With the release of a U.S. Congressional report that found only a small fraction of the border with Canada was being adequately monitored, there is now more focus being placed on the northern border. As a result of increased scrutiny, there are efforts to militarize and expand surveillance on the Canada-U.S. border. The new found attention is also attributed to a proposed trade and security perimeter agreement between the two countries which promotes a shared approach to border management.



A report released by the Government Accountability Office (GAO) in February of this year, found that a substantial portion of the northern border lacked any effective monitoring and surveillance. It concluded that only 32 of the 4,000-mile border was under operational control. The findings were largely based on failures to better coordinate border cooperation and information sharing among the various agencies. A Press Release by the Senate Committee on Homeland Security stated that according to the study, “the risk of terrorist activity across the northern border is higher than across the southern border because there are active Islamist extremist groups in Canada that are not in Mexico, it is easier to cross the northern border because it is twice as long as the southern border, and DHS has a fraction of the law enforcement officers and surveillance assets on the northern border than it has in the south.” It went on to say, “The border with Canada is also dotted with large population centers and criss-crossed by numerous highways and roads, making it harder to detect illegal activities amid the large volume of legitimate trade and travel between Canada and the U.S. that is so important to both countries.”

There are many who would argue that not enough is being done to secure the southern border and with drug violence in Mexico showing no signs of letting up, somehow we are to believe that the northern border is now more dangerous. This appears to be another attempt to portray Canada as a terrorist haven. Despite what one might think really happened on 9/11, some have perpetuated the myth that the terrorists entered the U.S. from Canada reinforcing the belief that the northern border is not secure enough. It is interesting to note that the GAO report was made public just days before U.S. President Barack Obama and Canadian Prime Minister Stephen Harper issued the declaration, Beyond the Border: A Shared Vision for Perimeter Security and Economic Competitiveness. The agreement will work towards establishing a North American security perimeter and will focus on easing travel and trade, increasing information sharing, as well as further integrating cross-border law enforcement operations.

Following the GAO report which identified security vulnerabilities along the northern border, a group of U.S. Senators from states that border Canada issued a letter to U.S. Defense Secretary Robert Gates and Department of Homeland Security (DHS) Secretary Janet Napolitano. The Senators were urging the two federal agencies, “to further cooperate in combating the increased rate of drug smuggling across our northern border by deploying any and all available military radar technology to uncover and combat the smuggling of drugs by low-flying aircraft.” They pointed to Operation Outlook, a bi-national, multi-agency pilot project employed in the Spokane Sector from 2005 to 2008, which used military radar equipment. The initiative, “identified air-related smuggling trends and patterns and organizations active in cross border criminal activities.” Senator Charles Schumer (D-NY) who signed the letter, later announced that Secretary Napolitano had agreed to deploy radar technology across the northern border as quickly as possible.

During testimony on March 9, 2011, before a Senate Committee, DHS Secretary Janet Napolitano addressed security improvements made along the Canada-U.S. border. This included more border patrol agents and infrastructure enhancements. In addition, she explained, “we have continued to deploy technology along the Northern border, including thermal camera systems, Mobile Surveillance Systems, and Remote Video Surveillance Systems. We also successfully completed the first long-range CBP Predator-B unmanned aircraft patrol.” In February of 2009, the U.S. Customs and Border Protection (CBP) began using unmanned aerial vehicles (UAVs) on the northern border and expanded the program in January of this year. The drones are equipped with infrared sensors and cameras that gather information. They are being used on surveillance missions to support counter-narcotics, counter-terrorism and border security operations. While U.S. drones have also been deployed on the southern border, it recently came to light that in some cases they have been flying over Mexico as part of deepening security cooperation between the two countries.

The Operational Integration Center (OIC) on Selfridge Air National Guard Base in Michigan, officially opened on March 24, 2011. The facility, “will provide a centralized location for CBP, along with federal, state, local and international partners, to gather, analyze and disseminate operational and strategic data in the Great Lakes region of the Northern border.” The intelligence gathering center features a high-tech control room where video from cameras and surveillance stations can be monitored, as well as live feeds from helicopters and UAVs. Among the various U.S. agencies, it will also include the participation of the RCMP who will pass on any pertinent information to Canada Border Services and the Ontario Provincial Police. The new center is intended to, “bring about an increased unity of effort among participating agencies and help maximize resource utilization. The OIC will also draw support from field assets, intelligence resources, and a variety of technologies.” This could be the first of many such facilities which will expand surveillance capabilities and further militarize the northern border.

