a panel of writers, academics and parliamentarians to share their concerns about the Security and Prosperity Partnership with Canadians," said Brent Patterson, director of organizing with the Council of Canadians. According to officials in Montebello, there will be checkpoints at Thurso and Hawkesbury, and vehicles carrying more than five people will be turned back.

WASHINGTON, DC-- Judicial Watch, the public interest group that investigates and prosecutes government corruption, today released documents obtained from the U.S. Department of Health and Human Services under the provisions of the Freedom of Information Act, concerning the agency's involvement with the Security and Prosperity Partnership of North America.

A 10-page partnership "Work Plan for the Financial Services Working Group" is included (somewhat incongruously) among the Health and Human Service records. The "work plan" details 24 specific "deliverables" by officials from the U.S. Treasury, Finance Canada, BANXICO, the Federal Reserve Board - Atlanta, and regulatory agencies from all three countries. The deliverables include "cross-border" cooperation in the areas of car insurance, Social Security totalization for Mexico, banking, and Federal Reserve's "Directo a Mexico" remittance program.

Among the specific deliverables outlined in the "work plan" is a taxpayer-supported program to improve Mexico's infrastructure: "Improve North America's competitiveness by enhancing Mexico's competitive position through the establishment of a grant fund for development with U.S. and Canadian resources to finance the development of physical infrastructure in Mexico." The objective has a timeline for completion of 6-18 months.

"If U.S. tax dollars are going to be used to fund Mexico's economic development, the American people ought to know about it," said Judicial Watch President Tom Fitton. "Judicial Watch remains committed to ensuring that this process is open and transparent."

The records also include planning documents and notes summarizing a SPP "technical meeting" held in Ottawa from January 31 - February 1, 2006 and titled, "Enhancing Preparedness Plans and Mutual Assistance for Pandemic Influenza and Other Emerging Public Health Threats in North America." The meeting did not include representatives from Mexico -- a fact the summary notes acknowledge and suggest will "require contacts at the national level first."

The documents also identify HHS personnel assigned to various SPP working groups. The designated working groups include: communications, legal, foreign nationals, epidemiology, and travel and border issues. (These documents are of particular interest given the recent scandal of the tuberculosis-infected American who recently traveled over the U.S.-Canadian border unimpeded by border authorities.)

The CFR, Robert Pastor and the NAU

Recently I read several articles where the whole idea of a North American Union was labeled a conspiracy theory and called some sort of modern rumor. Now I commend those who blog and write articles on issues they feel strongly about, but these articles appear to be a clear attempt at disinformation. It shows the level of desperation that those trying to implement it must feel. Unfortunately, the dumbed-down public will read these articles and believe the lies without checking it out for themselves. I'm not asking people to believe me, but do a little research and come to your own conclusions. One of these articles cited proof that there was no plan to create a NAU because of a quote by Robert Pastor, who is regarded by many as the “Father of the North American Union.” He has written a book entitled “Towards a North American Community” and vice-chaired the Council on Foreign Relations (CFR) report, “Building a North American Community.” One must understand that the NAU is not just some made up idea or something proposed on paper— the further merging of Canada, the U.S., and Mexico into a North American Union is already taking place.

Since its inception in 1921, the CFR has pushed for a one-world government and has set out to destroy American sovereignty. It is made up of top U.S. politician's, corporate elites, and some in the media, and has sought to overthrow the U.S. constitution. Many refer to it as the shadow government. A recently published CFR essay, “The End of National Currency,” called for nations to abandon unwanted currencies and replace them with multinational or regional ones. This would obviously further advance the New World Order and benefit the global elite. Many feel that a common currency will be needed in North America to compete against the euro, and an economic collapse could lead to a new one being offered as a solution. Cue in the amero the proposed currency for a NAU. Some might say they've never heard of the amero, much less the NAU, the reason being that it has been for the most part shielded from the public's attention. Secret meetings in Banff, Alberta, Canada in September 2006 discussed how the NAU was to be created and implemented using “evolution by stealth.” There is little doubt that the CFR is one of the driving forces behind the NAU.

Dr. Robert Pastor is one of the leading advocates for a North American Community. He is a former Carter Administration official and now teaches at the American University in Washington D.C. He directs the Center for North American Studies and teaches the course, “North America: A Union, A Community, or just Three Nations?” He is also on the board of the American Forum On Integration which holds an annual “North American Model Parliament” for selected university students from across the U.S., Canada, and Mexico. Pastor doesn't reject the idea of an NAU, but feels that the timing for political integration isn't right because of the fear it would create. His idea of a North American Community is one where people view themselves as citizens of North America. He is on record as saying another 9/11 attack could create the right climate and said, “A crisis is an event which can force democratic governments to make difficult decisions like those that would be required to create a North American Community.” Is a North American Community a play on words to deceive, or is it a reference to the early stages of integration? One must understand that the European Union was only openly announced about 10 years ago and it took close to 50 years before holding any type of referendums. Even though the NAU process has been fast tracked, it is still being done incrementally, much like the EU was.

Here is a brief history of some of Robert Pastor's activities in trying to further advance the NAU. In November of 2002 he presented “A North American Community, A Modest Proposal” to the Trilateral Commission. Many of theses ideas and proposals were later adopted in the “Building a North American Community” report. In October of 2003, he testified in front of the House of Representatives and several committees where he recommended the formation of a North American Community. In early 2004, the CFR published his paper, “North America's Second Decade,”where he advocates even further integration. In that particular paper speaking on national sovereignty he states, “Countries benefit when they change these policies, and evidence suggests that North Americans are ready for a new relationship that renders this old definition of sovereignty obsolete.” One minute he is saying that we're not ready, and the next he is saying that we are. He went on to say in his paper that, “The U.S., Mexican, and Canadian governments remain zealous defenders of an outdated conception of sovereignty even though their citizens are ready for a new approach.” If we are ready, why is there such secrecy surrounding the NAU? He knows that most are never going to read his book, papers, or reports, therefore he can claim that there is no proposed NAU. This is the same man who calls NAFTA a success, but try telling that to the millions who've lost good paying jobs as a result. From his standpoint, it has been a success because it has furthered his goals, and those of a NAU.

In late 2004, The Independent Task Force on the Future of North America was created and co-sponsored by the CFR with Pastor as a member. In March of 2005, it released “Creating a North American Community” which called for an economic and security community by 2010. Pastor also published the article, “The Paramount Challenge for North America: Closing the Development Gap.” On March 23, 2005, the leaders of Canada, the United States, and Mexico signed the Security and Prosperity Partnership (SPP) of North America which is essentially the framework for a NAU. In May of that same year, the CFR published the report, “Building a North American Community,” with Pastor as one of the vice-chairs. It is considered to be the blueprint for the SPP. It is easy to see why he is called the “Father of the NAU.” The truth is, Dr. Pastor, that most will resist the NAU!

One can deny something's existence all they want, but there is a difference between being willfully ignorant and knowingly lying to influence others. To deny that there isn't a plan to create a NAU is simply ludicrous. In Seoul today, The Office of the United States Trade Representative signed off on on the KORUS FTA deal with South Korea just as President Bush's TPA clock timed out.

"Free" trade cheerleaders at Forbes laid out the basics:

"The deal, which requires approval by lawmakers in both countries, is the biggest for Washington since the North American Free Trade Agreement signed in 1993, and is expected to lead to more than 90 percent of U.S. exports to South Korea being duty free within three years.

It is the biggest trade deal ever for South Korea, which in nearly 50 years has grown from one of the world's poorest countries to become its 10th-largest economy."

Forbes did not mention what impact 35,000 US soldiers in South Korea may have had on the negotiations.

The fight now officially moves from the streets of Seoul to the US Congress in the battle for the biggest US trade deal since NAFTA. If President Bush does not get his TPA extended, the vote on the KORUS FTA must occur by midnight on June 30th or the deal dies by default. There is no better time to demand that Congress reverses the trade policy that is destroying the American middle-class.

Defeating the KORUS FTA and repealing NAFTA make for a good two pronged offensive against those who seek to subjugate us.

Republican Congressman and Presidential candidate Ron Paul says U.S. President Bush has presided over a system wide doctrine of violating the Constitution, from the Iraq War in the "War on Terrorism" and pursuing a North American Union agenda, without legally required Congressional oversight. Such oversight is legally prescribed by the U.S. Constitution.

During an interview with Alex Jones on the GCN Radio network, Paul had outlined the likely scenario as to how impeachment proceedings would unfold.

"I'd be surprised if they win both - I think they're going to win one body and if they win the House right now they do not say they would have an impeachment but I think the way that place operates I think they probably will make every effort," said Paul.

"If they happened to have a ten or fifteen vote margin that would be a political thing - it would be payback time."

Paul said that Bush should be impeached not under the umbrella of partisan vengeance but for ceaselessly breaking the laws of the land.

"I would have trouble arguing that he's been a Constitutional President and once you violate the Constitution and be proven to do that I think these people should be removed from office."

Opining that the U.S. had entered a period of "soft fascism," Paul noted that the legacy of the Bush administration has been the total abandonment of Constitutional principles.

"Congress has generously ignored the Constitution while the President flaunts it, the courts have ignored it and they get in the business of legislating so there's no respect for the rule of law." said Paul.

"When the President signs all these bills and then adds statements after saying I have no intention of following it - he's in a way signing it and vetoing - so in his mind he's vetoing a lot of bills, in our mind under the rule of law he hasn't vetoed a thing."

North American Union agenda toward an anti-democratic "New World Order"

Asked what the ultimate agenda was behind the American Union and the push on behalf of the Bush administration to homogenize the US with Mexico and Canada, Paul was clear in his response.

