A report was submitted to the UN General Assembly in October by a UN Rapporteur or supposed “expert” in which he promoted a newly fabricated human right – the right of children to comprehensive sexual education from ”the early stages of life”.
His report includes the “right” to sex education unfettered by parents or religion, as the report claims that sexual education has been obstructed by religion and that guilt feelings about eroticism could be abolished by way of a diminished parental involvement in children’s sexual education. The report continually referenced the government’s necessary role in providing “better sexual lives” for young people.
Sexual diversity, and gender rights, are also to be a part of the sex education according to this report.
Canada Supports the Report
This report was debated on October 25, 2010 at the General Assembly and it was met with a furious rejection by African, Latin American, and Caribbean nations, the organization of Islamic conference, Russia and the Holy See. Canada, however, endorsed the report along with only a few other countries, Switzerland, Norway, Sweden, Argentina and the European Union.
Why is the Conservative government allowing our representatives at the UN to endorse such unacceptable policies?
It is intolerable that Canada should support such a shocking document which is clearly contrary to the views of most Canadians.

Les Abrahams, who led BP's successful bid for a multi-million-pound deal with one of the former Soviet republics, today claims that Browne - who was forced to resign as chief executive last month after the collapse of legal proceedings against The Mail on Sunday - presided over an "anything goes" regime of sexual licence, spying and financial sweeteners.

He also claims that Home Secretary John Reid was arrested at gunpoint on a BP-funded foreign trip for being out on the streets after a military curfew had been imposed.
Mr Abrahams tells how he spent £45 million in expenses over just four months of negotiations with Azerbaijan's state oil company.
Armed with a no-limit company credit card, he ordered supplies of champagne and caviar to be flown on company jets into the boomtown capital, Baku, to be consumed at the "sex parties".

The hospitality continued in London, where prostitutes were hired on the BP credit card to entertain visiting Azerbaijanis.
Mr Abrahams, an engineer by training, joined BP in 1991, just as the disintegration of the Soviet Union had triggered a "new gold rush" by oil multi-nationals seeking a share of the 200 billion barrels of oil reserves beneath the Caspian Sea.
While employed by BP, Mr Abrahams says he was persuaded to work for MI6 by John Scarlett, now head of the service but then its head of station in Moscow.
He says he was passing information to Scarlett in faxes and at one-to-one meetings in the Russian capital.
He also claims that BP was working closely with MI6 at the highest levels to help it to win business in the region and influence the political complexion of governments.
Mr Abrahams worked for BP's XFI unit - Exploring Frontiers International - which specialises in opening new markets in often unstable parts of the world.
He said Lord Browne, then BP's head of exploration, allocated a budget of £45 million to cover the first year's costs of the Baku operation.
"The order came from Browne's aides to 'get them anything they want'.
"By 'them', they meant local officials in Azerbaijan," Mr Abrahams said.
"There were 20 or 30 people working on it at BP head office, and we soon had a steady stream of executives coming over as negotiators. We got through the money in just four months - after which it was simply increased without question."
He described a Wild West world in which oil executives with briefcases full of dollars rubbed shoulders with mafia members, prostitutes and fixers and cut their deals in smoke-filled back rooms.
"The BP officials would come out to Baku in groups of five or six, every week," he said.
"Sometimes I would charter an entire Boeing 757 to carry as few as seven staff. Their main base was the hard currency bar of the old Intourist hotel - so named because it accepted only dollars and was only open to foreigners.
"It was full of prostitutes and many of us, including me, used them on a regular basis, although we quickly established they all worked for the KGB.
"If we went back to the rooms, not only were they bugged, but the girls would quiz us closely about what we were doing and where we were going, and reported straight back to their handlers.
"Everywhere was bugged, and all the phones were tapped. One of our executives was recorded saying unflattering things about the president, and his comments were played back to us in a meeting with local state oil company officials.
"We were then told clearly that he was no longer welcome in the country."
Mr Abrahams helped to forge links with the local officials by throwing lavish parties. He said the Azerbaijani girls who worked in the BP office, which occupied a floor of the Sovietskaya hotel, would attend the parties and routinely provide "sexual favours".
They were also presumed to work for the local intelligence services.
"There was one girl, called Natasha, assigned to teach us Russian, but it usually ended up as more that that. She would use the intimate opportunity to ask us questions about what we were up to.
"Caviar and champagne were consumed at the parties, which would start in the bars but inevitably end with the girls in the rooms.
"We had a company American Express card with no name on it which we could use to draw out $10,000 a time to pay for entertaining without ever having to account for it.
"Our local fixer was called 'Zulfie', who would help find girls, drink and occasionally hashish. We always suspected he worked for the KGB, because he was so well connected.
"A lot of the BP men's marriages went wrong. Either they ended up with the local girls, or the wives would find out - often because the girls would ring their home numbers "by accident".
"I don't believe that Browne didn't know everything that was going on. He came out to Baku on five or six occasions."
Mr Abrahams, who left BP in 1994, said his first marriage buckled because of his work in Baku. He has since remarried and lives in West London with his new wife Lana and six-year-old daughter Anastasia. He now works as an adviser to the EU.
He said BP applied the same laissez-faire attitude to hospitality when Azerbaijani officials came to the UK during the negotiations.
"I was given a hotline number which connected to a desk in the Foreign Office. It meant visas could be granted instantly for the Azerbaijanis and collected on arrival at the airport, rather than taking the usual several weeks.
"We had bundles of cash to spend on them when they got here, and could again use the corporate card without restraint.
"We would typically have a dinner at which Lord Browne would be present, then he would go home and we would head off to somewhere like the Gaslight Club in Piccadilly - where girls would dance topless and you would get charged £250 for your drink.
"Our guests would usually want girls to go back with afterwards. Sometimes we could persuade the girls in the clubs, but more often we would just phone up an escort agency.
"We could charge them straight to the BP Amex card. But it sometimes became problematic. One group of Khazak Oil officials stripped their hotel rooms in Aberdeen bare, including the sheets and pillowcases, and they would usually clear out the minibars wherever they were staying."
All the entertaining paid off in September 1992 when BP signed a £300 million deal to exploit the Shah Deniz oilfields.
Mr Abrahams says that a key factor in securing the deal was an £8 million payment BP made that year to SOCAR, the state-owned oil company in Azerbaijan, for the right to use a construction yard on the edge of the Caspian Sea.
"It was effectively a sweetener to help to secure the deal - and it worked," he said.
Among the guests at a dinner and ceremony at Baku's Gulistan Palace to celebrate the Shah Deniz deal were Lord Browne and Baroness Thatcher.
Mr Abrahams says he was told to ensure that everything ran smoothly for the event, including meeting Browne's fastidious requirements.
"I had his favourite brand of water, Hildon, and his preferred foods flown out in advance, and I made sure money was paid for police escorts and to circumvent immigration procedures at the airport for Browne and his entourage.
"That evening, he personally handed me a briefcase containing a cheque for $30 million (£15million), to close the deal.
"He was so keen to wear a particular shirt, which he had left at the airport, that I persuaded the chief of police to close off the roads so his cavalcade could go via the airport to collect it."
In 1993, Mr Abrahams played host to a group of MPs who visited Baku as guests of BP, including Harold Elletson - then a Tory MP but now an adviser to the Liberal Democrats - and Home Secretary John Reid, a Shadow Defence Minister at the time.
"John flew out in the BP Gulfstream jet," he recalls.
"After dinner, we went drinking in the hard currency bar. He was drinking a lot - this was a year before he gave up for good - and I grew worried as it got closer to the time of the curfew imposed because of the tense political situation at the time.
"I said, 'Come on John, we have to get back to the hotel.' But as we left, he was swaying around and being very noisy.
"I urged him not to draw attention to us because we weren't meant to be still on the streets. But then a van load of police armed with Kalashnikovs pulled up and asked us what we were doing.
"He said, 'I am a British politician...' I urged him to be quiet, but then he said to one of the policemen, 'If you don't take that f***ing Kalashnikov out of my face I'm going to stick it up your f***ing a***.'
"With that, we were arrested and shoved at gunpoint into the back of the van.
"It was only after I persuaded the driver to go to the hotel to speak to the intelligence officer there that they released us. John had only about two hours' sleep, then was up at 5.30am to fly to the nearby war zone of Nagorno Karabakh. He was completely hung over."
Some of Mr Abrahams' most intriguing claims surround the alleged co-operation between BP and the British intelligence services to secure a more pro-Western, pro-business regime in the country.
He says the operation, masterminded by Scarlett in Moscow, contributed to the coup in May 1992 which saw President Ayaz Mutalibov toppled by Abulfaz Elchibey, and then to a second change a year later which saw Haydar Aliyev take power.
Just months after Aliyev was installed, BP signed the so-called 'contract of the century', a £5 billion deal which placed BP at the head of an oil exporting consortium.
John Scarlett, says Mr Abrahams, "approached me very subtly and asked me to help to gather information for him.
"Because my daily route to the construction yard passed the supply routes for Nagorno Karabakh, he asked me to report on troop and weapons movements. And BP's deputy representative in Russia seemed very close to the embassy, too.
"BP supported both coups, both through discreet moves and open political support. Our progress on the oil contracts improved considerably after the coups."
Subsequently released Turkish secret service documents claimed BP had discussed an 'arms for oil' deal with the assistance of MI6, under which the company would use intermediaries to supply weapons to Aliyev's supporters in return for the contract.
When the documents emerged in 2000, BP denied supplying arms - although sources admitted its representatives had "discussed the possibility".
A BP spokesman said last night of Mr Abrahams' claims: "There are some facts in his account that are accurate, but we don't recognise most of it. We regard it as fantasy."
A spokeswoman for John Reid said she had no comment and the Foreign Office said of Mr Abrahams' claims: "We neither confirm nor deny anyone's allegations in relation to intelligence matters."