While there are many questions surrounding the proposed Canada-U.S. trade and security perimeter agreement, the overall objectives are to secure the external and internal borders of both countries. The plan is a continuation and expansion of the Security and Prosperity Partnership agenda. In a Fortress North America, the U.S. seeks to push out its security perimeter whereby the northern border would act as another layer of security. It would be open to trade, as well as trusted travellers and labour mobility. The move towards a North American security perimeter is nothing more than a pretext for U.S. control over the continent.

Unifying the once sovereign nations of North America under treaty law continues to move forward by stealth. And many Canadians are sitting uneasy about the secrecy.

Members of Canada’s CTV express concern in the following clip about a draft agreement for ‘integrated perimeter security’ between the U.S. & Canada that Canadian officials have refused to release. As one of CTV’s panel members points out, it seems the Canadian government has “put the cart before the horse,” intent on ‘first signing the deal, then discussing it.’ Another panelist quips he has a copy of the agreement that “doesn’t exist,” refusing to show it to viewers because officials were keeping it under wraps.

While some of the CTV panelists were not against the agreement, The plan was termed a ‘mini-NAFTA’ that could undermine sovereignty through its integration scheme. “Perimeter agreement could mean goodbye to the 49th parallel,” as one journalist put it, emphasizing that the plan utilized the word “integrate.” Panelist Robert Fife lauded one of the agreement’s worst proposals: utilizing biometric data like iris scans at airport and border checkpoints.

The draft, available to Fife but not the public, draws directly from the CFR’s recommendation for a North American Border Pass. If the CFR’s vision is fulfilled, crossing the border would require security clearance for a ‘smart card’ that would include the mandatory submission of biometric identifiers and a fee. The CFR’s own document states that: “Only those who voluntarily seek, receive, and pay the costs for a security clearance would obtain a Border Pass.” Put into action, such a plan would go beyond ‘trusted traveler’ measures and heavily restrict international travel.


According to The Globe and Mail, “The federal government wants members of the public to impart their “shared vision” for the security of the Canada-U.S. perimeter but note all website for the public to view have been removed off the internet– also note: it just doesn’t want to explain what that means.”

CTV interviewed Canada’s foreign minister Lawrence Cannon in recent weeks, who was reluctant to “speculate” on the non-yet-public North American perimeter security deal. Cannon instead told viewers to “breath easily” until such an agreement is signed, urging viewers to ‘keep worrying about the economy’ instead.

Whatever the official reasons for secrecy, the strategy is in keeping with leaked documents obtained in the U.S. from a Judicial Watch FOIA lawsuit, that reveals plans to achieve North American integration “by stealth.” The concept for the North American “perimeter security” comes directly from plans formulated at the 2005 Security and Prosperity Partnership Summit and written about in Council on Foreign Relations documents:

The Task Force offers a detailed and ambitious set of proposals that build on the recommendations adopted by the three governments at the Texas summit of March 2005. The Task Force’s central recommendation is establishment by 2010 of a North American economic and security community, the boundaries of which would be defined by a common external tariff and an outer security perimeter.

The Canadian equivalent of FOIA has refused altogether to release documents about the agreement:

In a letter written March 4, Public Safety officials said: “The records pertaining to your request have been entirely withheld.” The department said the information could be injurious to international affairs, that it contained information developed for a government institution or minister, that it would provide an account of a government consultation, and that it is a matter of cabinet confidence.

This secrecy makes sense from the perspective that the CFR warned in Dec. 2010 that a 2011 push for U.S.-Canadian perimeter security would pose challenges: “While the initiative as outlined makes tremendous sense on both sides of the border, it will face significant opposition in Canada from those who fear that national sovereignty will be sacrificed on the altar of continental security.”