"I think the goal is one world government... we have the WTO, the IMF, the World Bank, then we have all the subsidiaries like NAFTA and hemispheric governments, highways coming in."

"I just hope and pray that we can wake up enough people," said Paul, noting that Texans in his own backyard were more aware of Bush selling out the country for an North American Union than anyone in Washington.

Ron Paul further says, "Globalists and one-world promoters never seem to tire of coming up with ways to undermine the sovereignty of the United States. The most recent attempt comes in the form of the misnamed Security and Prosperity Partnership Of North America (SPP). In reality, this new "partnership" will likely make us far less secure and certainly less prosperous."

According to the U.S. government website dedicated to the project, the SPP is neither a treaty nor a formal agreement. Rather, it is a "dialogue" launched by the heads of government of Canada, Mexico, and the United States at a summit in Waco, Texas in March, 2005.

Republican Presidential candidate Paul then remarks, "What is a dialogue? We don't know. What we do know, however, is that Congressional oversight of what might be one of the most significant developments in recent history is non-existent. Congress has had no role at all in a "dialogue" that many see as a plan for a North American union."

Ron Paul elaborates on a prospective anti-democratic NAU "shadow government" which effectively destroys Canada and the U.S. as democracies:

"According to the SPP website, this dialogue will create new supra-national organizations to "coordinate" border security, health policy, economic and trade policy, and energy policy between the governments of Mexico, Canada, and the United States. As such, it is but an extension of NAFTA- and CAFTA-like agreements that have far less to do with the free movement of goods and services than they do with government coordination and management of international trade."

"Critics of NAFTA and CAFTA warned at the time that the agreements were actually a move toward more government control over international trade and an eventual merging of North America into a border-free area. Proponents of these agreements dismissed this as preposterous and conspiratorial. Now we see that the criticisms appear to be justified."

Mr. Paul further enquires "Let's examine just a couple of the many troubling statements on the SPP's US government website...".

"We affirm our commitment to strengthen regulatory cooperation...and to have our central regulatory agencies complete a trilateral regulatory cooperation framework by 2007."

Though the U.S. administration insists that the SPP does not undermine U.S. sovereignty, how else can one take statements like this? How can establishing a "trilateral regulatory cooperation" not undermine our national sovereignty?

Mr. Paul then indicates that the cited website also states SPP's goal to "[i]mprove the health of our indigenous people through targeted bilateral and/or trilateral activities, including in health promotion, health education, disease prevention, and research." Who can read this and not see massive foreign aid transferred from the U.S. taxpayer to foreign governments and well-connected private companies?

Also alarming says Mr. Paul, are SPP pledges to "work towards the identification and adoption of best practices relating to the registration of medicinal products." That sounds like the much-criticized Codex Alimentarius, which seeks to radically limit Americans' health freedom.

Even more troubling are reports that under this new "partnership," a massive highway is being planned to stretch from Canada into Mexico, through the state of Texas. This is likely to cost the U.S. taxpayer untold billions of dollars, will require eminent domain takings on an almost unimaginable scale, and will make the U.S. more vulnerable to those who seek to enter our country to do us harm.

This all adds up to not only more and bigger government, but to the establishment of an unelected mega-government. As the SPP website itself admits, "The Security and Prosperity Partnership of North America represents a broad and ambitious agenda." I hope my colleagues in Congress and American citizens will join me in opposing any "broad and ambitious" effort to undermine the security and sovereignty of the United States.

If it were built, the road would be one of the engineering wonders of the 21st century -a trade route a quarter of a mile wide, carving a path from Mexico through the heart of America to Canada.

In its most radical form, it would allow lorry drivers to travel hundreds of miles from the Mexican border deep into the US before reaching customs and immigration controls in Kansas.

Backers of the idea, labeled the "NAFTA Superhighway", after the North American trade pact, say it would revolutionize patterns of commerce across the continent and enhance the economic prospects of millions. But its critics say it could spell the end of US sovereignty. In arguments akin to those deployed by critics of the European Union, opponents say that opening borders will hit businesses, create a terrorist threat and allow illegal immigrants and drugs to flood in.

Opposition is strongest in Texas, where the state's plans for a vast road project, known as the Trans-Texas Corridor, are well advanced. Once complete, the corridor could become the first leg of a NAFTA Superhighway, crossing the Mexican border at the Rio Grande, near Laredo, and then pushing north to Kansas. It would include a toll road with 10 lorry and car lanes, a high-speed railway, and oil, gas and water pipelines.

With costs estimated at $183 billion (£94 billion), the 1,200 ft wide road would consume one million acres in Texas alone. Construction could take up to 50 years.

Many of those fighting the project are conservative farmers who would normally be supporters of President George W Bush but who are suspicious of his support for more free trade. At a meeting in the Texas town of Temple last week, more than 100 people gathered to hear news from Corridor Watch, a group fighting the road.

Advertisement at a community hall built by Slovak immigrants nearly a century ago, many of the men wore cowboy hats, while their wives arrived with casseroles to sustain the gathering. Despite bowing heads for the Pledge of Allegiance, the meeting expressed anger at what the road would mean.

Hank Gilbert, a rancher, said: "At the Battle of the Alamo people came from all over the US to fight for our sovereignty. Now we are giving it away to the very people we fought." Like many protesters, he believes the link will make it easier for cheap goods to flood into the US. "Farmers fear that this kind of globalization will put them out of business," he said.

In Texas, the superhighway would be so wide that critics say it would be too expensive to construct overpasses except in the cities, severing tight-knit rural communities.

The superhighway is being promoted by a pressure group, the North America's Super corridor Coalition, which includes business leaders, trade groups and government officials from Canada, Mexico and the US.

However, officials of the federal government in Washington deny that there is any transnational plan. A member of the Department of Transport told a congressional committee this month that all the government wanted to was improve existing roads.

Many conservatives disagree. They link the highway to agreements being negotiated behind closed doors between the Mexican, American and Canadian governments that they believe will transform the North American Free Trade Association into an EU-style superstate. They point to an agreement signed by Mr Bush, Vicente Fox, then president of Mexico, and Paul Martin, then Canada's prime minister, in Waco, Texas, in March 2005.

The Security and Prosperity Partnership is intended to promote co-operation on security and boost economic opportunities. But it set alarm bells ringing on the Right because it formed working parties that fall outside the control of Congress.

Republican Ron Paul, a Texas congressman, says it is part of a drive for "an integrated North American Union" - complete with a currency, a cross-national bureaucracy and borderless travel. "It would represent another step toward the abolition of national sovereignty," he said.

The chairman of the Council on Foreign Relations (CFR) for 15 years, from 1970 to 1985, was David Rockefeller who also founded the Trilateral Commission and is its honorary chairman. His father John D. Rockefeller and brother Nelson purchased and then donated the land beneath the United Nations (UN) for $8.5 million dollars, then claimed it as a charitable deduction.(1)

As for how the machinations of the CFR have remained unnoticed . . . in 1991 in Baden-Baden, Germany, David Rockefeller gloatingly said: "We're grateful to The Washington Post, The New York Times, Time Magazine and other great publications whose directors have attended our meetings and respected their promises of discretion for almost forty years. It would have been impossible for us to develop our plan for the world if we had been subject to the bright lights of publicity during those years. But the world is now more sophisticated and prepared to march towards a world government.."(2)

In other words, Americans are to be treated like mushrooms, kept in the dark and fed plenty of you know what!

CFR member Richard N. Gardner, who in a 1974 Foreign Affairs article titled: "The Hard Road to World Order" wrote: In short, the "house of world order" will have to be built from the bottom up rather than the top down. It will look like a great "booming, buzzing confusion" [like the chaos of an overwhelming illegal alien invasion combined with the uncertainty of 'the war on terror' which will provide cover for] . . . an end run around national sovereignty, eroding it piece by piece, [which] will accomplish much more than the old-fashioned frontal assault .(3)

And what does David Rockefeller say about his work?

"For more than a century, ideological extremists at either end of the political spectrum have seized upon well-publicized incidents to attack the Rockefeller family for the inordinate influence they claim we wield over American political and economic institutions. Some even believe we are part of a secret cabal working against the best interest of the United States, characterizing my family and me as 'internationalists ' and of conspiring with others around the world to build a more integrated global political and economic structure - one world, if you will. If that's the charge, I stand guilty, and I am proud of it."(5)

What colossal arrogance! Like other globalists, he loses sight of man's humanity and the very fundamental nature of what it is to BE human. Mankind will ALWAYS resist subjugation and will ALWAYS struggle to have and maintain their freedoms . . . after all . . . for us Americans . . . it is the very essence of what it is to BE an American.

Here's Rockefeller's 1973 View on Communist China . . .

The Cultural Revolution claimed the lives of nearly 100 million people in order to achieve the 'success' that David Rockefeller admires. One might question just how he can reconcile those deaths and consider it something of value and worthy of praise instead of being condemned for its abject horror and inhumanity. Perhaps Mr. Rockefeller needs a little 're-education.'

How Did the CFR Get Embedded in Our Government?

The Council on Foreign Relations (CFR) was incorporated in New York on July 29, 1921, as the American branch of the Institute of International Affairs while the British branch was called the Royal Institute of International Affairs (RIIA). The original membership included Colonel House, J.P. Morgan, John D. Rockefeller, Paul Warburg, Otto Kahn, and Jacob Schiff who had previously engineered the creation of the Federal Reserve System.

The RIAA leadership was comprised of members of the Round Table which was started by Cecil Rhodes in the 1800's which was designed to "federate the English speaking peoples of the world, and bring it under their rule".