CALGARY -- Researchers will pay nearly 300 sex offenders -- including pedophiles on parole -- to look at computer images of children and discuss their sexual and emotional reactions.
The joint project, by professors at the University of Lethbridge in Alberta and the University of Toronto, has outraged victims' rights groups, which say consenting to research that might prevent future victims should be an obligation for sex offenders, "not a job."
At least 250 subjects will be recruited in Ontario, through corrections officials, parole officers, hospitals, clinics and provincial police. The $66,000 funding for the project was provided by the Ontario Mental Health Foundation.
Many of the men will be on parole, while others will have finished their sentences, said Martin Lalumiere, a University of Lethbridge psychology professor who designed the computerized task.
The men will be paid $60 for less than three hours' work. Their sexual and emotional reactions to photos and video images of children and adults will be assessed by a team of researchers in a lab. Lalumiere said offering compensation to the men is the most effective way to achieve accurate and useful results. "You can't just put an ad in the paper and ask for pedophiles to come to a university and help with a study," he said. "That's why we have to pay them."
But Shawn Howard of the Canadian Justice Foundation in Calgary said offering payment is "offensive." "Co-operating with studies like this -- so law enforcement can understand and protect the public -- should be a requirement of a criminal's sentence," Howard said.
A goal of the research is to better understand why some pedophiles act on their attraction and others don't. All of the children and adults in the computerized photos will be clothed and their faces unrecognizable, Lalumiere said.
Gordon Sand, executive director of the John Howard Society in Calgary, said that while he welcomes the findings of the study, he's concerned about the impact on the offenders, who are trying to reintegrate into society. "There is a relapse cycle for some of these types of offenders, so I hope they pay attention to that," Sand said.

With the French presidential election on April 22 and neocons everywhere anxious to see one of their own, Nicolas Sarkozy, garner a majority of the vote in the first of two elections, Sarkozy has, in a major blow to his fortunes, tipped his hand on a theme common to neocon politicians in France, the United States, Canada, Australia, Britain, and other countries -- their fascination with, defense of, and participation in pedophilia and pedophilic rituals. In an interview with a French magazine, Sarkozy said he is “inclined to think that people are born pedophiles, and that it is also a problem that we do not know how to manage.”
In one sentence, Sarkozy has echoed the furtive beliefs of the North American Man-Boy Love Association (NAMBLA) and its neocon adherents in the Republican Party, fraternal secret societies, and the seamier side of the Judeo-Christian fundamentalist Right that pedophilia is somehow genetic and, therefore, more common than thought and acceptable. Sarkozy goes so far as to suggest that society does not know how to “manage” pedophiles -- a signal that Sarkozy, who has demonized Muslims and African immigrants in France and has called for their “management” through registration and detention, puts them into a category lower than pedophiles. Sarkozy has done more to expose the bizarre and reprehensible sexual beliefs of the neocons than has any other right-wing politician since the Nazi racialist perverts ruled Germany.
The willful decisions of both Bush administrations, the Blair government in the UK, and the Howard government in Australia in failing to curtail pedophilia activities among top office holders, military officers, and diplomats is a result of their belief that child sex, including child prostitution, is as acceptable as less socially taboo sexual deviancies.
Sarkozy’s Socialist Party opponent, Segolene Royal, the mother of four children, said she found Sarkozy’s comments “surprising.” Par for the course is more like it. Centrist candidate Francois Bayrou was shocked by Sarkozy’s comments, finding them “chilling.” The Roman Catholic Archbishop of Paris, Andre Vingt-Trois, also condemned Sarkozy’s comments.
The global corporate media, which is already celebrating Sarkozy’s ascension to the Elysee Palace, is largely and ominously ignoring Sarkozy’s prurient quote. It would come as a surprise to many WMR readers at the number of corporate journalists right here in the nation’s capital who have been linked to pedophilia over the past two decades.
One question for those who support Sarkozy is: “If Sarkozy becomes president of France, what about the children?”

While British Prime Minister Tony Blair is under criminal suspicion in the "honors-for-cash" scandal that has rocked his Labor government, we have been told that there is an even more explosive scandal that Blair, up to now, has managed to hide behind the draconian British policy of issuing "D-Notices," government orders that prohibit the British media from reporting on certain "national security" cases.In 1999, an international investigation of child pornographers and pedophiles run by Britain's National Criminal Intelligence Service, code named Operation Ore, resulted in 7,250 suspects being identified in the United Kingdom alone. Some 1850 people were criminally charged in the case and there were 1451 convictions. Almost 500 people were interviewed "under caution" by police, meaning they were suspects. Some 900 individuals remain under investigation. In early 2003, British police began to close in on some top suspects in the Operation Ore investigation, including senior members of Blair's government. However, Blair issued a D-Notice, resulting in a gag order on the press from publishing any details of the investigation. Blair cited the impending war in Iraq as a reason for the D-Notice. Police also discovered links between British Labor government pedophile suspects and the trafficking of children for purposes of prostitution from Belgium and Portugal (including young boys from the Casa Pia orphanage in Portugal).
In the United States, Operation Ore's counterpart was Operation Avalanche. However, U.S. authorities only charged 100 people out of 35,000 investigated. The international pedophile investigation began when Dallas police and the US Postal Inspection Service raided the offices of Landslide Productions of Fort Worth, Texas and confiscated records on thousands of people around the world who were child pornography customers of the firm. Landslide's halcyon days as a Fort Worth-based international online marketplace of kiddie porn was during the term of Texas Governor George W. Bush.
WMR has learned that the Bush administration, like that of Blair, is rife with pedophiles in top positions. The pedophile network also extends to the U.S. defense industry, particularly some of the companies that have been involved in the sexual abuse of minors at overt and covert U.S. prisons in Abu Ghraib, Iraq; Guantanamo, Kosovo, Afghanistan, Thailand, and now, at three prisons in Ethiopia.

The state's probe into sexual abuse allegations in the Texas youth prison system has resulted in the firing of a correctional officer who is a convicted sex offender. David Andrew Lewis, 23, was fired Wednesday from the Texas Youth Commission's Coke County Juvenile Justice Center, an all-male facility, several newspapers reported. State leaders on Tuesday dispatched law enforcement officials to all 22 youth facilities and the commission's headquarters to investigate claims of sexual abuse of inmates by employees.
Ed Owens, the commission's acting executive director, said a facility employee had warned agency officials months ago that Lewis was a sex offender, but the officials didn't act on the matter. The facility, about 30 miles northeast of Angelo in the town of Bronte, is run by the private contractor GEO Group. GEO Group officials could not be reached for comment Wednesday. Lewis was 15 when he was convicted in 1999 of indecency by exposure with a 5-year-old girl, according to a Texas Department of Public Safety Web site listing sex offenders. He is required to register annually as a sex offender.
Spokesman Tim Savoy said the agency's contracts with the private operators prohibit hiring registered sex offenders, but the agency doesn't "have any control over who they hire." Jay Kimbrough, who was appointed last week by Gov. Rick Perry to be the youth commission's special master, said his investigation will include re-running background checks on all youth commission employees to confirm their status.

DALLAS -- The superintendent of a Texas Youth Commission facility was arrested Friday, the latest in a series of problems for a system that has been plagued by complaints involving physical and sexual abuse and cover-up schemes by administrators. Jerome Parsee, 53, superintendent of the intake center in Marlin, was arrested for purportedly covering up sexual-assault accusations at the central Texas facility. He was charged with making a false report, a misdemeanor. According to youth commission special master Jay Kimbrough, appointed by Gov. Rick Perry to investigate the system, Mr. Parsee lied to Texas Rangers when he told them there had been no sexual abuse at his institution.
Mr. Parsee became the second youth commission superintendent to be arrested in the burgeoning investigations. Sylvia Machado, superintendent of the Ayers House halfway house in San Antonio, was arrested March 9 on charges she shredded reports and records after being told not to do so by superiors.
The Justice Department has termed some of the facilities "unconstitutional" and has threatened legal action.
Mr. Perry also named Ed Owens, a 30-year veteran of the state Department of Criminal Justice, to restructure the agency after the Legislature forced the resignation of the entire six-person youth commission board.
Within days, Mr. Owens proposed a far-ranging plan to move the system from what he called "a crisis" to a "healthy" state.
"It is my intent," he said, "to build the plan on a solid foundation that embraces a change in the agency's organizational culture, a revised values system, centralized systems of control. ... I intend to make a difference."
His proposal includes an upgrade of facilities, more extensive checks of job applicants, closer supervision and a way for victims to report illegal activities without fear of reprisal. A hot line to report abuse has been set up and a probe of computer records at all facilities has begun.
In the past six years, youth commission officials reported 6,652 abuse and neglect cases to law-enforcement officials -- including 39 sexual assaults. Only 18 cases were prosecuted; 6,634 were deemed not worthy of action.
A Dallas Morning News investigation determined that 92 youth commission employees had been disciplined or terminated by the agency since 2000 for sexual contact with inmates. Five had been convicted -- of lesser crimes -- and none served prison time, the News reported.
At the beginning of this year, there were more than 7,500 youths housed in the system's institutions.
Lt. Gov. David Dewhurst praised the swift action by state officials and lawmakers.
"We are turning over all the rocks," he said, "and making sure we know everything. You'd have to have a death wish to go out and try to harm anybody right now."