Nearly a decade after the United States and Canada set the early template for cross-border cooperation in the post-9/11 era with the 2001 Smart Border Accords, the two governments finally appear ready to take the next step towards a genuine system of “perimeter security.” The Canadian press is reporting this week that the U.S. and Canada are hoping that President Obama and Canadian Prime Minister Stephen Harper will unveil the new border strategy next month. While the initiative as outlined makes tremendous sense on both sides of the border, it will face significant opposition in Canada from those who fear that national sovereignty will be sacrificed on the altar of continental security, and in the United States from those who favor unilateral approaches to securing the borders. Supporters of intelligence risk management on both sides of the border will have to work hard to spell out the benefits from such an agreement and to overcome the inevitable opposition. The idea behind perimeter security is that the two governments would cooperate intensively to keep potentially dangerous goods and travelers from entering North America. In turn, greater security from overseas threats would permit streamlining of the northern border inspection regime, which has raised costs for business and discouraged travelers from crossing the U.S.-Canada border. With both the U.S. and Canadian economies growing anemically and facing high unemployment, improving the cross-border business and travel environment has never been more urgent economically.

I. Principles

We intend to work together in cooperation and partnership to develop, implement, manage, and monitor security initiatives, standards, and practices to fulfill our vision. We recognize that our efforts should accelerate job creation and economic growth through trade facilitation at our borders and contribute directly to the economic security and well-being of both the United States and Canada.

We intend to strengthen our resilience – our ability to mitigate, respond to, and recover from disruptions. Success depends on readiness at all levels of our governments, within our communities, and among private sector owners and operators of our infrastructure, systems, and networks. We rely on secure communications and transportation networks, including our civil aviation system, and we intend to work together to make them resilient enough to continue operating in the face of a natural disaster or attack.

We expect to use a risk management approach where compatible, interoperable, and – where possible – joint measures and technology should proportionately and effectively address the threats we share. Effective risk management should enable us to accelerate legitimate flows of people and goods into the United States and Canada and across our common border, while enhancing the physical security and economic competitiveness of our countries.

Key Areas of Cooperation

Addressing Threats Early

Collaborating to address threats before they reach our shores, we expect to develop a common understanding of the threat environment through improved intelligence and information sharing, as well as joint threat assessments to support informed risk management decisions.

We intend to develop an integrated strategy that would enable us to meet the threats and hazards that both our nations face, including natural disasters and man-made threats, including terrorism.

We expect to continue strengthening our health security partnership, through existing mechanisms for cooperation on health emergencies, and by further enhancing our collective preparedness and response capacity to a range of health security threats, including influenza pandemics.

We intend to work together to uncover and disrupt threats that endanger the security of both the United States and Canada and to establish those agreements or policies necessary to ensure timely sharing of information for combined efforts to counter the threats. We intend to ensure we have the ability to support one another as we prepare for, withstand, and rapidly recover from disruptions. We intend to make the Agreement Between the Government of the United States of America and the Government of Canada on Emergency Management Cooperation, updated in 2008, a cornerstone of these efforts.

To increase security, counter fraud, and improve efficiency, we intend to work together to establish and verify the identities of travelers and conduct screening at the earliest possible opportunity. We intend to work toward common technical standards for the collection, transmission, and matching of biometrics that enable the sharing of information on travelers in real time. This collaboration should facilitate combined United States and Canadian screening efforts and strengthen methods of threat notification.

In order to promote mobility between our two countries, we expect to work towards an integrated United States-Canada entry-exit system, including work towards the exchange of relevant entry information in the land environment so that documented entry into one country serves to verify exit from the other country.

We intend to cooperate to identify, prevent, and counter violent extremism in our two countries. By working cooperatively on research, sharing best practices, and emphasizing community-based and community-driven efforts, we will have a better understanding of this threat and an increased ability to address it effectively.

We intend to formulate jointly United States-Canada privacy protection principles that should inform and guide our work in relation to facilities, operations, programs, and other initiatives contemplated by this Declaration.

We intend to work together to promote the principles of human rights, privacy, and civil liberties as essential to the rule of law and effective management of our perimeter.

Trade Facilitation, Economic Growth, and Jobs

We intend to pursue creative and effective solutions to manage the flow of traffic between the United States and Canada. We will focus investment in modern infrastructure and technology at our busiest land ports of entry, which are essential to our economic well-being.

We will strive to ensure that our border crossings have the capacity to support the volume of commercial and passenger traffic inherent to economic growth and job creation on both sides of the border.

To enhance our risk management practices, we intend to continue planning together, organizing bi-national port of entry committees to coordinate planning and funding, building, expanding or modernizing shared border management facilities and border infrastructure where appropriate, and using information technology solutions.