"In September 1939, two members of the Council on Foreign Relations [CFR] visited the State Department to offer the council's services."

"They proposed to do research and make recommendations for the department without formal assignment or responsibility, particularly in four areas - security armaments, economic and financial problems, political problems, and territorial problems. The Rockefeller Foundation agreed to finance the operation of this plan."

"From that day forward, the Council on Foreign Relations has placed its members in policy-making positions with the State Department and other federal agencies. Every Secretary of State since 1944, with the exception of James F. Byrnes, has been a member of the [CFR] council."(6) The trend continues on as both Condoleezza Rice and Colin Powell are members of the CFR.

Others Who have Spoken Out About the 'Shadow Government':

"Rear Admiral Chester Ward, USN (Retd.), who was a member of the CFR for sixteen years, has written, 'The most powerful clique in these elitist groups have one objective in common--They want to bring about the surrender of the sovereignty and the national independence of the United States."(6)

"Felix Frankfurter, Justice of the Supreme Court (1939-1962) said: The real rulers in Washington are invisible and exercise power from behind the scenes."(7)

"In a letter to an associate dated November 21, 1933, President Franklin Roosevelt wrote, The real truth of the matter is, as you and I know, that a financial element in the large centers has owned the government ever since the days of Andrew Jackson." (7)

In a speech given on February 23, 1954, Senator William Jenner warned America: "Outwardly we have a Constitutional government. We have operating within our government and political system, another body representing another form of government, a bureaucratic elite which believes our Constitution is outmoded."(7)

In fact, the Constitution is far more than 'outmoded,' according to President Bush who rebuffed GOP leaders' request to soft pedal some parts of the 'Patriot Act' by saying: "I don't give a goddamn . . . I'm the President and the Commander-in-Chief. Do it my way." Then, responding to an aide who stated: "There is a valid case that the provisions in this law undermine the Constitution." Bush screamed back: "Stop throwing the constitution in my face . . . It's just a goddamned piece of paper!"(8)

As for the 'bureaucratic elite' of wealthy globalists who function as the 'Shadow Government' . . . their ultimate goal is a so called NEW World Order, which is course is NOT NEW but is, in reality, a ONE World Order. To that end, Franklin Delano Roosevelt managed to condemn their monopolist lust from the grave in a message found enshrined on the FDR memorial in Washington, D.C.:

And What Does a World Controlled by the United Nations Look Like?

Written in 1962 and prepared by the Institute for Defense Analyses submitted to the Department of State: "A world effectively controlled by the United Nations is one in which "world government" [One World Government (OWO)]would come about through the establishment of supranational institutions [such as the UN], characterized by mandatory universal membership and some ability to employ physical force. Effective control would thus entail a preponderance of political power in the hands of a supranational organization [i.e. the United Nations] rather than in individual national units [like the United States], and would assume the effective operation of a general disarmament agreement. While this supranational organization -- the United Nations -- would not necessarily be the organization as it now exists, the present UN Charter could theoretically be revised in order to erect such an organization equal to the task envisaged, thereby codifying a radical rearrangement of power in the world."(9)

Are we there yet? Think UNESCO, LOST, Earth Charter, Agenda 21, Areas Foundations, CANAMEX, 'Global Warming' and the Kyoto Treaty, the World Court, The Hague, WTO, GATT, NASCO, NAFTA, CAFTA and all the rest of the alphabet entities granted external control over the sovereign nation of the United States of America.

The Free Trade Area of the Americas (FTAA) is an attempt to expand the failed North American Free Trade Agreement (NAFTA) to every country in Central America, South America and the Caribbean, except Cuba. Negotiations began right after the completion of NAFTA in 1994 and were supposed to have been completed by January 1, 2005. Sovereignty? For how much longer?

The Goal of the Globalists Is To Gain World Monopoly

According to "Antony Sutton, a research fellow for the Hoover Institution for War, Revolution, and Peace at Stanford University . . . 'While monopoly control of industries was one the objectives of J.P. Morgan and J.D. Rockefeller, by the late nineteenth century the inner sanctums of Wall Street understood the most efficient way to gain an unchallenged monopoly was to 'go political' and make society go to work for the monopolists-- under the name of the public good and the public interest'."(7)

"Frederick C. Howe revealed the strategy of using government in a 1906 book, Confessions of a Monopolist: These are the rules of big business . . . Get a monopoly; let society work for you; and remember that the best of all business is politics . . . "(7)

To fully understand the truly 'dark side' of a monopoly, how about using "food as a weapon" as was once declared by Henry Kissinger. It is strongly suggested that you read this article on the future of genetically (read patentable and monopolized) engineered seeds. All food starts with seeds and there is now a patent by Delta & Pine Land, which is about to be acquired by Monsanto, because they engineered a 'Terminator' seed which cannot be used for the next year's crop because it automatically self-destructs at the end of the growing season. How sick is that?

Follow the twisted devious financial and political connections to its conclusion where in the final three paragraphs you will find that: "The key scientific member of the Delta & Pine Land board since 1993 has been Dr. Nam-Hai Chua. Chua, 62, is also head of the Rockefeller University Plant Molecular Biology Laboratory in New York, and has been for over 25 years, the labs which are at the heart of the Rockefeller Foundation's decades-long development, and spending of more than $100 millions of its own research grants to create their Gene Revolution. Until 1995, Chua was also a scientific consultant to Monsanto Corporation, as well as to DuPont's Pioneer Hi-Bred International. Chua is at the heart of Rockefeller's Gene Revolution. And, clearly, Delta & Pine Land and their research on Terminator have been in the center of that work."(10)

A De Facto Global Economy!

If you think about it, by sending our manufacturing base to Mexico or other foreign countries, the globalists have FORCED America to become global when in the past we were self-contained and produced all we needed for ourselves and exported our excess around the world. Now we are dependent on countries like China, etc., to supply stores like Wal-mart with nearly all of its merchandise. Say what you want about Wal-mart, but their inventory includes nearly everything a person might need at a price working Americans can afford to pay, since wages have not kept pace with inflation.

In fact . . . later in this research, you will find that the cabal working toward the NAU has gone one step further and created non-profit foundations to develop many of the road and infrastructure projects that are planned under NAFTA 'plus' called the Security and Prosperity Partnership (SPP). This means that NO TAXES will enter the coffers of America's government till. Even worse . . . you will find that they are using all manner of federal tax dollars to fund some of the 'non-profit' projects that are already in place. Clever by half, wouldn't you say. In "1968---The Hispanic organization, the Southwest Council of LaRaza Unida, is created with a $630,000 grant from the Ford Foundation, which supports the movement to bring massive numbers of Mexicans into the U.S. From 1968 to 1992, Ford Foundation grants to radical Hispanics totaled over $31 million. And according to Henry Santiestevan (former head of the Southwest Council of LaRaza), It would hardly be an exaggeration to say that the Ford Foundation is the Chicano movement."(14)

Included in the list of well financed 'radical Hispanic' groups are the National Council of La Raza (i.e., The Race), MALDEF and LULAC. One other caveat is that the US Attorney General Gonzales is rumored to be a card carrying member of NCLR, a charge that he has never denied. What better way to achieve the goal of a North American Union than to arm a '5th column' of rabid racist Hispanics organizations that will support massive illegal immigration creating a de facto elimination of our borders as the CFR desires. Some wags have even said that the CFR initials probably stand for Carnegie, Ford and Rockefeller.(15)(16)

Then There Are Those Americans Who Are NOT Funded by the Non-Profits:

For example, the VA nurse mentioned above or one George Barisich who lost everything in Katrina, his business, his home . . . while at the same time his extended family "lost 14 of their 17 houses in St. Bernard," Louisiana. Barisich was ticketed after six DHS security officers surrounded him in his vehicle on a Wal-Mart parking lot for giving away a T-shirt which said: "Flooded by Katrina! Forgotten by FEMA! What's Next, Mr. Bush?" The parking lot was considered 'federal property' because there was a FEMA center located elsewhere on it. Barisich was there picking up canned goods from a charity relief tent.(20)

Or Jan Hall, an Orange County Florida, Sadler Elementary School teacher who wrote a letter to her congressman that was confiscated by someone who translated it and had it published in the Spanish language newspaper El Nuevo Dia to incite hate and anger against her. You can find the original handwritten letter here: (21) As a result, Jan Hall was immediately suspended without pay, and threatened with loss of her teaching license after 33 years of teaching.

All this was done before a thorough investigation and in violation of her civil rights. Ms. Hall is now pursuing a $20 million dollar lawsuit against the school and its administration stating: " . . . you nevertheless, chose to use her exercise of these clearly protected Constitutional rights as grounds to suspend her without pay, to publicly disparage and humiliate her, to demonize her in the Greater Orlando community . . ."(22)

Unfortunately today, it takes a law suit to preserve your constitutional rights.

Then There is the 'Back Door' Approach to Eliminating America's Sovereignty . . .

By auctioning off America to the highest bidder, no questions asked as . . . "According to the Secretary of the Department of Transportation, Norman Mineta, 'We are like a poker game. We are inviting people to the table and saying, bring money when you come'."(23)

Didn't you ever wonder who CFIUS was when you heard they approved the Dubai Ports deal?