AUSTIN, Tex., March 22 — “Investigations hot line,” said Brian Yasko, answering the phone at the Texas Youth Commission in a windowless command post that officers are calling “the belly of the beast.”Quickly, Mr. Yasko began scribbling down details of yet another complaint, this one from a mother who said her son at the San Saba State School, now called the John Shero State Juvenile Correctional Facility, had been threatened by a sexually deviant corrections officer.
Yes, said Mr. Yasko, an investigator for the inspector general of the state Department of Criminal Justice; she could remain anonymous. “What I’ll do is send this out to the field and have investigators interview your son,” he promised.
Since a sexual abuse scandal at the Texas Youth Commission became public last month, prompting mass firings and resignations, more than 1,100 investigations have been opened into new accusations of rape and other mistreatment. At last count 282 cases had been closed without action.
Many of those complaints have been flooding into the makeshift situation room here staffed around the clock by employees of the inspector general’s office of the adult prison system and of the state attorney general’s office.
These officers, in turn, parcel out the cases to about 100 investigators from the two agencies and the Texas Rangers who are interviewing witnesses at 24 youth detention centers and scores of small contract facilities across Texas, where more than 4,000 youths ages 10 to 21 are serving sentences of at least nine months — but almost always longer — for criminal violations.
One of the centers is the West Texas State School in Pyote, where a Texas Ranger’s investigation in early 2005 substantiated accusations that two top supervisors had carried on sexual relationships with juveniles. Both later resigned but were never charged with a crime.
The case languished for almost two years in the Ward County district attorney’s office until news reports last month, and the resulting outcry prompted the part-time prosecutor, Randall Reynolds, who operates his own law business, to request assistance from the state attorney general. A grand jury has been hearing evidence.
“I imagine we have got their attention,” said John M. Moriarty, the inspector general for the prison system, who is running the hot line center and deploying investigators.
“Our thing is to get the police in there, enforce the law,” said Mr. Moriarty, a former police officer who grew up in the Bronx. “There’s a new sheriff in town.”
Jay Kimbrough, named by Gov. Rick Perry as special master to overhaul the Youth Commission, also voiced determination in a separate interview. “I’m sadder, and I’m madder than I was the day before,” said Mr. Kimbrough, a former deputy state attorney general.
In a commandeered office at the Youth Commission headquarters, eerily empty of senior staff members who were purged in the uproar, bulging cardboard files and intake boxes are marked “New Cases,” “Cases to Be Assigned,” “For Review” and “To Be Closed.”
Against the backdrop of a white board on which is scrawled a toll-free hot line number, and injunctions like “Record Prank Calls on Log, Get Exact Time,” officers with holstered handguns fill the air with investigative crosstalk.
“When are you going to serve it?”
“No, the Ranger has got to go.”
“We want to execute the warrant.”
“Tell him I want him to meet with the D.A. at 1, no matter what.”
Of the 1,100 complaints that have come in since March 6, an estimated 225 concern sexual abuse, said Capt. Bruce W. Toney of the inspector general’s office. Captain Toney described some others as trivial grievances, like complaints of ill-fitting shoes, “I don’t agree with the teaching” and “not letting me talk.” He said some accusations appeared to be fabricated, some were pranks. One complaint stemmed from 1981. In another case, he said, a mother claimed that her son had entered juvenile detention able to read and write, but came out illiterate.
In some cases, Mr. Moriarty said, criminal files are being opened on cases that the Youth Commission had disposed of with nothing more than administrative penalties. One such incident, he said, involved a corrections office at the Al Price State Juvenile Correctional Facility in Beaumont who used excessive force to get a child to release a mattress he was grabbing. The officer, Mr. Moriarity said, “bit the child.”
A few Youth Commission employees, Mr. Moriarity said, were found to have histories as sex offenders. Job applicants now are subject to background checks with fingerprint searches, he said.
To sort out the complaints, the command center includes four polygraph experts. The inspector general’s office normally investigates complaints in the state’s 106 adult prisons. But a proposal to extend its jurisdiction to youth detention centers is among pending bills in the Texas Legislature that address the abuse of juvenile detainees — now the leading issue of the session.
Among the bills are proposals by Representative Jerry Madden, a Republican from the Dallas area and chairman of the House corrections committee, to extend the attorney general’s jurisdiction and to give a special state criminal justice prosecutor concurrent jurisdiction with local district attorneys in cases of juvenile justice complaints. Currently, outside prosecutors are barred from entering a case unless invited in by the district attorney.
Apart from the investigations into the mistreatment of youths, many other proposals are under consideration. These include a plan for review panels to verify that juveniles are not being frivolously held beyond their minimum nine-month sentences.
Alternatives to incarceration are being explored, said Mr. Kimbrough, the special master. Meanwhile, at the command post, investigators who are reviewing old files forwarded another case for possible criminal prosecution, an accusation that a corrections officer at the Ron Jackson State Juvenile Correctional Complex in Brownwood had carried on a romance with an 18-year-old girl and arranged to meet her for a tryst upon her release.
In a letter intercepted by investigators and now part of the case, the accused guard wrote, “She sets my sole on fire.”

"Attorney General Alberto Gonzales and U.S. Attorney Johnny Sutton, both already under siege for other matters, are now being accused of failing to prosecute officers of the Texas Youth Commission after a Texas Ranger investigation documented that guards and administrators were sexually abusing the institution's minor boy inmates," writes Corsi in a report for World Net Daily. "Among the charges in the Texas Ranger report were that administrators would rouse boys from their sleep for the purpose of conducting all-night sex parties."
A 2005 investigation led by Texas Ranger Brian Burzynski revealed that systematic abuse of minors was commonplace at West Texas State School in Pyote, Texas. Burzynski presented the findings of the investigation to both Gonzales and Sutton but was rebuffed, and even received a letter from Sutton's office that attempted to legitimize the sexual abuse of children, claiming that "under 18 U.S.C. Section 242," it would have to be demonstrated "that the boys subjected to sexual abuse sustained "bodily injury," states the letter from Bill Baumann, assistant U.S. attorney in Sutton's office.
Incredulously, Baumann's letter goes on to make the case that the minors consented to and even enjoyed the acts of pedophilia, therefore no further action was necessary.

In September 2005, the U.S. Department of Justice Civil Rights Division also refused to follow up with a prosecution. According to Corsi, officials implicated in the scandal were hired despite their known criminal backgrounds and were also retained even after it was discovered that they were using state computers to regularly visit pornography websites.
"It basically sounds as if you wouldn't get hired in one of these facilities unless you were a pedophile," Corsi told the Alex Jones Show. "You've got a culture of pedophilia that is at the core of the Texas Youth Commission, and what that means is you won't get hired or you won't stay as an employee unless you're willing to participate in the boy rape that's going on or keep quiet about it."
Corsi says he has further developments to report tomorrow that confirm the scandal is "Now known to be widespread, all the offices of the Texas Youth Commission throughout the state are involved and employees from the top to the bottom are all involved."

Israeli officials have been regularly strip-searching children for decades, some of them American citizens.
While organizations that focus on Israel-Palestine have long been aware that Israeli border officials regularly strip search men and women, If Americans Knew appears to be the first organization that has specifically investigated the policy of strip searching women. In the course of its investigation, If Americans Knew was astonished to learn that Israeli officials have also been strip searching young girls as young as seven and below.
According to interviews with women in the United States, Israel, the West Bank and Gaza, Israeli border officials periodically force Christian and Muslim females of all ages to remove their clothing and submit to searches. In some cases the children are then "felt" by Israeli officials.
Sometimes mothers and children are strip-searched together, at other times little girls are taken from their parents and strip-searched alone. Women are required to remove sanitary napkins, sometimes with small daughters at their side. Sometimes women are strip searched in the presence of their young sons.
All report deep feelings of humiliation. Many describe weeping at the degradation they felt.
"I remember crying and pleading with my mother," Gaza journalist Laila El-Haddad recalls of an experience when she was 12-years-old, hoping that her mother could convince the Israeli official to allow her to keep her undershirt on. But parents are unable to shield their children, El-Haddad and others report.
"They had machine guns," El-Haddad explains. "We just had to submit." El-Haddad, who holds a Masters degree in Public Policy from Harvard's Kennedy School of Government, believes that the intention of the strip searches is to humiliate Palestinians so that they won't return to Palestine.
Oregon attorney Hala Gores remembers being strip-searched at the age of 10. Her family, Palestinian Christians from Nazareth, were leaving Israel because of Israeli discrimination against Christians. Gores has never returned to her family's ancestral home in Nazareth, she says, in part because she does not want to repeat the experience of having no control over
what is done to her.
The Israeli policy appears to target only Christian and Muslim children, and is equally applied to those with Israeli citizenship and citizenship in other countries, including native-born Americans. There are no reports of Jewish children being strip-searched.
New Jersey stand-up comedian Maysoon Zayid describes being strip-searched at Ben Gurion Airport when she was "seven, eight, nine years old" on family trips to visit her parents' original home in Palestine. On her most recent trip in July 2006, Maysoon, an American citizen, had her sanitary pad taken by officials in Ben Gurion Airport. When the search was completed, she says, the Israeli official in charge, Inbal Sharon, then refused to return her pad or allow her to get another.
Zayid, who has cerebral palsy and was sitting in a wheelchair, was then forced to bleed publicly for hours while she waited for her flight.
Zayid, a former class president and yearbook editor at New Jersey's Cliffside Park High School known for her irreverent comedy routines and strong personality, describes sobbing uncontrollably. "No one spoke up," she remembers. "There were several women, including the woman who was pushing my wheelchair, none of whom said a word."
When she boarded her flight, Zayid recalls, "The flight attendants looked at me in disgust." She told them what had happened, and the attendants then gave her some of their own clothing to use.
In addition to taking her sanitary napkin, Israeli officials also confiscated medication that Zayid is required to take when flying. As a result, she vomited repeatedly throughout the 12-hour flight.
Zayid, who founded a program for newly disabled Palestinian youths many of them permanently disabled from attacks by Israeli forces was so depressed by her treatment that she determined never to return. "But that's what they want," she says, "They want us to get to the point where we don't go back." She says that she is already planning to return to her volunteer work in the West Bank.
Israeli practices vary and seem to be applied randomly, from elderly women to small children. In some instances women are taken into a room alone and are left sitting naked for hours. At other times they are strip-searched in groups, their clothes thrown in a pile. When they are finally allowed to get dressed, they describe having to rummage through the heap of clothing, naked and barefoot, to find their own garments.