We intend to look for opportunities to integrate our efforts and where practicable, to work together to develop joint facilities and programs – within and beyond the United States and Canada – to increase efficiency and effectiveness for both security and trade.

We aim to build on the success of current joint programs by expanding trusted traveler and trader programs, harmonizing existing programs, and automating processes at the land border to increase efficiency.

We will look for ways to reduce the cost of conducting legitimate business across the border by implementing, where practicable, common practices and streamlined procedures for customs processing and regulatory compliance.

We intend to work towards developing an integrated cargo security strategy that ensures compatible screening methods for goods and cargo before they depart foreign ports bound for the United States or Canada, so that once they enter the territory of either we can, together, accelerate subsequent crossings at land ports of entry between our two countries.

We recognize the importance of the U.S.-Canada Framework for the movement of Goods and People across the Border During and Following an Emergency, agreed to in 2009. It underscores the importance of coordinated, cooperative, and timely border management decision making to mitigate the impacts of disruptions on our citizens and economies.

Integrated Cross-border Law Enforcement

We intend to build on existing bilateral law enforcement programs to develop the next generation of integrated cross-border law enforcement operations that leverage cross-designated officers and resources to jointly identify, assess, and interdict persons and organizations involved in transnational crime.

We intend to seek further opportunities to pursue national security and transnational crime investigations together to maximize our ability to tackle the serious security threats that these organizations and individuals present.

We intend to improve the sharing among our law enforcement agencies of relevant information to better identify serious offenders and violent criminals on both sides of the border.

Critical Infrastructure and Cybersecurity

We intend to work together to prevent, respond to, and recover from physical and cyber disruptions of critical infrastructure and to implement a comprehensive cross-border approach to strengthen the resilience of our critical and cyber infrastructure with strong cross-border engagement.

The United States and Canada benefit from shared critical and cyber infrastructure. Our countries intend to strengthen cybersecurity to protect vital government and critical digital infrastructure of national importance, and to make cyberspace safer for all our citizens.

We intend to work together to defend and protect our use of air, land, sea, space, and cyberspace, and enhance the security of our integrated transportation and communications networks.

II. Implementation and Oversight

The United States and Canada intend to establish a Beyond the Border Working Group (BBWG) composed of representatives from the appropriate departments and offices of our respective federal governments.

Responsibility for ensuring inter-agency coordination will rest with the President and the Prime Minister and their respective officials.

We intend for the BBWG to report to their respective Leaders in the coming months, and after a period of consultation, with a joint Plan of Action to realize the goals of this declaration, that would, where appropriate, rely upon existing bilateral border-related groups, for implementation.

The BBWG will report on the implementation of this declaration to Leaders on an annual basis. The mandate of the BBWG will be reviewed after three years.

 

“Since the Beyond the Border declaration was announced, the Canadian government has taken some heat for the bilateral talks being held in secret. In an attempt to try and curb some of the criticism, they launched a new website where the public can share their ideas on the planned security perimeter.” While a general idea of the border security plan is being discussed, it would be hard for Canadians to weigh in with a fully informed opinion when the particulars of the agreement are being withheld. This point has been made by the Council of Canadians and other critics of the plan:

In a recent Action Alert, the Council of Canadians acknowledged, “no one can know for sure what ‘perimeter security’ means until the details, which are being developed behind closed doors, are announced in June. And we are being asked to suggest only improvements (not criticisms) of a plan we haven’t seen.

Moreover, joint action on the border with the United States may not be advisable (aside from secrecy and sovereignty issues), since it has all but admitted it refuses to enforce its own policies on the border. Today FOX News reports that border patrol had been told not to make arrests of illegal immigrants crossing the border:

US Border Patrol officials were ordered to reduce — and at times even stop — arrests of illegal immigrants caught trying to cross the US border, an Arizona sheriff claimed in a report published Friday by FOXNews.com

Whatever the merits of a border perimeter might be (i.e. increased “security” and “prosperity” under a one-world government of, by and for the corporations), there are no plans to release the details until June. Meanwhile, Stephen Harper has dissolved Parliament with the Queen’s approval after a vote of no-confidence for his government; elections are slated for May 2.