Its full name is the 'Committee on Foreign Investment in the US' which falls under the aegis of the U.S. Treasury Department. CFIUS was established in 1975 by Gerald Ford's Executive Order 11858. An Executive Order is legislation by Presidential fiat! Then in 1988 Ronald Reagan delegated his oversight to CFIUS by Executive Order 12661. This order required CFIUS "to submit a report and recommendation to the President at the conclusion of an investigation."(24)

If you will recall, it was CFIUS that insanely approved the United Arab Emirates, Dubai Ports World (DPW) takeover of 6 of our major seaports. Remember . . . it was a 'done deal' by time the sale became public. The committee works in SECRET and makes SECRET decisions. CFIUS has reviewed 1500 cases and blocked only ONE! The Dubai deal was approved even after several federal agencies objected to it on security grounds. Only when there was public outcry did the deal come under scrutiny.(25)

What was interesting was that George Bush professed 'no knowledge' of the deal even though CFIUS is required to submit "a report and recommendation to the President at the conclusion of an investigation." "The Committee has 30 days to decide whether to investigate a case and an additional 45 days to make its recommendation. Once the recommendation is made, the President has 15 days to act," if necessary to block the deal.(26)(25)

Was Bush lying about his knowledge concerning such a massive transaction with obvious major security implications or was it simple incompetence? He should have known if CFIUS was abiding by the rules. Compounding the felony, President Bush "threatened to veto any attempt by Congress to kill the port deal."(27)

Many Americans understood that: "The [DPW] deal is yet another plot, approved in secret, which would undermine American national security and sovereignty for the benefit of the transnational political and commercial plutocrats who manage government and business across the globe."(28)

The Gov't Provides Bogus Propaganda AFTER the Dubai Deal Comes Under Fire

Read about the Dubai Ports World deal that the Treasury Department and DHS (Dept. of Homeland Security) dutifully spewed forth in defense of the CFIUS approval. Be sure to wear you 'hip boots' when you wade into these three propaganda 'reports.'(29)(30)(31)

The Wall Street Journal (WSJ) threw in its two-cents worth of propaganda during the Senate debate on the U.S.-Oman free trade agreement with a fatuous non sequitur which stated: "Congress may not appreciate what is at stake. Far from being in continuous conflict, open capital markets and national security support one another. A strong economy is part of national security . . . "(32) Douglas Holtz-Eakin OK

Isn't that backwards? Shouldn't the WSJ have said that a strong national security provides 'support' for the economy? Isn't it paramount that security NOT be a part of the economic engine so that the 'almighty dollar' couldn't trump security measures? Isn't that common sense? After all the Wall Street Journal is prima facie evidence of those who would prostitute themselves in pursuit of that same 'almighty dollar.'

In the Dubai ports deal, it didn't seem to matter that "the United States already prohibits foreign direct investment in such industries as maritime [e.g., Dubai Ports World], aircraft, banking, resources, and power. Generally, these sectors were closed to foreign investors to prevent public services and public interest activities from falling under foreign control, but again primarily for national defense purposes."(33)

The Exon-Florio law under which CFIUS operates was written so that it "gives the President broad powers to block certain types of foreign investment" especially those involving issues of national security.(33)

The NEW 'Mall of America'!

Little did they know that CFIUS and President Bush would run this country like a giant shopping mall. We find that BOTH parties willfully ignored the national security issues raised by multiple federal agencies during their review of the Dubai Ports World deal.

Outrageously, after the Dubai Ports World debacle, CFIUS decided to sell U.S. military parts manufacturing facilities to Dubai. Yet another anti-security deal. This time there were no objections heard from Congress. Perhaps they were too 'worn out' from racing to the TV cameras during the 'ports deal' which left them incapable of proffering any objections against a similar national security issue.(34)(35)

What Other 'Fire Sales' of Taxpayer Paid Infrastructure Have Been Made? Read on . . .

How many other secret deals and secret meetings to sell our infrastructure to foreign countries have there been, and will there be in the future? Look around, see all of the infrastructure paid for with our tax dollars that is up for sale to the highest bidder. Roads, bridges, ports, waterworks. It doesn't matter WHO the buyers are!

One example . . . "RWEAG, a German owned utility company purchased the American Water Works in 2001 for $7.6 billion. the American Water Works was founded in 1886 and serves 1,300 communities in 23 states from the East Coast to the West Coast." But guess what . . . its up for sale again! And, because of "unusually high rate increases and declining maintenance" . . . America's mayors are saying "we want control of our own water."(36)

Another example . . . "On a single day in June, an Australian-Spanish partnership paid $3.8 billion to lease the Indiana Toll Road. An Australian company bought a 99-year lease on Virginia's Pocahontas Parkway, and Texas officials decided to let a Spanish-American partnership build and run a toll road from Austin to Seguin for 50 years."(37)

In Chicago "last year, the city sold a 99-year lease on the eight-mile Chicago Skyway for $1.83 billion. The buyer was the same consortium that leased the Indiana Toll Road -- Macquarie Infrastructure Group of Sydney, Australia, and Cintra Concessiones de Infraestructuras de Transporte of Madrid, Spain."(37)

In Orange County, CA . . . [t]he road, part of state Route 91, was built and run for $130 million by California Private Transportation Company, partly owned by France-based Compagnie Financiere et Industrielle des Autoroutes. The toll road opened in 1995. Seven years later, Orange County was looking at gridlock. But it could not build more roads because of a provision in the lease. So it bought back the lease -- for $207.5 million.(37)

A Compilation of Still More Examples . . .

"Virtually every week brings fresh evidence that highway tolling and private financing are gaining new converts among governors and state transportation officials, in state legislatures, and in the media. Growing transportation budget shortfalls, eroding value of highway tax revenues and a supportive federal policy toward tolling and public-private partnerships have helped to nurture the idea. Fanning its spread are visions of highway projects built entirely with private funds, and prospects of multi-billion-dollar concessionary cash payments that could jump start ambitious transportation improvements years in advance of their planned execution."(38)

The highways were built with taxpayer dollars and the new owners intend to make you pay tolls on roads you have built. To whom do we turn if they do not maintain and upgrade the infrastructures when needed? Will they be accountable to 'We the People?' One concept behind the Eisenhower national interstate system was that it was to be FREE. Clinton's Executive Order put an end to that and our Congress went right along. Lastly, these private companies will use the Supreme Court's Kelo decision to permit the TAKING of private property for private gain. And . . . these entities will hire Washington insiders to pry every single dollar from the federal government they can while building these toll road systems.

As for the those who have spoken out and 'hit the nail on the head' . . . "Patrick Bauer, the Indiana House's Democratic leader, says such deals are taxpayer rip-offs. Bauer believes Macquarie-Cintra could make $133 billion over the 75-year life of the Indiana Toll Road lease -- for which Indiana got $3.8 billion. 'In five, maybe 10 years, all that money is gone, and the tolls keep rising and the money keeps flowing into the foreign coffers,' . . ."(39)

Who's Responsible For The Massive Push To Sell America Out From Underneath Us?

It is a fact that the direct selling of our infrastructure to foreign countries is in violation of the Constitution, Article I, Section 10, Clause 3. It is also a fact that such sales are in direct contravention of the Exon-Florio laws which mandates the prohibition of "foreign direct investment in maritime, aircraft, banking, resources and power." Why then is the Committee on Foreign Investment in the US (CFIUS), which conveniently falls under the aegis of the U.S. Treasury Department, and individual local or state governments being allowed to continue doing so with regularity and rapidly accelerating speed?

As for WHY our infrastructure is being auctioned off to the highest bidder, mostly foreign investors, the answer is because George H. W. Bush, a One World Monopolist, wrote and signed an Executive Order (E.O.) 12803 on April 30, 1992 commanding that it be done. That E.O. was published in only two places, Cornell University and by waterindustry.org which has since been taken down.

Executive Order 12803, Section 1 under 'Definitions' it states the following . . . "For the purpose of this order:

(a) 'Privatization' means the disposition of or transfer of an infrastructure asset [read taxpayer funded and owned], such as by sale or by long-term lease, from State or local government to a private party.

(b) 'Infrastructure asset' means any asset financed in whole or in part by the Federal Government [read taxpayer financed] and needed for the functioning of the economy [if we need it why are we selling it?]. Examples of such assets include, but are not limited to: roads, tunnels, bridges, electricity supply facilities, mass transit, rail transportation, airports, ports, waterways, water supply facilities, recycling and wastewater treatment facilities, solid waste disposal facilities, housing, schools, prisons and hospitals." A BREATHTAKING LIST!

Following Bush's lead, Bill Clinton, issued another unlawful Executive order E.O. 12893, which, just like all the actions prompted by the Shadow Government, is ALSO a little known fact.

You can find a comprehensive list of America's taxpayer financed roads being sold to the highest bidder via Public Private Partnerships (PPP). Take note that the word 'partnerships' is a euphemistic term which really means the fascist blending of private (corporate) and public (government) in 'partnerships' to the everlasting detriment of America's security and sovereignty, not to mention the violation of our Constitution and laws.

There are even seminars provided to teach state and local government officials how to go about selling our taxpayer financed infrastructures' to foreign private investment groups. There will be a "North American Private Partnerships Intensive Seminar, . . . held at the Hyatt Regency in Miami, March 19 to 21 [2007]. The cost will be $3,500 [probably paid by taxpayer dollars] per attendee."

Our country is being sold out from beneath us, often to foreign entities who will control them in times of national emergencies and in violation of the Exon-Florio law and our Constitution. All is being accomplished while many Americans remain uninformed by the media AND those who loudly object are being ignored or silenced by the fascist One World Monopolists, in collusion with the corrupt main stream media, in their drive to conquer America from within.

America's Trucking Industry Will Be Jeopardized

"The Owner-Operator Independent Drivers Association came out this month in opposition to any Mexican truck pilot program. Todd Spencer, the association's executive vice president, said the program would jeopardize safety on U.S. roads and would lead to an influx of cheap Mexican labor . . . [said:] 'A move by the U.S. Department of Transportation to open U.S. roadways to Mexican trucks puts the interest of foreign trade and cheap labor ahead of everything else, including highway safety, homeland security and the well-being of hardworking Americans' . . ."(40)

The Gathering Storm Clouds Are Approaching . . .