While these policies largely target Palestinian and Palestinian-American women and children, some non-Palestinian Americans also report being subjected to strip searches by Israeli officials.
St. Louis resident Hedy Epstein, whose parents and extended family perished in Nazi camps, and whose story is featured in the Academy Award winning documentary "Into the Arms of Strangers: Stories of the Kindertransport," reports being strip searched three years ago following her participation in nonviolent protests in the West Bank. Epstein, who was 79 at the time, describes being forced to bend over for an Israeli official to search her internally.
The strip searches appear to be illegal under numerous statutes. The Geneva Conventions, to which Israel is a signatory, prohibit: "Outrages upon personal dignity, in particular humiliating and degrading treatment" and specifically emphasize: "Women shall be especially protected against any attack on their honour"
Article 2 of the Convention on the Rights of the Child states: "No child shall be subjected to arbitrary or unlawful interference with his or her privacy"
In the US, such policies would appear to violate child abuse statutes. The state of Utah, for example, defines Child Abuse as: "Any form of cruelty to a child's physical, moral or mental well-being." The Encarta Encyclopedia defines child abuse as "Intentional acts that result in physical or emotional harm to children."
While the If Americans Knew investigation focused on practices concerning women, many interviewees reported frequent random strip-searching of males as well; including American citizens, children, and the elderly.
While the practice is widely applied, many people find it too humiliating to speak of. One 68-year-old Christian businessman, who had been stripped naked at Ben Gurion airport in 2006 before being allowed to board his flight to return home, had never revealed his experience to his family until he learned of the If Americans Knew investigation. He then explained to his
daughter why he had previously told her that he might never return to his original home, now in the state of Israel.
Christians, a thriving community that made up approximately 15 percent of Palestine's population before Zionist immigration and the creation of Israel (Muslims were 80 percent and Jews 5 percent), have now dwindled under Israeli occupation to approximately two percent of the total population.
Israeli spokespeople and sympathizers have bristled in recent months at the title of a book by former President Jimmy Carter, "Palestine Peace Not Apartheid." In reply, Carter has emphasized that the Israeli "apartheid" he is describing is limited to the West Bank and Gaza. Many analysts have disagreed with Carter, providing evidence of pervasive discrimination within Israel itself. The If Americans Knew finding that Israel has been routinely strip-searching non-Jewish citizens of Israel would also indicate a wider policy of Israeli discrimination.
Since American taxpayers give Israel over $8 million per day, the Council for the National Interest, a Washington DC-based lobbying organization, is organizing a campaign to call on Congress to demand that Israel end these policies.
"We are extremely upset to learn that Israel is using American tax money in ways that degrade and humiliate women and children," says CNI President Eugene Bird. "We call on all Americans to help us on this campaign."
The organization urges people to begin contacting their Congressional representatives immediately, and to disseminate the video report by If Americans Knew as widely as possible.

With its embracing of former male prostitute and gay porn star turned Marine Corporal, Matt Sanchez, the Neocon media has, willingly or unwillingly, caused a firestorm of attention focused upon nothing more than a perverted sideshow.
For his supposed courage in the face of liberal cruelty, Cpl. Sanchez was presented with the Jeanne Kirpatrick Academic Freedom Award at this year's Conservative Political Action Conference (CPAC).
Sanchez is as a military recruiter at Columbia University in New York. And wrote a piece in which he decried being called a "baby killer" by members of Columbia University's International Socialist Organization.
The Huffington Post reported that several gay blogs revealed late yesterday, Corporal Sanchez was known during his halcyon days as Rod Majors, a majorly well-endowed gay porn star. According to Tom Bacchus, Sanchez was also a $200-an-hour male prostitute who advertised himself as an "excellent top."
As Fox news watchdog News Hounds has today put it:
No, not Jeff Gannon/Guckert but Cpl. Matt Sanchez who appeared on Hannity & Colmes to talk about an alleged incident of being called a baby killer. So eager was Sean Hannity to embrace this "victim" of liberal hate (which Columbia, though it investigated the incident, never confirmed) that nobody at FOX News seems to have bothered to do any kind of background check. Or maybe they did and nobody cared.

Sanchez was embraced as a great American by Hannity, and then went on to appear with Bill O Reilly, Michele Malkin, Newt Gingrich and Ann Coulter. The correspondent, Max Blumenthal, appearing here goes on to state:

The truth is that the elite has a long tradition of perversion and being intimately involved in sex scandals that have received scant attention over the decades. While stories like that of Sanchez and Gannon sometimes raise their ugly heads for a while, a blanket silence remains on huge sex slavery scandals with ties to the elite that have resulted in the abduction, abuse, rape and murder of thousands of children across the globe - many of which are still missing today.
On June 29 1989, the Washington Times' Paul M. Rodriguez and George Archibald reported on a Washington D.C. prostitution ring that had intimate connections with the White House all the way up to President George H.W. Bush. Male prostitutes had been given access to the White House and the article also cited evidence of "abduction and use of minors for sexual perversion."
In July 1990 a Nebraska Grand Jury was convened to hear allegations that Lawrence "Larry" King, then manager of the Franklin Community Federal Credit Union and a rising Republican party star, along with Washington lobbyists, had set up a child prostitution ring in which minors were transported around the country and forced to have sex with King, other top officials, and according to victims who some allege were later harassed into recanting, then-Vice-President Bush.

In almost every case of human trafficking for child sex slavery, from Chile to Australia, to Bosnia, to Portugal, to Belgium, court proceedings get shut down or diverted when a clear connection to the elite arises.In the mid 1990's, convicted child rapist Marc Dutroux built a secret prison cell in his Charleroi basement where he kept abducted young girls hostage at the behest of what he called "a big crime ring," which in the 2004 court case was thought by many to encompass some of Belgium's top politicians, judges and policemen. The reason why it took so long to apprehend Dutroux was that he was being legally protected by these same individuals.
Material witnesses at the trial described "child sex parties involving judges, politicians, bankers and members of the royal family." Victims that managed to survive (most were butchered snuff style after being raped) verified the claims.
Police actually visited Dutroux's home and heard the cries of help from children concealed in his basement yet believed Dutroux's explanation that the sounds were coming from kids playing in the street.
Dutroux was eventually convicted for his role in the pedophile ring but the involvement of the elite of the country was never properly investigated.
After Dyncorp and Halliburton contractors were exposed as having operated child prostitution rackets in the Balkans from the late 1990's onwards (and more recently in the case of Halliburton), Rep. Cynthia McKinney attempted to get answers as to why the U.S. government continued to do business with these corporations.
On March 11th 2005, McKinney grilled Secretary Rumsfeld and General Myers on the Dyncorp scandal and its protection by the U.S. government.
"Mr. Secretary, I watched President Bush deliver a moving speech at the United Nations in September 2003, in which he mentioned the crisis of the sex trade. The President called for the punishment of those involved in this horrible business. But at the very moment of that speech, DynCorp was exposed for having been involved in the buying and selling of young women and children. While all of this was going on, DynCorp kept the Pentagon contract to administer the smallpox and anthrax vaccines, and is now working on a plague vaccine through the Joint Vaccine Acquisition Program. Mr. Secretary, is it [the] policy of the U.S. Government to reward companies that traffic in women and little girls?"
In late 2005, Halliburton subsidiary KBR and Dyncorp lobbyists worked in tandem with the Pentagon to stall legislation that would specifically ban trafficking in humans for forced labor and prostitution by U.S. contractors.
Where were the investigations and convictions in other cases of establishment orchestrated child slavery and prostitution? Like the NATO officials responsible for the mushrooming of child prostitution in Kosovo?
What happened to UN officials identified as using a ship charted for 'peacekeepers' to bring young girls from Thailand to East Timor as prostitutes?
The U.S. media largely failed to even report many of these cases at the time. Instead cases such as Florida Congressman Mark Foley's e mails to young boys, which are without a doubt perverted, creepy and fully worthy of further investigation, are given a hundred times more press coverage than huge sex slavery scandals with ties to the elite that resulted in the abduction, abuse, rape and murder of thousands of children across the globe - many of which are still missing today.

UNITED NATIONS -- The United Nations has investigated more than 300 members of U.N. peacekeeping missions for alleged sexual exploitation and abuse during the past three years and more than half were fired or sent home, according to a senior U.N. official.
The announcement came as the United Nations was trying to determine whether a report in a British newspaper involved new allegations or ones the U.N. had investigated or was investigating. The Daily Telegraph report alleged U.N. personnel in southern Sudan were involved in sexual exploitation and abuse of more than 20 children.
U.N. Assistant Secretary-General for Peacekeeping Jane Holl Lute said Friday that the U.N. has done more in the last two years than ever before to try to combat sex abuse in its 16 peacekeeping missions "but we're not satisfied with where we are."
With nearly 200,000 people from more than 100 countries rotating through the peacekeeping missions every year, some people "are going to behave badly," she told a news conference. "What's different now is ... our determination to stay with this problem ... and constantly improve our ability to deal with it."
Between January 2004 and the end of November 2006, Lute said, the U.N. investigated allegations of sexual exploitation and abuse involving 319 peacekeeping personnel "in all missions" -- from East Timor, the Middle East and Africa to Kosovo and Haiti.
This resulted in the summary dismissal of 18 civilians and the repatriation of 17 international police and 144 military personnel, she said.
According to the Department of Peacekeeping, during the first 10 months of 2006, 63 percent of all misconduct allegations involving peacekeeping personnel were related to sexual exploitation and abuse, a third of them to prostitution.
While allegations of abuse have dogged peacekeeping missions since their inception more than 50 years ago, the issue was thrust into the spotlight after the United Nations found in early 2005 that peacekeepers in Congo had sex with Congolese women and girls, usually in exchange for food or small sums of money.
Jordan's U.N. Ambassador Prince Zeid al Hussein wrote a report several months later that described the U.N. military arm as deeply flawed and recommended withholding the salaries of the guilty and requiring nations to pursue legal action against perpetrators. It said abuses had been reported in missions ranging from Bosnia and Kosovo to Cambodia, East Timor, West Africa and Congo.
The U.N. peacekeeping department instituted a new code of conduct for peacekeepers and new training for officers and all U.N. personnel, and it reinforced messages of "zero tolerance" for sexual abuse.
A new anti-prostitution campaign is about to start "to target what has been a troubling pathway for sexual exploitation and abuse in the missions," Lute said.
Meanwhile, the Department of Peacekeeping corrected information it supplied Thursday that four U.N. peacekeepers from Bangladesh have been sent home and 13 other peacekeepers serving in southern Sudan are under investigation for alleged serious misconduct including sexual exploitation and abuse.
According to the department, there are currently 13 sexual exploitation and abuse cases under investigation by the U.N. Office of Internal Oversight Services in Sudan (OIOS), half in southern Sudan.
These cases include an investigation into an allegation of sexual exploitation and abuse in June 2006 against a Bangladeshi peacekeeper in southern Sudan. While the OIOS investigation is continuing, the department said the peacekeeper was sent home and dismissed from the army.
In addition, three Bangladeshi guards on duty when the alleged incident took place and two officers were repatriated for poor supervision or poor command. The Bangladeshi army dismissed one guard, lowered the rank of the two others, and severely reprimanded the two officers, the Peacekeeping Department said.