Canada and the U.S recently issued a joint threat and risk assessment as part of ongoing efforts to further enhance security on the northern border. This initiative supports a declaration by the leaders which will work towards facilitating the movement of travel and trade between the two countries. The Canadian government has announced that they are seeking online public consultation on the security perimeter arrangement. Meanwhile, the country has been thrust into an election with the defeat of the ruling Conservative party in a non-confidence vote. During the campaign, sovereignty concerns associated with the proposed trade and security deal could become a hot-button issue.

On March 10 of this year, Department of Homeland Security Secretary Janet Napolitano and Canada’s Public Safety Minister Vic Toews unveiled a Joint Border Threat and Risk Assessment. The report focuses on national security, criminal enterprises, migration, agriculture and health threats to the border. A press release described how the joint initiative, “is a part of a shared vision for border security that Secretary Napolitano and Minister Toews outlined during meetings held throughout 2010, and reflects their mutual commitment to working together to safeguard both nations’ vital assets, networks, infrastructure and citizens.” The assessment addresses common threats to the border such as, “terrorism and transnational crime articulated by President Barack Obama and Canadian Prime Minister Stephen Harper in February. Their historic declaration – ‘Beyond the Border: A Shared Vision for Perimeter Security and Economic Competitiveness’ – sets forth how the United States and Canada will manage our shared homeland and economic security.”

The Conservative government has maintained that a security perimeter with the U.S. will not impact on sovereignty, but a poll issued last month suggested that Canadians remain concerned. The Vancouver Sun reported that a survey conducted by Ipsos Reid found that 68% believe Canada, “will compromise too much power over decisions about immigration, privacy and security to get a perimeter security agreement.” The poll also found that 51% of Canadians don’t, “trust Stephen Harper to negotiate a deal that improves border access but doesn’t give up powers that are important to Canada maintaining its own independence.” With respect to transparency, “An overwhelming 91% of Canadians say the negotiations should take place in public so that they can see what is on the table.” There is little doubt that the border deal will mean some sort of tradeoff between sovereignty and security.

Since the Beyond the Border declaration was announced, the Canadian government has taken some heat for the bilateral talks being held in secret. *** (Also note that the US and Canadian government already sign the deal without the public being able to put any imput into these agreements or having any say that would remove both countrys sovereignty rights)

In an attempt to try and curb some of the criticism, they launched a new website where the public can share their ideas on the planned security perimeter. The submission guidelines explain, “From now through to April 21, 2011, you can participate in our online consultation and provide your thoughts on initiatives that would improve security while supporting economic competitiveness, job creation and prosperity.” Apparently, the results will later be published and will help shape an action plan that is expected to be released in the coming months. Much like the infamous Security and Prosperity Partnership of North America, this latest undertaking with the U.S. lacks transparency and thus far, Parliament and Congress have also been excluded from the whole process. While asking for feedback from Canadians is a step in the right direction, the measure falls well short of any national debate on the subject.

NOTE ANYTHING THE PUBLIC WOULD SAY doesn't matter as the agreements were already signed so MP Harper is going along with a American Agenda for the Global elite and their world government.

The new security perimeter deal has yet to be defined, at least publicly. In a recent Action Alert, the Council of Canadians acknowledged, “no one can know for sure what ‘perimeter security’ means until the details, which are being developed behind closed doors, are announced in June. And we are being asked to suggest only improvements (not criticisms) of a plan we haven’t seen. Furthermore, the government is clearly prioritizing the input of business groups, though all Canadian residents will be impacted by deeper security ties with the United States.” NDP MP Brian Masse called the government’s decision to offer only online public input on the proposed North American security perimeter, unacceptable and inadequate. In a letter written to International Trade Minister Peter Van Loan, Masse stated, “It is my hope that you will reconsider this half measure and give Canadians the opportunity to engage the government directly in this process by conducting public consultations across Canada.” With a federal election now set for May 2, Canadians will get a chance to voice their opinions at the ballot box.

Negotiations on a Canada-U.S. trade and security agreement have sparked privacy concerns, along with fears that sovereignty could be sacrificed. During the course of the election campaign, this could become an important issue. While a lot can change over the next month, the Conservatives are currently leading in the polls. If they are able to secure a majority government, this would give them a clear mandate to pursue a continental security perimeter pact. The opposition Liberals have been somewhat critical of the proposed deal, but if they do win the election, it is unlikely that they would make any changes. In Canada, whether it’s the Conservative or Liberal party holding the reigns of power and in the U.S., a Democrat or Republican in the White House, deep North American integration continues unabated.