"There is a plan no one talks about very much, one that floats over the horizon like an approaching storm at sea. In this business dream, the Pacific ports of the United States will be shifted south to new massive anchorages in Mexico . . . These new ports will be linked by major train and truck arteries -- NAFTA Corridors -- to the cities of the United States and Canada. Mexican trucking companies will be bought (and are being bought up now) by American firms and Mexican truckers will deliver the freight and freely drive all U.S. highways. In this plan, the shipping of the United States leaves [out] union ports and the long haul trucking leaves [out] union drivers."(41)

"An enlarged I-35 will reach north from the sister cities of Laredo/Nuevo Laredo 1,600 miles to Canada via San Antonio, Austin, Dallas/Ft. Worth, Kansas City, the Twin Cities and Duluth and I-69 will originate at the same crossing and streak north to Michigan. Each corridor will be about 1,200 feet wide. Six lanes will be dedicated to cars, four to trucks and in the middle will be rail and utilities. The goods will come from new Mexican ports on the Pacific coast. At the moment, at least five such corridors are on the drawing boards."(41)

In a story called 'The NAFTA Trucker' an investigative reporter by the name of Charles Bowden wrote a story for the November 1999 issue of The Teamster in which he exposed a story about Mexican long haul drivers who are woefully exploited, exhausted by the exorbitant hours they are forced to drive so they use cocaine and amphetamines, etc., all the while driving notoriously poorly maintained vehicles.

In the August 2006 Teamsters magazine, seven years later, he writes that "NOTHING HAS CHANGED" and Mexican truck drivers and their rigs are still grossly 'unsafe at any speed.'

Help Comes From the Courts to Smooth the Way for the NAU

Oh, by the way, did you know that on "June 7, 2004, the U.S. Supreme Court reached a unanimous decision in Department of Transportation v. Public Citizen, ruling that Mexican trucks under NAFTA could enter the U.S. freely, even if the Mexican trucks failed to meet environmental standards as set by state and federal law."(42)

How devastating can those emissions become? "An estimated 63,000 Mexican trucks crossed the border last year[2001], making, 4.3 million crossing, mostly through Texas."(43) Today in 2006 the number of crossings is much higher and the planned NASCO super highway will escalate the traffic exponentially.

Of the road infrastructure already sold in California: "Each major transportation mode already faces serious limitations in capacity, but huge growth is predicted for all kinds of cargo traffic, including the NAFTA trade. According to SCAG, [Southern California Assn. of Governments] two million trucks traveled northbound/southbound across the California/Baja California border in 2003. That was before the Supreme Court okayed Mexican trucks and buses for full U.S. access and before implementation of the recently-approved Central American Free Trade Agreement [CAFTA]."(44)

How rampant is the selling or leasing of roads and bridges?

Furthermore " . . . the Communist Chinese Army now controls the Panama Canal and also controls port terminals in Seattle, Washington, and Long Beach, California . . . America's leaders are willfully and deliberately outsourcing every viable asset we have to foreign countries. Ever since President Bill Clinton and Senate Majority Leader Bob Dole collaborated to ram NAFTA and GATT down our throats, the rush to outsource America's jobs, industries, and even our security has been in full wing (and FTAA is just around the corner)."(46)

A Chilling Message From the Office of the U.S. Attorney General

Didn't you ever wonder why our government is prosecuting border patrol agents for doing their job?

Did you know that the Department of Homeland Security (DHS) rules state: "It is a violation of Border Patrol regulations to go after someone who is fleeing." . . . "The Border Patrol pursuit policy prohibits the pursuit of someone." To repeat: "Agents are not allowed to pursue. In order to exceed the speed limit, you have to get supervisor approval . . . "(47)

One of the two agents said: "How are we supposed to follow the Border Patrol strategy of apprehending terrorists or drug smugglers if we are not supposed to pursue fleeing people? . . . Everybody who's breaking the law flees from us. What are we supposed to do? Do they want us to catch them or not?"(47) Apparently not!

In order to prosecute two border patrol agents, one of whom was up for Border Patrol Agent of the Year, the U.S. Department of Homeland Security Office of Inspector General, investigator Christopher Sanchez sought out the Mexican national whose abandoned van contained 800 pounds of Marijuana and was shot in the buttocks as he fled to another waiting van on the Mexican side of the border. "The smuggler was given full immunity to testify against the agents and complete medical care at William Beaumont Army Medical Center, in El Paso [Texas]."(47)

The agents, Ramos and Compean, face 20 years in prison after being convicted of "assault with serious bodily injury; assault with a deadly weapon; discharge of a firearm in relation to a crime of violence; and civil rights violation . . . The smuggler is now suing the Border Patrol for $5 million for violating his civil rights."(47)

TJ Bonner, president of the National Border Patrol Council, the union representing border agents said the Border Patrol's official pursuit policy handcuffs agents in the field . . . The administration is trying to intimidate front-line agents from doing their job . . . If they can't do it administratively, they'll do it with trumped-up criminal charges."(47)

Andy Ramirez of the nonprofit group "Friends of the Border Patrol' said: "This is the greatest miscarriage of justice I have ever seen . . . [the prosecution] has sent a very loud message to the other Border Patrol agents: If you confront a smuggler, this is what will happen to you."(48)

Why ARE Our Borders STILL Wide Open, Our Laws Unenforced and Massive Amnesty Proffered . . .

In Order To Answer ALL of Those Disturbing Questions . . .

You need to understand that the illegal alien invasion is simply a diversion to keep our focus off the imminent implementation of the North American Union (NAU), the next step towards a One World Order (OWO). The illegal alien invasion is a tool being used to segue America into the North American Union. Just think about the DEFIANT Senate amnesty bill S. 2611 which insanely includes all manner of benefits, rights, privileges, 'a path to citizenship,' major increases in job stealing high tech visas AND a tripling of quotas for LEGAL immigration which is already over a million per year which does not include those seeking asylum.(49)

Why did the Senate do such an insane thing in TOTAL and COMPLETE opposition to 'We the People' and in such abject disregard for the horrendous consequences it will foist upon our nation's future? It is, without doubt . . . "an 'open borders manifesto,' a nation killer."(50)

The answer is as plain as the nose on your face. Many in the Senate AND the House AND the Executive are working in concert to create a North American Union. They are capitalists whose agenda is Communism which makes them classic fascists. They embrace the concept of a world run by a wealthy few, which they apparently believe will be themselves. Their goal is to achieve the few remaining unfulfilled tenets of the Communist Manifesto in order to put an end to America.

How Dishonest and Corrupt IS our Congress?

Did you know that, in 1999 and 2000, presidential candidate and then president-elect Vicente Fox had a foreign relations aide who met with "almost 80 U.S. congressmen and senators during numerous trips and at several events." The aide, Fredo Arias-king, attests that: "With just over 50 of them, my colleagues and I spoke about immigration in some depth, as it is one of the important bilateral topics [for Mexico]."(51)

They found that: "American politicians are overwhelmingly pro-immigration, for a variety of reasons, and they do not always admit this to their constituents. Of those 50 legislators, 45 were unambiguously pro-immigration, even asking us at times to 'send more.' This was true of both Democrats and Republicans."(51)

His conclusions: "If an organizable mass of Americans comes to suspect that mass immigration from Latin America is being used by the political class to undermine their democracy and as a tool to liberate the political elites from the Jeffersonian and Madisonian constraints, then indeed we may witness a reaction-but hopefully not against the immigrants themselves, as they are also objects of elite manipulations in more than one country."(51)

The illegal alien problem is simply the MECHANISM for leveraging what is yet to come. Once the civil unrest and chaos caused by the overwhelming 'human tsunami' of illegal aliens reduces America to complete anarchy, a state of total lawlessness and riots (they can't be race riots because Hispanics are comprised of ALL races) or the bird flu pandemic arrives, or another 'Katrina' occurs, or a 'dirty bomb' is unleashed . . . the federal government will institute martial law. One of those events or some other inventive pretext will then allow the 'Shadow Government' to step forward and VISIBLY take over our country. They will use martial law to install a socialist-Communist-Marxist One World Order (OWO) dictatorial government in plain sight instead of clandestinely as they do now.(52)(53)

NAFTA Morphs Into the SPP and the NAU Plot Emerges

The tri-lateral cabal headed by President Fox, Prime Minister Martin, and President Bush have used NAFTA as a Trojan horse to create the Security and Prosperity Partnership (SPP) which was officially announced on March 23, 2005, in Waco, Texas . The plan was little noticed when it was formally announced. Sadly it is . . . 'a day that will live in infamy!'

NAFTA, a supposed 'trade agreement' that has already cost millions of American jobs and closed many of our manufacturing plants has been deviously used to create the SPP. It was an ignominious day for America and all she stands for when the heads of state from three sovereign countries (Mexico, Canada and America) could simply mutually agree to deviously pervert the NAFTA agreement and create the SPP.(54)(55)(56)

Having made their official announcement, President Bush believed he was then entitled to order the executive branch of our government to do his bidding to create the NAU under cover of the SPP without any oversight by Congress or informing the American public. Ergo, by presidential fiat, Bush has created "an end run around America's sovereignty, eroding it piece by piece" or rather 'department by department' just as announced by CFR member Richard Gardner in his 1974 Foreign Affairs article.