The United Nations said last night that it was launching an investigation into allegations reported in The Daily Telegraph that its peacekeepers and staff have abused children in southern Sudan.
A spokesman for Ban Ki-moon, the UN secretary-general, said the organisation was "deeply concerned by press reports of allegations of sexual exploitation and abuse by UN personnel in Juba [the regional capital]". "The UN standard on this issue is clear; zero tolerance, meaning zero complacency and zero impunity," said Michelle Montas. "In co-operation with the UN mission in the Sudan, we are looking into the substance of the press reports to determine if the allegations are new or are existing cases already under investigation."
The Daily Telegraph yesterday reported allegations of blue berets paying children as young as 12 for sex in the mission in southern Sudan, known as UNMIS. The abuse allegedly began two years ago when the mission moved in to help rebuild the region after a 23-year civil war.
The UN has up to 10,000 military personnel in the region, of all nationalities, and the allegations involve peacekeepers, military police and civilian staff. The Daily Telegraph has learned of more than 20 victims' accounts claiming that some peacekeeping and civilian staff based in Juba regularly pick up young children in their UN vehicles and force them to have sex.
It is thought that hundreds may have been abused.
Some report having been offered sweets or money and others say they were tricked into the UN vehicles, abused then dumped without any form of payment.
Miss Montas said the UN would treat credible allegations of sexual exploitation as serious offences to be investigated by the Office of Internal Oversight Services (OIOS), which has a team permanently based in Sudan that investigates all allegations of abuse.
OIOS officials last night asked The Daily Telegraph to help with its investigations. "We are an investigative body and as such we receive information from a variety of sources," said Andreas Mlitzke, its investigative officer. "Sometimes public sources are the best."
The only nationality identified by accusers is Bangladeshi. But given the high turnover of international personnel and peacekeepers, it is difficult to pinpoint the nationalities of alleged abusers.
Earlier the UN's assistant secretary-general for peacekeeping, Jane Holl Lute, reponded to The Daily Telegraph report, saying: "There could be truth.
"These environments are ones in which it is difficult to ascertain the truth."
Charities, human rights groups and southern Sudanese government officials called on the UN to do more than investigate. They insisted that the perpetrators of the alleged abuse must be identified and punished.
"There is no greater smear on the whole UN name than these persistent claims of sexual abuse by its troops on the people they are supposed to protect," said Sarah Martin, a senior analyst with Refugees International in New York.
"This goes on to some extent in every UN mission across the world and the new secretary-general must make sure it is at the top of his agenda."
Efforts had been made at UN headquarters to address the problem, Mrs Martin said, but UN managers on the ground were slow to implement the changes ordered from above.
"There is a lot of good work done in New York, but some of the managers have not got rid of these old attitudes that 'boys will be boys'.
"It is outrageous and completely undermines UN efforts to address this problem."
Officials with the southern Sudan government, which enjoys close relations with the UN mission, called for immediate investigations.
"This has shocked everyone," said James Wani Iga, the speaker of the legislature.
"The people responsible must be hunted down. The abuse of children is clearly a human rights abuse of the worst kind and given the poverty of our children, this is maximum exploitation and we cannot stomach it."
The director of a Sudanese charity working with abused children, who refused to be named because she works closely with UN departments, said: "It is good that this is now known by everybody.
"People here have been talking about it for so long, now we must see some action to stop it continuing.
"Our children are suffering enough."
The national government in Khartoum, which opposes requests for peacekeepers to be allowed into the north-western conflict region of Darfur, said that if the "disturbing" allegations were verified it would take "appropriate action".

The UN is to investigate itself again after it was revealed by the London Telegraph today that more than twenty different cases of child sex slavery involving UN staff have been reported in southern Sudan.
The Telegraph reports that it has learned of dozens of victims’ accounts claiming that some peacekeeping and civilian staff based in the town are regularly picking up young children in their UN vehicles and forcing them to have sex. The Telegraph states that it is thought that hundreds of children may have been abused.
The UN has up to 10,000 military personnel in the region, of all nationalities and the allegations involve peacekeepers, military police and civilian staff.
The Telegraph also states that the Sudanese government, which is deeply opposed to the deployment of UN troops to Darfur, has evidence of child sex slavery, including video footage of Bangladeshi UN workers allegedly having sex with three young girls.
Stating that such events are ultimately the work of "a few bad apples", a UN spokesperson promised that they will be thoroughly investigated.
Over the past few years, however, there seems to have been a hell of a lot of rotting fruit in the UN barrel.
Last November a BBC Investigation found that children as young as 11 have been subjected to rape and prostitution by United Nations peacekeepers in Haiti and Liberia. A previous BBC investigation in Liberia discovered systematic abuse, involving food being given out to teenage refugees in return for sex. In both instances the UN promised to investigate.
In 2003 the AP reported that UN officials were identified as using a ship charted for 'peacekeepers' to traffick young girls from Thailand to East Timor as prostitutes.
In the same year it was also revealed that UN staff were guilty of raping women on a systematic scale in Sierra Leone.
Previous to this, in early 2002 a massive pedophilia scandal within the UN was uncovered involving sexual abuse against West African refugee children in Sierra Leone, Liberia and Guinea. UPI reported that Senior U.N. officials knew of the widespread pedophilia and not only did they not take action against the perpetrators, they covered up the atrocities.
It was later reported that after The UN's' investigating arm had cleared several U.N. workers of charges of sexual abuse against West African refugee children, it substantiated 10 new cases against aid workers.
Damning cases involving workers making home porn movies and so called weapons inspectors having bizarre sadomasochistic, pansexual and leather fetishes also emerged at this time.
In 2004 The New York Post reported that the UN was trying to block the publication of a book by three United Nations fieldworkers that detailed sex, drugs and corruption inside multiple U.N. missions. "Emergency Sex and Other Desperate Measures: A True Story from Hell on Earth" chronicles the experiences of a doctor, a human-rights official and a secretary in U.N. operations in Cambodia, Somalia, Haiti, Rwanda, Liberia and Bosnia. It also alleged that the UN knowingly hired freed criminals to serve as peacemakers.
We have also previously reported on the intimate involvement of Dyncorp, the contractors of the international police force, in such sex scandals. One Dyncorp employee, Kathryn Bolkovac, was sacked for detailing UN workers’ involvement in the sex trade in Bosnia. Bolkovac was sacked after disclosing that UN peacekeepers went to nightclubs where girls as young as 15 were forced to dance naked and have sex with customers, and that UN personnel and international aid workers were linked to prostitution rings in the Balkans.
Dyncorp was ordered to pay Kathryn Bolkovac £110,000 by an employment tribunal, yet both the British and the US governments as well as the UN continue to contract Dyncorp.
It was later revealed by the Chicago Tribune that Halliburton subsidiary KBR and Dyncorp lobbyists are working in tandem with the Pentagon to stall legislation that would specifically ban trafficking in humans for forced labor and prostitution by U.S. contractors.
On March 11th 2005, Representative Cynthia McKinney grilled Secretary Rumsfeld and General Myers on the Dyncorp scandal.
"Mr. Secretary, I watched President Bush deliver a moving speech at the United Nations in September 2003, in which he mentioned the crisis of the sex trade. The President called for the punishment of those involved in this horrible business. But at the very moment of that speech, Dyncorp was exposed for having been involved in the buying and selling of young women and children. While all of this was going on, Dyncorp kept the Pentagon contract to administer the smallpox and anthrax vaccines, and is now working on a plague vaccine through the Joint Vaccine Acquisition Program. Mr. Secretary, is it [the] policy of the U.S. Government to reward companies that traffic in women and little girls?"
The response and McKinney's comeback was as follows.
Rumsfeld: "Thank you, Representative. First, the answer to your first question is, is, no, absolutely not, the policy of the United States Government is clear, unambiguous, and opposed to the activities that you described. The second question."

McKinney: "Well how do you explain the fact that Dyncorp and its successor companies have received and continue to receive government contracts?"
Rumsfeld: "I would have to go and find the facts, but there are laws and rules and regulations with respect to government contracts, and there are times that corporations do things they should not do, in which case they tend to be suspended for some period; there are times then that the - under the laws and the rules and regulations for the - passed by the Congress and implemented by the Executive branch - that corporations can get off of - out of the penalty box if you will, and be permitted to engage in contracts with the government. They're generally not barred in perpetuity."
McKinney: "This contract - this company - was never in the penalty box."
Rumsfeld: "I'm advised by DR. Chu that it was not the corporation that was engaged in the activities you characterized but I'm told it was an employee of the corporation, and it was some years ago in the Balkans that that took place."

Rumsfeld's effort to shift the blame away from the hierarchy at Dyncorp and onto the Dyncorp employees was a blatant attempt to hide the fact that human trafficking and sex slavery is a practice condoned by companies like Dyncorp and Halliburton subsidiaries like KBR.
Why should the UN be continually allowed to investigate itself and, those that it contracts, on these issues? The UN has an abysmal track record on this issue and a long history of covering up such cases. It is time for a thorough independent inquiry of the UN and its agencies and affiliates to be carried out.