The US government is on a very destructive path to end their own power and have bankrupt their own country, not only for illegal wars on all fronts based on terrorism, three of them now according to Ron Paul with the new war they the US and the UN have committed themselves to in Libya, while Canada and it citizen’s are being suckered into getting involved in this for the global elites pushing their world agenda’s. Your government and the media expects us to believe placard waving peaceful demonstrators have somehow, in just days, transitioned into tank driving, jet flying rebel forces – just like in Hollywood movie while a parade of politicians and pundits cite the “international community,” the UN, and the “Arab street” as giving them the justification to not only wage illegal war on Libya, but to threaten illegal war against Syria as well, it should be remembered that it was neither the UN nor the “international community” that laid the ground work for this campaign, it was the US government. Another thing when it told to Canadians that we need to protect our boarders from so called terrorists, your government and the US government are going to have to explain the fact that the war in Libya isn’t a legal war. What started out, supposedly, as spontaneous, simultaneous uprisings across the Middle East, has transformed clearly into an aggressive 
Western-backed blitzkrieg of destabilization and regime change. This was a plan that was years in the making, talked about in 2007 by then, presidential hopeful, CFR member, and International Crisis Group trustee Wesley Clark.
 



As hard as our “leadership” tries to act surprised, the current Middle Eastern conflagration has been years in the making. We now know that the protesters from Tunisia to Egypt had been trained by US created and funded CANVAS of Serbia. We have learned that the US State Department openly admits to providing funding to tech firms to assist protesters across the Middle East and Northern Africa to circumvent cyber-security inside target nations. Even now a top ranking NATO Commander has admitted that intelligence has uncovered elements of “al qaeda” amongst Libyan rebel fighters currently receiving tactical military support from US and European led operations inside the country. The same al qaeda that was killing US troops in Iraq.

NATO shouldn’t need to look far for such intelligence, however, given that last week the supreme commander of anti Gaddafi rebels forces in Libya acknowledged that among the ranks of those fighting against the government are islamic militants who have fought and killed US troops in Iraq. Abdel-Hakim al-Hasidi, who made the remarks in an interview with Il Sole 24 Ore, an Italian newspaper, also admitted that he had previously recruited fundamentalists to fight in Iraq, and said that the fighters are “today are on the front lines in Adjabiya”. Those fighters violently oppose the secular regime of Gaddafi and wish to see it destroyed and replaced with sharia law in Libya. Despite these facts and admissions, U.S. Ambassador to the United Nations Susan Rice says the Obama administration has still not ruled out military support for the Libyan rebels.

The “international community” that feckless stooges like Joe Lieberman talk about, or his French equal in impotency, Nicolas Sarkozy’s “new post-UNSC 1973 model of world governance” are concepts not born of these “elected representatives,” but rather the product of the corporate think-tanks that hand them their talking points. It is the corporate-financier oligarchy that constitutes the “international community” and who aspires to rule through “world governance.” Their goal is to eliminate national sovereignty and assert their agenda and the laws & regulations to achieve it homogeneously across all national borders.

To see who Lieberman and Sarkozy are channeling, we look to the Brookings Institute report “Libya’s Test of the New International Order” back in February 2011. In it, it talks about the primacy of international law over national sovereignty and considered it being at stake in Libya. Allowing Libya to defy the “international community,” they worried, could ultimately threaten its “resolve and credibility.”

Another telling Brookings Institute report, “Bifurcating the Middle East,” mentions rallying “the Arab street” to confront defiant states like Libya, Syria, and Iran, all of which are mentioned by name. Nowhere was oil mentioned, nor the tremendous profits defense contractors would surely reap, and while these are primary motivators to garner support for the regional campaign within the corporate combine, they are by no means the primary motivators for the campaign itself. The final goal is world government, the elimination of borders, and a monopolistic corporate-financier cartel that can systematically eliminate all challenges to its hegemony – in other words, the dream of all oligarchs since the beginning of time.