The Early Warning 'Wake up' Call from Mexico:

"Their ideas are being implemented through the signing of 'regulations,' not subject to citizens' review. This vision may initially have been labeled NAFTA Plus, but the name gives a mistaken impression of what is at hand, since there will be no single treaty text, no unique label to facilitate keeping tabs. This explains in part why deeper integration is taking place through a series of regulations and executive decrees that avoid citizen watchdogs and legislative oversight. Activist civil society organizations have to work overtime to keep up."(57)

Bush intends to end U.S. sovereignty in order to create the North American Union. The President is stealthily creating a unified continent wide economic and political entity similar to the European Union. He is following the blueprint laid out in a 2005 report entitled Building a North American Community: Report of an Independent Task Force, by the Council on Foreign Relations (CFR) which was preceded in 2001 by CFR member Dr. Robert Pastor's book titled: Toward a North American Community: Lessons from the Old World for the New and several iterations in between.

The Pastor book and many other similar earlier CFR reports reveals the nexus to Bush and explains the administration's DELIBERATE unenforcement of our immigration laws and DHS' insane policies such as 'catch and release' and others that were used to keep the borders open. Such actions or non-actions and inexplicable policies were purposefully employed to create a de facto elimination of our borders . . . a major prerequisite for the North American Union

Bush has created, engaged and promoted the North American Competitiveness Council. What is their mission and goal? "INCREASING PRIVATE SECTOR ENGAGEMENT in the SPP by adding high-level BUSINESS INPUT will ASSIST GOVERNMENTS in enhancing North America's competitive position and ENGAGE THE PRIVATE SECTOR AS PARTNERS IN FINDING SOLUTIONS. The Council will:

• Consider issues that could be addressed trilaterally or bilaterally, as improvements in our bilateral relationships enhance North American competitiveness.
• Address issues of immediate importance and provide strategic medium and long-term advice.
• Provide input on the compatibility of our security and prosperity agendas, given the linkages between security and prosperity in a global marketplace.
• Offer ideas on the private sector's role in promoting North American competitiveness."(59)

Wealthy corporate globalists, such as the Rockefellers, are working in concert with many in positions of power in our courts, military, and government who are members of the CFR, the Trilateral Commission, and attend the Bilderberg conferences. Their overarching desire is to create world political dominion controlled by corporate monopolies. Their goals are rooted in the ideologies of socialism, Communism, and Marxism. Collectively, they working diligently and secretly to create a FASCIST One World Order.

What the Elite Globlists Seek . . .

The 'new kid on the block' Prime Minister Harper of Canada stated: "We committed to further engage the private sector. We've agreed to set up a North American Competitiveness Council, made up of business leaders from all three countries, to advise us on ways to improve the competitiveness of our economies. They will meet with our ministers, identify priorities, and make sure we follow up and implement them."(63)

President Fox chimed in with: "We have come to an end in this productive meeting, as you well know, with bilateral meetings yesterday, and today a trilateral meeting, a very productive one, followed by an enlarged meeting, trilateral-wise, with the attendance of the entrepreneurial community, business and investment of our three countries."(63)

Three globalist elites and their coterie of wealthy puppet masters, governmental conspirators and CFR accomplices have collectively . . . piece by piece, made bi-lateral and tri-lateral agreements that have essentially eliminated our sovereignty without our consent. What they are putting into place has NO congressional approval or oversight, let alone approval from 'We the People.'

They are doing it through the State Department which is headed by Rice (CFR) and filled with CFR members. Other governmental departments that are involved include Rumsfeld, former Secretary of Defense (Trilateral Commission and former CFR member). Chao (CFR) Secretary of Labor, Paulson, (CFR) the new Secretary of Treasury (former Chairman and CEO of Goldman Sachs), and the new CIA chief Hayden (CFR). Essentially ALL the departments of the federal government's executive branch are involved in the destruction of our Constitution, Bill of Rights, laws and sovereignty. The 'Shadow Government' is an EYELASH away from taking over!

Their Plan to Kill America by Stealth . . .

Arrogantly . . . without submission to Congress for discussion and debate, or providing any ongoing major media exposure, President Bush issued executive orders to create 'working groups,' in most, if not all of the Departments of the Executive Branch under the direction and management of the Department of Commerce.

Instead they posted on the spp.gov website: "Following the March 23, 2005, launch of the SPP, each nation established Security and Prosperity working groups to fulfill the vision of the North American Heads of State. The working groups will consult with stakeholders; set specific, measurable, and achievable goals and implementation dates; and identify concrete steps the governments can take to achieve these goals. An initial report is due to Heads of Government on June 23 with semi-annual progress reports thereafter."(64)

Just how will they do their 'end run around our sovereignty', eliminate the protection of our Constitution which George Bush calls "nothing but a goddamned piece of paper" and erode our Bill of Rights and freedoms? Exactly as CFR author Richard N. Gardner said they would . . . 'from the bottom up . . . piece by piece'.

Their methodology for accomplishing their goals include CFR 'task force' prescribed agendas and initiatives that will be actively pursued by 'working groups' inside the executive branch of our government. "Nearly every work plan is characterized by action steps described variously as 'our three countries signed a Framework of Common Principles' . . . or 'we have signed a Memorandum of Understanding . . . or 'we have signed a declaration of intent' . . . etc. Once again, none of the 30 or so working agendas makes any mention of submitting decisions to the U.S. Congress for review and approval. No new U.S. laws are contemplated for the Bush administration to submit to Congress. Instead, the plan is obviously to knit together the North American Union completely under the radar, through a process of regulations and directives issued by various U.S. government agencies."(65)

Creating Stealth 'Working Groups' in the Dept. of Commerce . . .

• Manufactured Goods & Sectoral and Regional Competitiveness Working Group to ensure compatibility of regulations and standards and eliminating redundant testing and certification requirements. Explore new approaches to enhance the competitiveness of North American industries by promoting greater cooperation in sectors such as autos, steel, and other sectors identified through consultations.

   

• E-Commerce & ICT Working Group . . . agree on mutual recognition of technical requirements for telecommunications equipment, tests and certification; adopt a framework of common principles for e-commerce).

   

• Energy Working Group . . . facilitating investment in energy infrastructure, . . . enhancing cooperation to identify and utilize best practices, streamline and update regulations.

   

• Transportation Working Group . . . expanding market access, facilitating multimodal corridors, reducing congestion, and alleviating bottlenecks at the border that inhibit growth . . . initiate an Aviation Safety Agreement process, pursue smart border information technology initiatives, ensure compatibility of regulations and standards in areas such as statistics, motor carrier and rail safety, and working with responsible jurisdictions, develop mechanisms for enhanced road infrastructure planning, including an inventory of border transportation infrastructure in major corridors and public-private financing instruments for border projects).

   

• Food & Agriculture Working Group . . . enhanced laboratory coordination and information sharing; and increasing cooperation in the development of regulatory policy related to the agricultural biotechnology sectors in Canada, Mexico and the United States, through the work of the North American Biotechnology Initiative (NABI).

   

• Environment Working Group . . .Develop complementary strategies for oceans' stewardship by emphasizing an ecosystem approach, coordinating and integrating existing marine managed areas, and improving fisheries management.

   

• Financial Services Working Group . . . further collaboration on training programs for bank, insurance and securities regulators and supervisors.

   

• Business Facilitation Working Group . . . facilitate further the movement of business persons within North America

   

• Movement of Goods Working Group . . . procedures to allow speedy implementation of rules of origin modifications. Increase competitiveness by exploring additional supply chain options, such as by rationalizing minor differences in external tariffs, consistent with multilateral negotiation strategies.

   

• Health . . . cooperative efforts under the International Conference on Harmonization of Technical Requirements for Registration of Pharmaceuticals for Human Use, work towards the identification and adoption of best practices relating to the registration of medicinal products.(64)

A phone call to the 'Office of Public Affairs' for the Dept. of Commerce found that the Security and Prosperity Partnership (SPP) is being called a 'project.' That was the response to a query as to why the department's organizational list did not include a section called 'Security and Prosperity Partnership.' Now . . . why do you suppose they do not have it listed as a component of the Dept. of Commerce? Why the 'low key' innocuous identification of a major emphasis towards a North American Union called just a 'project'? Could it be more acts of stealth?(66)

An interesting fact is that Carlos Gutierrez, the Secretary of Commerce, was born in Havana, Cuba and educated in Mexico.(67)

Public-Private Partnerships = Government-Business Partnerships

BUSINESS OWNERS with vested economic interests are gleefully gaining direct access to the GOVERNMENT who is facilitating their interests. Under the aegis of the SPP, businesses are gaining entrée and accommodations directly from government departments in the executive branch without intercession and oversight by congress in order to protect 'We the People' from a government by plutocracy.

According to Patrick Kilbride, executive director of the Council of the Americas' North American Business Committee "in partnership with United Parcel Service (UPS), will provide [on January 10-11, 2006] North American business leaders and government officials an opportunity for dialogue on the development and implementation of the SPP . . . More than 40 private sector participants from companies including Ford Motor Company, Tyco, Exxon Mobil and Grupo IMSA are expected to join government officials from the U.S. departments of State and Commerce, Mexico's Secretariat of Foreign Relations and Canada's Ministry of Industry at the forum in Louisville, Kentucky . . ."(69)

Kilbride said: 'We see the SPP as a remarkable initiative by the North American governments and we want to ensure it gets the full support from the private sector that it deserves,' . . . We see this as an opportunity to bring key 'stakeholders' together in a collegial and collaborative environment to advance our mutual goals in trade and security . . . Kilbride . . . hopes the SPP forum will lay a foundation for future public-private sector collaboration."(69)

Dwindling American Auto Manufacturers Jump Onboard the SPP Band Wagon . . .