Wednesday, January 3, 2007The UN said today that it would launch an investigation after the Daily Telegraph reported allegations that UN personnel have abused children in southern Sudan.
Members of the United Nations peacekeeping forces in southern Sudan are facing allegations of raping and abusing children as young as 12, The Daily Telegraph reported today.
The abuse allegedly began two years ago when the UN mission in southern Sudan (UNMIS) moved in to help rebuild the region after a 23-year civil war. The UN has up to 10,000 military personnel in the region, of all nationalities and the allegations involve peacekeepers, military police and civilian staff.
The first indications of possible sexual exploitation emerged within months of the UN force’s arrival and The Daily Telegraph has seen a draft of an internal report compiled by the UN children’s agency Unicef in July 2005 referring to the problem.
This paper has learnt of more than 20 victims’ accounts claiming that some peacekeeping and civilian staff based in the town are regularly picking up young children in their UN vehicles and forcing them to have sex. It is thought that hundreds of children may have been abused.
"I was sitting by the river the first time it happened,” said Jonas, 14, one of more than 20 children who claimed they had been abused this way.
"A man in a white car drove past and asked me if I wanted to get into the car with him. I saw that the car was a UN car because it was white with the black letters on it. The man had a badge on his clothes. When he stopped the car, we got out, he put a blindfold on me and started to abuse me. It was painful and went on for a long time. When it was over we went back to the place we had been, and he pushed me out of the car and left."
Jonas now returns to the same place regularly in the hope of being picked up and paid something for his services. "I know it is a terrible thing to do but I see the UN cars around late at night by the drinking places and I sit there in the hope of being picked up. If I get 1000 SD ($3) a day then that is a good day."
The allegations came just as the new UN Secretary General, Ban Ki-moon, took over saying he will make Darfur, the north-west of Sudan, a priority. The UN is pushing to be allowed to launch a new peacekeeping mission there to help end the humanitarian crisis that has spiralled in recent years.
The Telegraph understands that the Sudanese government, which is deeply opposed to the deployment of UN troops to Darfur, has also gathered evidence, including video footage of Bangladeshi UN workers allegedly having sex with three young girls.
Responding to the report, Jane Holl Lute, the UN assistant secretary-general for peacekeeping, said: "There could be truth. These environments are ones in which it is difficult to ascertain the truth.
"I do not believe these are new allegations. Nevertheless, we will treat them as seriously as we treat all other allegations," she told the Associated Press in New York.
She said she had spoken to the force commander and chief of staff in the UN mission in southern Sudan "and I know they are very well briefed on what UN policy is and have taken steps to implement that policy across the board in that mission."
"But we don’t have the facts yet in this case, and we need to ascertain the facts and follow it through to appropriate resolution and take action if necessary.
"We won’t be complacement and there will be no impunity to the full extent of the UN’s authority.”
When contacted by this paper prior to publishing the allegations, the UN’s headquarters refused to comment.
Many of the children who claim to have had sex with UN personnel in Juba belong to southern Sudan's "lost generation", separated from their families by the recent civil war, who now sleep rough on the streets of Juba, the regional capital.
The other children interviewed describe the same scenario. One boy, 13 years old, reported being enticed into a UN car with the offer of cash and then abused before being dumped without any payment. Similar verbal testimonies have been gathered by non-governmental organisations (NGOs) and rights groups in the region. But there are no medical reports confirming that the children have been abused. The limited local medical services and the children's poverty and fear are thought to explain why doctors have not been involved.
The British regional co-ordinator for UNMIS, James Ellery, has refuted the claims, arguing that there is no substantiating evidence.
"I will refute all claims made on this issue," he said in an interview last May. "We investigated all allegations made and no evidence was forthcoming. None of these claims can be substantiated. This is the most backward country in Africa and there are lots of misunderstandings as to the UN's role. Over 90 per cent of people here are illiterate and rumours therefore spread very quickly."
Mr Ellery insisted that his organisation was following correct codes of conduct.
"We provide regular briefings on the UN code of conduct. Nobody employed by the UN is meant to have sexual contact at all with any local person," he said. He did, however, appear to acknowledge that the organisation might not be able to ensure that all its staff behave according to standards.
"We are applying a standard of morality that is very, very high but we cannot expect that soldiers when they go abroad are going to behave themselves as we think they should.
"There are a wide range of countries being represented in the UN forces and among these there is always going to be a bad apple."
The Daily Telegraph has learned that a number of complaints have been made about the behaviour of some UN personnel stationed in Juba. Yet those accused have not been tracked down nor has there been any attempt by the UN or local officials to interview those making the accusations.
The fledging government of southern Sudan is believed to be too concerned to maintain good relations with the UN to challenge the organisation. An unfinished copy of the internal Unicef report, seen by The Daily Telegraph, shows that the UN has been aware of the problem for more than a year.
"Evidence suggests that UNMIS staff may already be involved in sexual exploitation," the report says. "UN cars have been staying into the early hours of the morning, as late as 6am, at a restaurant/disco called Kololo in Juba … adult informants reported seeing a UNMIS car stop along a main road in Juba to pick up three young girls."
A preliminary report for a leading NGO in the region backed up these allegations, although the NGO was unwilling to be named for political reasons.
The report stated: "According to Kennedy Tombe, 23, a shoe shiner in Kony Konyo Market, the issue of young girls being picked up by UNMIS cars during late hours in Juba is common. One time, he stated, he was chatting with friends of his own in Kosti area near Konyo Konyo Market – they saw a UNMIS vehicle drop three girls off.
"One girl, Jackline Keji, was 18, the other two were 13 and 16. Keji, who was obviously frightened, said that they had spent the night with an UNMIS official. She said that they had sex with that UNMIS official."

Juba's county court judge, Ali Said, said that the region had seen an increase in child prostitution since the UN arrived.
''The majority of people working for the UN and NGOs are men and need to be entertained. But no cases have come to court," he said
180 UN peacekeepers face disciplinary action for sexual abuseUNITED NATIONS (AP) - Nearly 180 soldiers, civilians and police in UN peacekeeping missions have been targeted for disciplinary action since the beginning of 2004 for sexual abuse and exploitation and the problem persists, a UN spokesman said Thursday.
Despite the UN's "zero tolerance," Stephane Dujarric said, "acts of sexual exploitation and abuse by UN peacekeeping personnel continue to occur."
"Sexual exploitation and abuse by UN personnel is unacceptable," he said.
"Over the past two years, it's been clear that we have redoubled our efforts...to prevent these acts from happening, to discipline those who are responsible and to bring assistance to the victims. But we obviously have a ways to go."
Since January 2004, Dujarric said, the UN has investigated 319 peacekeeping personnel in all UN missions.
"These resulted in the summary dismissal of 18 civilians and the repatriation on disciplinary grounds of 17 police and 144 military personnel," he said.
Dujarric explained about 80 per cent of some 100,000 people who serve in peacekeeping operations cannot be disciplined by the UN system.
"They belong to the various troop-contributing countries and we rely on those countries to discipline their personnel," he said.
"We obviously are working very hard with the troop-contributing countries to try to make sure that there is follow-up, that people who are sent home are disciplined."
The UN Peacekeeping Department's conduct and discipline team reported since it was established in November 2005, its list of peacekeepers repatriated on disciplinary grounds for sexual exploitation and abuse includes 12 peacekeepers from Nepal, seven from Uruguay, four from Nigeria, four from Senegal, two from Benin, two from Ethiopia, two from Togo and one each from France, Ghana, India, Niger and South Africa.
Dujarric was responding to a BBC investigation that said children have been subjected to rape and prostitution by UN peacekeepers in Haiti and Liberia. The BBC said girls told of regular encounters with soldiers where sex was demanded in return for food or money.
He said the specific case mentioned in Haiti took place in November 2004 and the allegations were not upheld by two UN investigations. The incident in Liberia was reported to have taken place Nov. 15 but he said the UN Mission in Liberia had received no report in the last two months of any cases involving minors.
Nonetheless, Dujarric said, the problem does persist and "one case is one case too many."
The UN peacekeeping department instituted the new policy last year following an investigation that found peacekeepers in Congo had sex with Congolese women and girls, usually in exchange for food or small sums of money.
Cases of sexual abuse have also been reported in other peacekeeping missions from Bosnia and Kosovo to Cambodia, East Timor and West Africa.

SAN FRANCISCO — A federal raid against the owner of an escort service that catered to clients in the Washington area for more than a decade set the Capital buzzing yesterday, though a suggestion that the service was targeted as part of an investigation into congressional influence-peddling seems to be without foundation.
A document-sleuthing Web site, thesmokinggun.com, reported that, last week, federal agents seized bank accounts and searched the California home of Deborah Jeane Palfrey, who operated an escort service known as Pamela Martin & Associates. An IRS investigator said the business was a front for prostitution.
The site said Palfrey said in an interview that the raid might have been triggered by "some Duke Cunningham-type bigwig client that got up in something."
Cunningham is a former California Congressman who was sentenced in March to more than eight years in prison in connection with a bribery scheme.
A prostitution tie to that probe is plausible in light of previous reports that one of the defense contractors who bribed Cunningham, Mitchell Wade, hired prostitutes as part of efforts to entertain lawmakers, CIA officials, and others at hotel suites in Washington.
Court records obtained yesterday by The New York Sun show that one of the items agents reported seizing from Palfrey's Vallejo, Calif., home was a "binder of notes on men for escort service." Also seized were appointment books, identification records for women, and maps of the Washington metropolitan area.
Palfrey, who has a prior prostitution-related conviction in California, told the Sun yesterday that she usually kept no record of the identity of the male clients of her service and that she had no idea whether Cunningham was among them. "He could have been. I don't know," she said.
She also said she had no knowledge of a limousine firm reportedly linked to the alleged prostitution.
Palfrey said the possibility that Cunningham was involved in her troubles was first raised by the Smoking Gun reporter.
She said she suspected that something or someone drew the federal government's interest to her escort operation but that she had no inkling about who or what that was.
"It's got to be something a whole lot bigger than me," she said. "This was a benign agency that operated discreetly and quietly for many, many, many years."
A spokesman for the U.S. Attorney's office in Washington, Channing Phillips, said he believed the raid against Palfrey was the product of a task force investigating escort services in the capital. He said he was unaware of any tie-in to corruption inquiries.
"I don't know where they're getting that from," Mr. Phillips said.
Several defense lawyers involved in the Cunningham probe also said they knew of no link.
Palfrey acknowledged running the Capital-area escort business from her home across the country, but she denied knowing that the escorts provided sex. "The thing they talk about that's not true is that they would go have sex with the client," she said.
Palfrey said the seized binder about male clients dealt with individuals she blacklisted because of their behavior.
She said she stopped maintaining that list years ago. "I don't keep any information," she said.
Both the Gun and the Sun reached Palfrey in Germany, where she said she was on a "quote-unquote-legitimate" business trip relating to a home furnishing business she runs. She said she had no inkling she was under investigation until she got a call from an alarm service last Wednesday when federal agents executed the search warrant at her home. Palfrey said an investigator told her lawyer that no criminal charges have been filed in the case.

The rumors about another top GOP member of the House being involved in sexual encounters with young "men for hire" are confirmed to WMR by well-placed sources in Washington's gay community. The member in question is House Speaker Dennis Hastert, whose "alternate" life style is the primary reason for him and his staff covering up the scandal involving ex-Florida GOP Rep. Mark Foley and his lewd messages sent to underage male congressional pages. Hastert's penchant to receive anal sex is well-known to our sources in DC's gay community. Additionally, Hastert's reported extremely small penis is the subject of many jokes among Washington's gay circles.