In Syria, resistance to the Western-backed opposition is a similar direct challenge to the corporate-financier oligarchs. Nations like Syria, Iran, Libya, Burma, Belarus, and many others are demonized and systematically isolated and undermined not because they are a threat to the world, but because their independence and refusal to acquiesce is an obstacle before a corporate-financier ruled world government.

We are given childish explanations that prey on the most ignorant and feeble of minds as to why we are fighting in Libya, and why we are threatening war with Syria and Iran. Nowhere in Lieberman or Sarkozy’s ranting statements is talk of who these rebels are; that they’ve been fighting on and off against Qaddafi for nearly three decades with US help, that their opposition is based in London and the United States, and that they have overt ties to Al-Qaeda, with rebel leaders themselves openly admitting their affiliations to the terrorist group. We are now told that recently returning to Libya to lead the rebels is Khalifa Hifter, who has spent the last 20 years in “suburban Virginia,” and has spent his time in America lending support to anti-Qaddafi groups.

After fighting a decade in Afghanistan and Iraq at the cost of nearly 6,000 US lives, supposedly to stop the ubiquitous “Al Qaeda,” an organization the US itself created in the mountains of Afghanistan in the 1980′s to fight the Soviets, we have come full circle, with CIA/Al-Qaeda assets fighting side-by-side in Libya, complete with US air support.

Do regular folks forget that Syria was mentioned as part of George Bush’s “Axis of Evil” and that Obama is merely carrying on a continuous agenda that has transcended administrations up to this very day? Considering the agenda revealed by Wesley Clark in 2007, we see how seamlessly “Obama’s war” against Libya fits in. If we are to believe Obama and Bush are ideological opposites, what other explanation can be given as to why this agenda, scorned by the political left under Bush, has now found a new home in Obama’s administration?

Quite clearly politics in America is but a mere illusion. So to is the “War on Terror,” as the US helps Al-Qaeda sweep westward towards Tripoli. It is all empty rhetoric carrying the agenda of global government forward. Despite losing nearly 6,000 of their brothers in arms, the US military carries on, following orders despite the absolute, overt absurdity of their mission. They are literally providing air support now for the men that helped send their buddies back in pine boxes from Iraq. They do this while the media that lied them into a decade of war now celebrates their enemy, these rebels of Benghazi, as heroes of democracy. Again – we come full circle as the Mujaheddin fighting the Soviets were once “heroes” of the West as well.

None of this makes any sense from the political left or right perspective. None of this makes sense from a West verses “Muslim extremist” perspective. The only perspective from which it makes sense, is if a cartel of corporations has been lying to us all along, saying anything and everything to get us to jump through the appropriate hoops. With their plans becoming bolder, perhaps even desperate, they have begun to mix up their narratives to the extent that they are bombing “Al Qaeda” in Pakistan and giving “Al Qeada” air support in Libya. They are admittedly strafing civilians from the air in Pakistan, but imposing no fly zones on Qaddafi over unverified claims of doing the same.

Indeed, this is not a war of America, the UN, NATO, or the European Union. The feckless politicians that pose as our leadership are merely taking orders from the powers that be – the corporate-financier oligarchs. If we are to frustrate these oligarchs, we would be wise to waste little time on their front men and instead get straight to the issue. Boycott these corporations and systematically replace them on a local level. While they wage war to eliminate the nation state, from its borders down to our own individual rights and liberties, we must wage a campaign to undermine and eliminate them, from their crass consumerist networks that infest our towns, to the parasitic monstrosity that is the international banking system which infests this planet.

While they must wage their battle through murder, lies, and deceit, we must wage our battle through constructive pragmatic solutions, ingenuity, hard work, community, and self-sufficiency. This is not a war for Libya – this is a war for world government, that if won by the globalists, means our defeat as well.

During President Obama’s visit to Latin America last week was a call for further integration of the Americas, as well as extended cooperation with Asia under a Trans-Pacific Partnership, that went almost unnoticed in the media. This is par for the course, as plans for borderless, regional government have patently development “by stealth” (as the documents released under FOIA request by Judicial Watch revealed).

Chile’s President Sebastián Piñera was quite direct in calling for “a new international order.”

With little fanfare and a world focused on other pressing events, President Obama and Chilean President Sebastián Piñera coordinated and furthered an agenda to integrate the entire Americas (both North and South) into a regional government. This agenda has been going on, really, for more than a century, as the Organization of American States (OAS) demonstrates. The creation of a North American Union is ultimately one stepping stone to a complete world government with a planned economy.