"As part of the SPP process, the North American automotive industry, represented by all major manufacturers and their suppliers from the United States, Canada and Mexico, recently established the Automotive Partnership Council of North America (APCNA), and identified an initial list of priority action items."(70)

"The automotive industry is the single largest manufacturing sector in North America and represents the largest component of trade between Canada, the United States and Mexico. The success and competitiveness of the North American automotive industry stems in large part from the regional integration of the industry."(70)

"The associations and companies involved in the APCNA are eager to work together as an industry in cooperation with our partners in government to strengthen the regional competitiveness and prosperity of our industry across North America."(70)

Translated . . . regional integration means that more American automobile factories will move to Mexico, and now that CAFTA is signed, to other Latin American countries for even cheaper labor and little or no environmental or labor laws to hinder them. The plutocracy marches on under the SPP-NAFTA flag.

Reuters reported that Ford Motor Co. is slashing 30,000 jobs and closing 14 plants in the United States and is preparing to invest up to $9.2 billion in Mexico from 2006 to 2012 and create up to 150,000 jobs as detailed in a confidential, 28-page document turned over to the Oakland Press in Detroit, by a Ford employee.

According to the document: "The Way Forward - Mexico (offers an) opportunity to further leverage Ford of Mexico cost advantage and location to reduce corporate fixed costs . . . We will leverage our global scale like never before and Mexico is a key partner as we're targeting lower fixed costs, better quality and speed to deliver our Way Forward plans . . . "(71)

Could It Be Just A Coincidence That . . .

The creation of the Security and Prosperity Partnership (SPP) is EXACTLY what was planned by the Council on Foreign Relations (CFR) as noted in their 47 page FINAL Report, dated May 2005. The report was published just three months after the WACO, Texas meeting between the three heads of state. How were they able to so quickly issue a FINAL report when the concept had just been officially announced? The answer is that there were many preceding 'blueprints' by the CFR detailing 'how to' create the NAU by using NAFTA 'on steroids' as the basis for the SPP. In particular, the CFR's Dr. Robert A. Pastor 'shopped' the concept around in books, monographs, speeches before the Trilateral Commission, and by providing 'expert' testimony before Canada's Parliament and the US Congress.(72)

For YEARS the CFR's had been calling for the erasure of our borders. Dr. Pastor, a CFR task force Vice-Chair, has been trumpeting the concept, just about everywhere it mattered, working hard to achieve the CFR's stated goals. All the while 'We the People' were 'left out of the loop' until Lou Dobbs exposed the CFR's plans. Watch this video of Pastor's testimony before Congress where he announced that our borders are to be eliminated by 2010 and see Lou Dobbs' reaction.(73)

The CFR and hundreds its of members have infiltrated our government at all levels . . . the legislative, the executive, the courts, and the military. They are the driving force and facilitators behind the CFR's publicly stated position that says the following: "An annual summit of North American leaders would do more to carry out our [CFR's] overall goal of creating a North American Community than virtually any of the report's other recommendations. As we have seen with the annual Group of Seven/Eight (G-7/8) and Asia-Pacific Economic Cooperation (APEC) summits, regular meetings of leaders not only help promote a sense of community and shared objectives, but channel the various bureaucracies each year to work on those common objectives."(72)

"Whether on matters of security, education, or economic integration and development, annual summits will drive a process that will hasten the goals that we outline in our report. More to the point, an annual summit can be announced and implemented right away, giving tangible impetus to the good beginning made at the March 2005 summit and to the goals we promote here."(72) Get the picture?

The CFR had reason to rejoice because: "At their meeting in Waco, Texas, at the end of March 2005, U.S. President George W. Bush, Mexican President Vicente Fox, and Canadian Prime Minister Paul Martin committed their governments to a path of cooperation and joint action. We welcome this important development and offer this report to add urgency and specific recommendations to strengthen their efforts."(72)

Although there are those who would deny there is ANY connection between the CFR and the North American Union, they are simply in severe denial, dupes or part of the cabal and working to cover up the truth.

The CFR's Dr. Robert Pastor Envisions the Future of the NAU . . .

You will need to re-read the following several times to grasp the enormity of what Pastor and the CFR has proposed for America. It will TAKE YOUR BREATH AWAY!

"Pastor told the Trilateral Commission in 2002 that the North American Union needed to implement a series of political proposals which would have authority over the sovereignty of the United States, Canada and Mexico. Specifically, Pastor called for the creation of North American passports and a North American Customs and Immigrations, which would have authority over U.S. Immigration and Customs Enforcement (ICE) within the Department of Homeland Security. A North American Parliamentary Group would oversee the U.S. Congress. A Permanent Court on Trade and Investment would resolve disputes within NAFTA, exerting final authority over the judgments of the U.S. Supreme Court. A North American Commission would 'develop an integrated continental plan for transportation and infrastructure'."(74)

Watch this sickening video where a pair of the Trilateral Commission's most famous stalwarts, Dick Cheney and David Rockefeller, pat each other's back. The diabolical duo are at a meeting where they are planning and promoting the final 'nail in America's coffin' called the Free Trade Area of the Americas (FTAA). (75)

Go to SPP.gov and see for yourself. Be sure to put on your propaganda filter before entering the website. Pay attention to how cleverly they clothe their treasonous acts with self-effacing, feel good words like 'prosperity.' Be sure and ask yourself . . . 'prosperity' for WHOM, those Americans whose jobs and manufacturing has already disappeared? Be sure and ask yourself . . . 'security' for WHOM once they erase our borders and eliminate our sovereignty? Be sure and ask yourself . . . 'partnership' with WHOM and by WHOM? Thus far it is a partnership between Fox, Harper and Bush in collusion with businesses and the banking community. NOT with the American people and/or their duly elected legislative representatives.

Americans need to become suspicious about what's going on right under their own noses and in their own back yard. You need to get out from behind the television and WORK to ferret out for yourself what is happening because the silence from the main stream media is part of the treason

Beware of the 'North American Competitiveness Council' (NACC) it is FASCISM PERSONIFIED!

The NACC will create ever increasing CORPORATE 'private sector' engagement under cover of the SPP by providing high-level business interests with MAJOR access and input into the running of our government and country. The singular purpose of the NACC is to enhance North America's competitive position by engaging those in the private corporate sector as 'partners' in finding solutions. There wil be no 'seat at the table for 'We the People!'(76)

Meeting on June 15, 2006 . . . the "U.S. Commerce Secretary Carlos Gutierrez, Mexican Economy Minister Sergio Garcia de Alba and Canadian Minister of Industry Maxime Bernier . . . met with North American business leaders to officially launch the North American Competitiveness Council (NACC). In March of 2006 Bush, Harper, and Fox, announced the creation of the NACC as a priority to their commitment to the Security and Prosperity Partnership of North America (SPP). "The SPP is built on the North American Free Trade Agreement between the United States, Canada and Mexico (NAFTA) which entered into force on January 1, 1994."(77)

At the meeting Commerce Secretary Carlos Gutierrez stated that: "Today is a continuation of President Bush's strong commitment to our North American partners to focus on North America's security and prosperity . . . "The private sector is the driving force behind innovation and growth, and the private sector's involvement in the SPP is key to enhancing North America's competitive position in global markets."(77)

"The NACC is made up of high level business leaders from each country. Each country's council consists of ten members who will meet annually with the SPP Prosperity and Security Ministers to provide recommendations and priorities on promoting North American competitiveness globally. In addition, the governments of North America will work with the NACC to remove barriers in order to increase the competitiveness of North American firms in the global marketplace and spur economic growth."(77)

At that same June meeting . . . "the SPP Prosperity Ministers, Secretary Gutierrez, Secretary Garcia de Alba and Minister Bernier, met to take stock of progress on the Prosperity component of the SPP. The SPP Security Ministers, Homeland Security Secretary Michael Chertoff, Canadian Minister of Public Safety Stockwell Day and Mexican Secretary of Interior Carlos Abascal, are also taking stock of progress on the Security component with a view to releasing a report in July. The Security and Prosperity Ministers will hold a meeting with the NACC in early fall 2006 to discuss their priorities. They will also discuss updates to the work plans and consider new initiatives."(77)

As you review the documents from their official websites such as the Whitehouse.gov, SPP.gov, State.gov, or Canada.USembassy. gov you will notice that they NEVER mention WHO the 'high level business leaders' are or what industry, commerce or banks they represent. So in reality the information that they offer is just so much propaganda for the 'mushrooms' (i.e., 'We the People') whom they have deliberately keep in the dark and fed you know what.

You will NEVER see any reporting in the media because it is tightly controlled by a very few who are treasonously working in concert with the CFR and its agents and sympathizers of the 'Shadow Government.' What You Can Do To Fight Back . . .

The solution . . . get involved locally and take back our government the same way they took it from us . . . little by little from the ground up. There is not a person among us who doesn't know about a local issue that is totally schizophrenic and contrary to all that we believe reflects our ideals and beliefs about America. Run for local office, get on school boards, zoning boards, planning boards, sign up for dog catcher if you have to in order to become an insider and part of the 'power structure' that is running our country in ways we consider detrimental. At least you will know what is going on and can inform others and rally against those who are out of control.

Get yourself a computer and learn how to 'surf' the internet. It is easy to learn and do. If my 80-year-old neighbor can do it . . . you can too. Do it because it is the last bastion of uncontrolled information left to you and it won't last too much longer because they are working and creating legislation to control the internet. One such law is called 'net neutrality!' Sounds innocent, doesn't it? It's just their way of conning you with their propaganda.