WMR reported on old charges that swirled around Hastert when he was a high school wrestling coach at Yorkville High School in Yorkville, Illinois. Hastert decided to enter politics in 1980 after rumors surfaced about inappropriate contact with male high school students.
In July, Hastert was hospitalized at Bethesda Naval Hospital for cellulitis, a bacterial skin infection. In the Feb. 7, 2003 issue of AIDS Treatment News, doctors reported that they saw "a large increase in aggressive, antibiotic-resistant 'staph' (Staphylococcus aureus) skin infections in gay men in some areas -- and a separate epidemic in certain prisons. Symptoms include boils or blisters; treatment can be difficult, and sometimes requires hospitalization. One HIV doctor in Los Angeles who used to see about one case a year is now seeing two a week. In the past this infection occurred mainly in hospitals." The reports of serious skin infections among gay men was also reported in the Los Angeles Times on Jan. 27, 2003.
WMR has also learned that Republicans will soon mount an effort to discredit a senior House Democratic member with a sex scandal of a rather different nature. The member is aware of the plans and is circling the political wagons if the GOP launches their expected attack.

Feds target escort service in money launder, prostitution probe

A two-year probe by Internal Revenue Service and Unites States Postal Inspection Service agents has targeted the Pamela Martin & Associates escort service and its owner, Deborah Jeane Palfrey (picture at right). In coordinated actions last week, agents searched the 50-year-old Palfrey's northern California home and froze nearly $500,000 in assorted bank and stock trading accounts. A copy of the seizure affidavit, sworn out by IRS Agent Troy Burrus and filed in U.S. District Court, can be found below. According to investigators, Palfrey charged clients about $300 per session and split the take with her stable of prostitutes, who were encouraged to "work at least three nights a week." Palfrey, who started Pamela Martin & Associates in 1993, was previously convicted of running a California prostitution business and served 18 months in prison. In a TSG interview Monday, Palfrey admitted operating an escort firm, but claimed that her workers did not engage in "illegal sexual activities." There are "a lot of erotic activities that one can do without participating in things that are illegal," she claimed. Investigators contend that after Palfrey hires a prostitute, she sends the woman to a "screening" appointment where she is required to have sex "without payment" so as to ensure that the prospective hooker is not a law enforcement officer. Palfrey, who spoke to TSG from Germany, said that agents raiding her home would have found nothing since she did not keep computerized records and regularly shredded documents. Asked about the nature of her clientele, Palfrey called the identity of her johns a "salacious detail" of which she was unaware. "I never kept records," she claimed. "I protected the client's confidentiality...they trusted me." But Palfrey did speculate that she may have come to the attention of federal agents because her operation had somehow intersected with a more high profile case, like that of convicted ex-congressman Randy "Duke" Cunningham. Investigators are reportedly examining charges that a defense contractor provided hookers to Cunningham as part of an influence-peddling scheme. Palfrey did not claim a nexis between her escort service and Cunningham, but invoked the disgraced pol's name while saying that she would wager that the basis for the federal probe of her business "had solely to do with some Duke Cunningham-type bigwig client that got caught up in something and started to say, 'Do you know this?' and 'Do you know that?' And that he might have been able to lead them to somebody." Palfrey, who said she started her service in D.C. because "it's a very liberal, sophisticated, cosmopolitan area," advertised her company as featuring women "23 and older, with two or more years of college education, who either work and/or go to school in the daytime." Palfrey told TSG that she shuttered her escort business in mid-August because her female employees were "driving me crazy. They were a pain in the ass to deal with." She added, "It was just time to start a different life and do different things, move on."

A British documentary claimed that Pope Benedict XVI was implicated in the systematic cover-up of child sex abuse allegations against Catholic priests.
Before becoming head of the church, the then cardinal Joseph Ratzinger enforced church doctrinal orthodoxy, including a "secret Vatican decree which seemed to shelter the perpetrators and silence the victims of abuse", the Panorama programme said.
This was the 1962 document Crimen Sollicitationis, which told top churchmen how to deal with priests who "solicit or provoke the penitent toward impure and obscene matters", according to a translation from Latin on the BBC website.
It imposed an oath of secrecy on victims, witnesses and those probing abuse claims and said that anyone breaking this would be excommunicated, the BBC said.
Father Tom Doyle, a canon solicitor reportedly sacked by the Vatican after criticising its handling of child abuse claims, told the BBC that Crimen was "an explicit written policy to cover up cases of child sexual abuse by the clergy, to punish those who would call attention to these crimes by the churchmen."
But the programme's claims have provoked a furious response from the Catholic Church in Britain.
The Archbishop of Birmingham, in central England, the Most Reverend Vincent Nichols, told Britain's Press Association news agency that it used Vatican documents "quite misleadingly in order to connect the horrors of child abuse to the person of the pope."
Speaking on behalf of bishops in England and Wales, he accused the BBC of "a deeply prejudiced attack on a revered world religious leader".
And he added that the Catholic Church in England and Wales was working to protect children with transparency and care.
Ratzinger clarified church law on the issue in 2001 and Panorama reported that he had ordered that the Vatican must have "exclusive competence" for child abuse cases.
"It's all controlled by the Vatican and at the top of the Vatican is the pope so Joseph Ratzinger was in the middle of this for most of the years that Crimen was enforced," Doyle added.
The pope could "tomorrow" order that the church take strong action against those accused of child sex scandals and co-operate with legal proceedings.
The Catholic Church told the Press Association that the second, 2001 document does not hinder investigations of child abuse allegations and that Crimen is not directly linked to child abuse but deals with the misuse of the confessional.
Cardinal Cormac Murphy-O'Connor, the Archbishop of Westminster, central London, and spiritual leader of Catholics in England and Wales, has written to Mark Thompson, the BBC's director-general, to protest about the programme.
The BBC said it was standing by it and would respond to the letter when they received it.
The programme was presented by Colm O'Gorman, who was abused by a priest as a boy and is now director of One In Four, an Irish charity which supports people who have been sexually abused.
"What gets me is it's the same story every time and every place.
"Bishops appoint priests that they know have abused children in the past to new parishes and new communities and more abuse happens," he said on the programme.
The show also claimed to have found seven priests facing child abuse investigations living in and around Vatican City.
Panorama told its viewers that the Vatican had failed to respond to requests for interview.

"What we have just seen is only the tip of the iceberg," Cacho told IPS, after the local media aired Tuesday recordings of telephone conversations between two prominent politicians and a hotel owner now in prison, and a wealthy local businessman.
The number of Mexican politicians and businessmen involved in child pornography and sex rings "would shock us if we knew the real extent of the phenomenon," said Cacho.
In one of the illegally taped conversations broadcast Tuesday, which apparently date back to 2004, the governor of the state of Veracruz, Fidel Herrera of the Institutional Revolutionary Party (PRI), and Emilio Gamboa, head of the party's bloc in the lower house of Congress, can be heard talking on friendly terms with textile mogul Kamel Nacif.
Nacif, a Mexican of Lebanese origin, who in the obscenity-laced conversation can be heard asking Gamboa to block a gambling bill to be debated by Congress, is suing Cacho for libel.
In her 2004 book "Los demonios del Edén" (The Demons of Eden), Cacho -- who is a journalist and writer as well as the director of a women's shelter in Cancún -- links Nacif with Jean Succar, a Lebanese-born hotel owner who is in prison facing charges of arranging paedophile parties in that Mexican resort town.
In another of the anonymously recorded conservations leaked to the press and broadcast Tuesday, Nacif can be heard talking with Succar.
Succar, under arrest in Mexico since July, after he was extradited from the United States, can be heard asking Nacif for a seven million dollar loan to purchase a hotel in Cancún, to which Nacif responds in the affirmative.
Later, the two exchange information on "the girl from Miami," who they refer to as "putita" (little whore), and who they say they have paid 2,000 dollars. Succar asks Nacif when it would be best to bring the girl to Cancún, and the latter responds that "next week, you son of a b***h, but you bring her to fornicate."
In Cacho's book, Succar is identified as the head of a ring of adults who subjected underage girls to sexual abuse in Cancún, in which Nacif allegedly took part.
Succar was arrested in February 2004 in the United States on child abuse charges and was extradited to Mexico in July, where he also faces charges for money laundering and organised crime.
"Los demonios del Edén" contains the personal accounts of minors who talk about the sexual abuse they suffered at the hands of a ring in which prominent figures were allegedly involved. The youngsters describe how the hotel owner sexually abused them himself, set up a prostitution ring to allow others to abuse them, and photographed them in order to sell the pornographic images on the Internet.
A 2004 study by researcher Elena Azaola, which estimated that some 17,000 children under the age of 18 are victims of the sex trade in Mexico, is also based on interviews with minors who managed to escape, as well as visits to establishments where underage girls and boys are forced to work as prostitutes.
The two PRI politicians, Herrera and Gamboa, denied having any illegal ties with Nacif, and said they did not even know Succar. From their point of view, the airing of the tapped phone conversations was a low political blow aimed at their party.
The PRI, which ruled Mexico from 1929 to 2000, came in third in the Jul. 2 presidential and legislative elections.
Gamboa is one of the lawmakers who have approached Felipe Calderón of the conservative governing National Action Party (PAN) over the last few days, since he was confirmed as president-elect by the electoral court.
Javier González, a leader of the leftist Democratic Revolution Party (PRD) legislators, said the leaked conversations between Nacif and the PRI politicians showed that the political system "is rotten."
The PRD argues that its candidate, Andrés López Obrador, lost the elections to Calderón because of fraud.
Cacho agrees that corruption is rife. "Many businessmen like Nacif have amassed huge fortunes in exchange for dark favours to politicians."
So far, no direct link between politicians or prominent businessmen and child porn or sex rings has been proven. But there are suspicions, which are fuelled by Nacif and his web of contacts.
Cacho, who has been under police protection since last year, when she began to receive death threats, was referred to in earlier leaked conversations, between Nacif and Mario Marín, governor of the state of Puebla, near the capital.
In the tapped conversations, Marín, a member of the PRI, can be heard telling Nacif that "I just gave a bump on the head to that old witch."
The two men also discussed how they had the activist arrested and thrown into a cell with "nutcases and dykes (lesbians)," so that she would be raped -- something that did not occur, because in the prison, "the prisoners themselves and the guards protected me," the writer said in an earlier conversation with IPS.
The tapes, which were sent to the press anonymously and broadcast in February, were apparently recorded in December 2005, after Cacho was thrown into jail for 30 hours, after a grueling 20-hour drive from her home in Cancún to Puebla.
The activist was arrested in connection with the libel suit brought against her by Nacif.
But when the news of her arrest broke, the rights watchdog Amnesty International, the World Organisation Against Torture, the Inter-American Press Association and other international groups raised an outcry, and Cacho was released on bail.
After the scandal triggered by the leaked phone conversations in February, in which the governor of Puebla and Nacif -- who owns factories in that state -- are heard discussing actions to teach Cacho a lesson, the Supreme Court initiated an investigation to determine whether or not Marín had engaged in criminal activity. Dutch Court OKs 'Pedophile' Political Party