PRESIDENT PINERA: I want to tell you President Obama that when you announced your visit to Chile, Brazil and El Salvador on the occasion of your State of the Union address, you said you were coming to forge new partnerships for the progress of the Americas [...] we have discovered that our two nations have a road of collaboration that can be built on rock and not on sand, because we coincide in that which is key — the values, the principles, the visions. That facilitates the road. And with that we can convincingly embrace this new alliance, this new partnership between the United States of America and the rest of the American countries — we are all Americans — an alliance that should be much deeper and forward-looking than the Alliance for Progress. And this partnership, this alliance is one of our times, of our 21st century, of the society of information and technology. [...] That we may have a continent as we have dreamt it always from Alaska to Tierra del Fuego, from the Pacific to the Atlantic Ocean, that will become a land of freedom, of opportunities, of progress, but also a land of fairness and camaraderie as dreamt by the Founding Fathers of that great nation of the United States, like the case of Jefferson, a great patriot like Lincoln, but also like San Martin and O’higgins from our continent.


President Obama incorporated much of this message in his response:

Under our existing trade agreement, trade between the United States and Chile has more than doubled, creating new jobs and opportunities in both our countries [...] So today we recommitted ourselves to fully implementing our free trade agreement to include protections of intellectual property so our businesses can innovate and stay competitive. We agreed to build on the progress we’re making towards a Trans-Pacific Partnership so we can seize the full potential of trade in the Asia Pacific, especially for our small and medium businesses.


During Questions, President Pinera even more boldly discused the plan for fuller-integration throughout the Americas:

RESIDENT PINERA: (As translated.) No doubt that insofar as integration of the Americas, we are lagging behind. And the best way to illustrate this is to compare what has happened in America with what happened in Europe. [...] Last century, the Europeans had two world wars with a toll of more than 70 million casualties. With the leadership and the vision of such renowned statesmen like Adenauer and De Gasperi, Housman, Truman — they began to build what today we know of as European Union.

Pan-American UnionThe Organization of American States (OAS, or, as it is known in the three other official languages, OEA) is an regional international organization, headquartered in Washington, D.C., United States.[1] Its members are the thirty-five independent states of the American Continent, although Honduras was suspended as a result of the June 28, 2009 coup d’état that expelled President Manuel Zelaya from office.[2]

The notion of closer hemispheric union in America was first put forward by Simón Bolívar[3] who, at the 1826 Congress of Panama, proposed creating a league of American republics, with a common military, a mutual defense pact, and a supranational parliamentary assembly. This meeting was attended by representatives of Gran Colombia (comprising the modern-day nations of Colombia, Ecuador, Panama, and Venezuela), Peru, the United Provinces of Central America, and Mexico, but the grandly titled “Treaty of Union, League, and Perpetual Confederation” was ultimately ratified only by Gran Colombia. Bolívar’s dream soon floundered with civil war in Gran Colombia, the disintegration of Central America, and the emergence of national rather than continental outlooks in the newly independent American republics. Bolívar’s dream of American unity was meant to unify Latin American nations against imperial domination by external power.

The pursuit of regional solidarity and cooperation again came to the forefront in 1889–90, at the First International Conference of American States. Gathered together in Washington, D.C., 18 nations resolved to found the International Union of American Republics, served by a permanent secretariat called the Commercial Bureau of the American Republics (renamed the “International Commercial Bureau” at the Second International Conference in 1901–02). These two bodies, in existence as of 14 April 1890, represent the point of inception to which today’s OAS and its General Secretariat trace their origins.

At the Fourth International Conference of American States (Buenos Aires, 1910), the name of the organization was changed to the “Union of American Republics” and the Bureau became the “Pan American Union”.

CNN Chile cameras asked Matias Rojas about their large demonstration and ‘What does Obama’s visit to Chile represent?’

Rojas told them: “It represents multi-national interests that intend to rob our economic and social sovereignty. Many people have [written] about this, that began with this idea of globalizing the world until creating a world government .”

During President Obama’s visit to Latin America last week was a call for further integration of the Americas, as well as extended cooperation with Asia under a Trans-Pacific Partnership, that went almost unnoticed in the media.