A computer is literally a 'window on the world' and best of all is that it is not totally and completely controlled by the media mafia that has a complete stranglehold on EVERYTHING you see, hear and read. Even when one DOES inquire into what's going on, we find Geri Word, head of the SPP office, who says their work has not been disclosed because: "We did not want to get the contact people of the working groups distracted by calls from the public."(82) Uh . . . that's US! . . . 'We the People' not to mention the U.S. Congress. What arrogance! Be advised that you will find such arrogance to be a 'trademark' of the traitorous cabal.

Ms. Word also suggested "that the work products of the working groups was described on the SPP website, so publishing the actual documents did not seem required."(82)

On the whitehouse.gov website you will find two reports: "The SPP of North America: Progress" and "Next Steps".(83)(59)

See if you think Tony Snow the 'Whitehouse Spokesperson' lied through his teeth when he was asked Will the president categorically deny any interest in building a European Union-type superstate in North America?" He answered: Of course, no. We're not interested. There is not going to be an EU in the US."(84)

In his 2001 book, Dr. Robert A. Pastor, the 'Pied Piper' of the North American Union, called for a currency that will replace the Canadian and American dollars and the Mexican Peso. NAU Corridor Propaganda: Fears of Canada-Mexico superhighway driving U.S. critics loco

(COMMENT: -Keep this in Mind people....This is a fairly standard North American Union propaganda piece. It begins ostensibly as an attack on critics of the so-called Security & Prosperity Partnership (SPP) of North America and trans-continental highway projects and labels as cooks those who are concerned about a NAFTA Highway "urban myth" and then spends the majority of the article describing the myriad of projects already underway that mirror the nefarious superhighway project. The author has built this article around an illusory semantic argument that simply does not hold up. It doesn't matter what you call it - there is an effort to create cross-national transportation corridors. Nor does it matter if a giant 10 lane highway is constructed or if existing infrastructure is modified for the purpose of creating an international trade corridor as the author seems to contend. These corridors will require an international, North American governing body to oversee their construction/modification and regulate their use. This body will then be well-poised to become a North American Union governing body. It doesn't matter its labeled the NAFTA Superhighway or the body is the SPP or named something other equally innocuous sounding, the result will be the same: An economic union that will supersede the individual participating nations. We have seen this before in the gradual development of the E.U. and one would have to be blind not to see the same sort of tactics being used on this continent (US).

OTTAWA - by Don Butler...... Are North American governments secretly conspiring to build a "NAFTA superhighway," four football fields wide, from Mexico to Canada, to bypass regulatory controls and whisk goods swiftly to market? If you believe some right-wing websites in the United States, it's all but a fait accompli. They insist a gargantuan project is in the works that will carve a 365-metre-wide swath through the continent's heart, with 10 traffic lanes, rail lines for freight and passenger trains, fibre-optic cable lines and pipelines carrying oil, gas and water. Conservative commentators Pat Buchanan and Phyllis Schlafly, and websites such as WorldNetDaily, link the supposed superhighway to the Security and Prosperity Partnership (SPP), a series of agreements being negotiated among the United States, Canada and Mexico. They fear the SPP will lead to a North American union similar to the European Union, with a resulting loss of American sovereignty. If you've never heard of the NAFTA superhighway, it may be because no such plan actually exists. The whole idea, one American official recently told a congressional committee, is an "urban myth." But some remain unconvinced, in part because the largely secretive SPP process has created an information void that provides oxygen for conspiracy theorists. Most SPP work is being done by 19 working groups that meet behind closed doors. The project only surfaces publicly when politicians from the three countries gather for periodic updates, like Friday's SPP ministerial meetings in Ottawa. So far, anxiety about the purported NAFTA superhighway has been confined to the United States. Activists in Canada, by and large, don't quite know what to make of it, though the Sierra Club has expressed concern that NAFTA super-corridors could be used to pipe Canadian water to American markets. Even the Council of Canadians, never shy about expressing alarm about anything that furthers "deep integration" with the U.S., declined comment. "We're trying to figure out what's going on, like everyone else," says spokesman Stewart Trew. In the U.S, though, the furor over the NAFTA superhighway is so intense that the American government's Security and Prosperity Partnership website has posted a denial under the heading, "SPP Myths vs. Facts." Those who swear that a NAFTA superhighway is in the works cite two main pieces of evidence. One is the Trans-Texas Corridor, a proposed statewide network of transportation routes, each of which could include six automobile lanes, four truck lanes, freight and commuter rail lines, and infrastructure for utilities. It would take up to 50 years to fully build. The other is the existence of North America's SuperCorridor Coalition (NASCO), a non-profit organization whose mission is to develop "the world's first international, integrated and secure multi-modal transportation system." NASCO, whose members include companies and governments in the United States, Mexico and Canada - including the city of Winnipeg and the province of Manitoba - promotes and lobbies for what's known as the "international mid-continent trade and transportation corridor." It says the corridor connects 71 million people and supports $1 trillion US in total commerce between the three nations. The 4,000-kilometre corridor runs from the Pacific port cities of Lazaro Cardenas and Manzanillo in Mexico to Manitoba, with a major offshoot to the Ambassador Bridge border crossing between Detroit and Windsor. In the U.S., the corridor tracks interstate highways 35, 29 and 94. As it happens, the first leg of the proposed Trans-Texas Corridor would run parallel to Interstate 35, leading critics to allege that the massive Texas project is a prototype for the coming NAFTA superhighway. Allegations like that exasperate Tiffany Melvin, NASCO's executive director. The Texas plan, which NASCO supports, is a response to growing highway congestion in that state, she says. "There's no plan - I cannot emphasize this enough - to extend this to other states," Melvin insists. She blames any misperception on fear-mongering by people who have strung together local highway projects to "make it appear to be some evil plot that has been kept secret from the public." If there's any such secret plan, it's news to Andy Horosko, Manitoba's deputy minister of transportation and a member of NASCO's board. "When we talk about the super-corridor, we're basically talking about how do we make best efforts in terms of the existing infrastructure," he says. "We're not part of any super-plan that's going to have this four-football-field-wide corridor with no regulatory controls on it." Nor is NASCO linked to the Security and Prosperity Partnership, says Horosko, though one of the SPP's key transportation milestones is to establish "an intermodal corridor work plan" and test it in a pilot project. "We certainly are aware of what they're doing," says Horosko. "Any time we see something that we think lines up well with SPP, we certainly try to make sure that the federal government is aware of what we're doing and can bring it to the SPP table." But even assuming there's no secret plan to pave over a chunk of mid-America, recognition of the importance of trade and transportation corridors in expediting the movement of foreign and domestic goods is growing. Stephen Blank, a business professor at Pace University in New York, says the mid-continent corridor is well positioned to become North America's main trade conduit, in part because its roads and rail lines already exist. That doesn't mean upgrades aren't required, adds Blank. "Everywhere along our North American infrastructure system there's tremendous need now for maintenance, which has fallen way behind, and also for thinking about what we're going to build next. And none of that is realistically being done." The mid-continent corridor is more of an entrepreneurial concept than a physical plan, Blank says. He credits NASCO for "driving the concept of north-south trade. For the first time, I think entrepreneurs have begun to realize there's business to be done up and down the corridor." Yet the mid-continent corridor faces competition from other regions that are promoting their own trade and transportation corridors. One is the Canamex Corridor Coalition, a joint project of Arizona, Nevada, Idaho, Utah and Montana, which is pushing a trade and transportation corridor from Mexico to Calgary. Little of the needed infrastructure now exists, though. As well, the Atlantic Institute for Market Studies is championing a corridor called Atlantica, spanning the Maritime provinces, Newfoundland, southern Quebec and several New England states. Supporters envisage the port of Halifax as Atlantica's gateway. From there, super-sized "train trucks" would haul Asian goods to the U.S. midwest. A parallel energy corridor would ship offshore oil and gas to American markets. But none of these competitors are as far advanced as the mid-continent corridor, which NASCO has been promoting since its formation in 1994. "This is really a success story," asserts Blank, who says the mid-continent corridor offers "one of the first examples of a sense of collaboration north-south among urban centres." Manitoba has been using NASCO to forge closer links along the corridor, all in the name of opening doors for business, says Horosko. "We've benefited a whole lot just from putting Manitoba on the map," he says. "We are certainly known along the corridor. We've got contacts in Mexico as a result of this participation."

A sampling of the subjects include: food safety; nutrition; drugs; biologics; medical devices; compliance enforcement; combating health fraud; veterinary products; pesticide use; plant pest and disease issues; meat, poultry and processed egg products; food packaging and labeling standards; food additives and contaminants; fish and seafood products; as well as dairy, fruits, vegetables and processed foods – just to name a few.

  The deliverables and timetables for the SPP trilateral task force include specific processes, reports and the establishment of laboratory working groups, dating from June 2005 through March 2007.

  “These documents show the complexity and intricate nature of the Security and Prosperity Partnership,” said Judicial Watch President Tom Fitton. “Judicial Watch seeks transparency and openness in the Partnership so that Americans can come to informed conclusions about the activities of their government and its bureaucracies.”

  Previously, Judicial Watch released documents obtained under FOIA from the International Trade Administration of the U.S. Department of Commerce concerning the “Security and Prosperity Partnership of North America.” The Commerce Department also provided substantial documentation concerning the North American Competitiveness Council, which consists of 30 members, 10 each from the United States, Mexico and Canada.

  On March 23, 2005, heads of government Vincente Fox, George W. Bush, and Paul Martin launched the North American partnership at a meeting in Waco, Texas, with the expressed goal of “a safer, more prosperous North America.” Critics, however, maintain the partnership may ultimately undermine U.S. sovereignty by establishing a “North American Union,” with open borders and a common currency.