THE HAGUE, Netherlands (AP) -- A Dutch court refused Monday to ban a political party whose main goal is to lower the age of sexual consent from 16 to 12. The judge said it was the voters' right to judge the appeal of political parties.
The party has only three known members, one of whom was convicted of molesting an 11-year-old boy in 1987. Widely dubbed the "pedophile" party, it is unlikely ever to win a seat in parliament. The group would need around 60,000 votes, and pollsters estimate it would get fewer than 1,000.
Opponents had asked The Hague District Court to bar the party from registering for national elections in November, arguing that children have the right not to be confronted with the party's platform.
"Freedom of expression, freedom ... of association, including the freedom to set up a political party, can be seen as the basis for a democratic society," Judge H. Hofhuis said in his ruling.
"These freedoms give citizens the opportunity to, for example, use a political party to appeal for change to the constitution, law, or policy."
He noted that the PNVD party, the Dutch abbreviation of Brotherly Love, Freedom and Diversity, had not committed a crime, but was calling for a change in the law.
"It is the right of the voter to judge the appeal of political parties," he said.
The party sparked outrage when it proclaimed its existence in late May, but prosecutors declined to prosecute its members as a threat to public order.
"We expected this result," said party treasurer Ad van den Berg, 62. "We are not doing anything illegal so there is no reason to ban us."
Van den Berg was fined and given a suspended prison sentence for molesting an 11-year-old boy in 1987. After his background became known last month, he was chased from the trailer park where he lived in the city of Oostvoorne.
Anke de Wijn, an attorney representing the party's opponents, said the group was abusing Dutch tolerance.
"Victims feel hurt by the wish of pedophiles to make their desires known in public," De Wijn said. "There are few limitations on free speech, and that's good, but this group is making misuse of the privilege, to provoke."
The PNVD's known members were a president, a secretary and a treasurer, as required under Dutch law. In order to stand in elections scheduled for Nov. 22, it will have to submit a list of candidates and the signatures of at least 30 supporters to get on the ballot in any one of the country's 19 voting districts.
Ireen van Engelen of the Solace Foundation, which researches pedophilia, said the party likely would fail to register for the elections because pedophiles seek anonymity.
"They will never want to connect their name to the party and without the signatures they can't go in the elections," she said.

"Dutch Scum" pedophiles are launching a political party to push for a cut in the legal age for sexual relations to 12 from 16 and the legalization of child pornography and sex with animals, sparking widespread outrage. The Charity, Freedom and Diversity (NVD) party said on its Web site it would be officially registered Wednesday, proclaiming: "We are going to shake The Hague awake!"
The party said it wanted to cut the legal age for sexual relations to 12 and eventually scrap the limit altogether. "A ban just makes children curious," Ad van den Berg, one of the party's founders, told the Algemeen Dagblad (AD) newspaper. "We want to make pedophilia the subject of discussion," he said, adding the subject had been a taboo since the 1996 Marc Dutroux child abuse scandal in neighboring Belgium.
"We want to get into parliament so we have a voice. Other politicians only talk about us in a negative sense, as if we were criminals," Van den Berg told Reuters. The Netherlands, which already has liberal policies on soft drugs, prostitution and gay marriage, was shocked by the plan. An opinion poll published Tuesday showed that 82 percent wanted the government to do something to stop the new party, while 67 percent said promoting pedophilia should be illegal.
"They make out as if they want more rights for children. But their position that children should be allowed sexual contact from age 12 is of course just in their own interest," anti-pedophile campaigner Ireen van Engelen told the AD daily. Right-wing lawmaker Geert Wilders said he had asked the government to investigate whether a party with such "sick ideas" could really be established, ANP news agency reported. Kees van deer Staaij, a member of the Christian SGP party, also demanded action: "Pedophilia and child pornography should be taboo in every constitutional state. Breaking that will just create more victims and more serious ones."
The party wants private possession of child pornography to be allowed although it supports the ban on the trade of such materials. It also supports allowing pornography to be broadcast on daytime television, with only violent pornography limited to the late evening. Toddlers should be given sex education and youths aged 16 and up should be allowed to appear in pornographic films and prostitute themselves. Sex with animals should be allowed although abuse of animals should remain illegal, the NVD said.
The party also said everybody should be allowed to go naked in public and promotes legalizing all soft and hard drugs and free train travel for all.
40,000 women 'sex trafficked' for World Cup
German government supports import of mostly poor from Central, Eastern Europe

In response to reports that 40,000 young women will be brought to Germany from Central and Eastern Europe to "sexually service" men attending the World Cup soccer championship next month, a Catholic group warns that many are desperately poor and will be "sex trafficked" against their will.
The Catholic Family and Human Rights Institute, or C-FAM, has launched a "Stop World Cup Prostitution" campaign on its website.
An estimated 3 million soccer fans – mostly men – are expected to descend on 12 German cities for the quadrennial sports event June 9 to July 9. Prostitution in legal in Germany.
Most of the women are told "they are going to be models, waitresses or some other harmless occupation," says C-FAM. "Many will be brutally assaulted by intoxicated fans."
The group comments: "Whatever their circumstances, each and every one of these young women is someone's daughter, a child of God and deserves our protection! They do not deserve to be exploited and sentenced to a life of misery to satisfy the sexual appetites of soccer fans."
What "makes this crime particularly appalling," adds C-FAM, "is the open support it is receiving from the German government. The same government that likes to lecture America on morality!"
The Catholic group is far from alone in its condemnation of the mass prostitution campaign. Before German Chancellor Angela Merkel's visit to the White House earlier this Month, U.S. Rep. Chris Smith, R.-N.J., said: "It is an outrage that the German government is currently facilitating prostitution and we believe women who will be exploited will be treated as commodities."
According to the Christian Science Monitor, Brunhilde Raiser, director of the National Council of German Womens' Organizations, said: "Forced prostitution has yet to become a public issue of concern as a severe violation of human and women's rights. Our goal is to bring it as far up the political agenda as possible."
Even Sweden's "equality ombudsman," Claes Borgström, has reportedly called for a boycott of the World Cup by the Swedish team to highlight the problem.
Because the German red light districts are too small to accommodate the soccer fans, the country's sex industry has built a massive prostitution complex, including a "mega-brothel" in Berlin, next to the main World Cup venue, that can accommodate 650 male clients.
Wooden "sex huts" or "performance boxes" have been built in fenced-in areas the size of a football field, with condoms, showers and parking and a special focus on protecting the customers' anonymity.
Some sources estimate that as many as 30 percent of the soccer fans will visit prostitutes at least once.
The Catholic group is collecting names on a petition to be delivered to the German missions to the U.N. and European Parliament, German Embassy in the U.S., members of the German Parliament and the governing body of the World Cup.
In December, the U.S. Senate overwhelmingly passed a bill that strengthens the nation's current human trafficking law and authorizes new funds for investigation and prosecution of domestic trafficking within the United States.
Each year, an estimated 600,000 to 800,000 people are trafficked across international borders, and millions more are trafficked internally. Worldwide, more than 3,000 traffickers were convicted last year.
A report issued in 2004 estimated 10,000 people in the United States are being forced to work against their will under threat of violence. Researchers found that almost half of forced laborers are in prostitution or the sex industry, close to a third are domestic workers, and one in 10 works in agriculture.
Vatican disciplines Legionaries' founder after sex abuse investigation

VATICAN CITY (AP) - Pope Benedict disciplined the founder of the conservative Legionaries of Christ, a favourite of Pope John Paul who for decades has been dogged by sexual abuse allegations - effectively making the elderly prelate a priest in name only.
In its announcement Friday the Vatican did not say whether it had determined if the accusations against the 86-year-old Mexican priest, Reverend Marcial Maciel, were true. But canon law experts said the Vatican would not have imposed such a severe penalty unless it found at least some validity to the complaints.
The Vatican said its Congregation for the Doctrine of the Faith had "invited the priest to a reserved life of prayer and penance, renouncing every public ministry," - meaning he cannot celebrate mass or other sacraments in public.
Maciel is the most prominent Catholic Church official to be disciplined by the Vatican for alleged involvement in child sexual abuse. In addition, it marks the first major abuse penalty approved by Benedict since he became pope last year, and shows he is not afraid pursuing prelates who enjoyed particular favour with Pope John Paul.
Since 1998, the Congregation for the Doctrine of the Faith, which Benedict headed before he became pope, has been investigating allegations by former seminarians that Maciel sexually abused them.
Initially, nine former seminarians said Maciel had abused them when they were young boys or teenagers in Roman Catholic seminaries in Spain and Italy in the 1940s-1960s. Later, others came forward.
Maciel and the Legionaries strongly denied the allegations. On Friday, the Legionaries said in a statement that Maciel, while declaring himself innocent, accepted the Vatican decision "with faith, complete serenity and tranquillity of conscience." The prelate's whereabouts were unknown.
Saul Barrales, 74, one of the original nine accusers, praised the Vatican's action.
"Pope John Paul II supported him, but I think he was deceived or he wasn't totally informed of the truth. But the present Pope is doing the right thing. . . . He (Maciel) did so much damage to so many people," Barrales said from Mexico City.
In a statement, the Vatican said it had investigated all the allegations against Maciel but had decided against proceeding with a full-fledged church trial, or "canonical process" against him, because of his age and ill health.
Reverend John Coughlin, professor of canon law at the University of Notre Dame Law School, said such a penalty was common for elderly clerical abusers. Although Maciel was not removed from the priesthood, Coughlin said the Vatican sanction was still a "very serious penalty."
"The Vatican wouldn't have taken this action if they thought he was totally innocent," Coughlin said.
The Legionaries of Christ, which Maciel founded in 1941 in Mexico City, is one of the fastest-growing religious orders in the Catholic Church with more than 600 priests and 2,500 seminarians in 20 countries in North and South America, Europe and Australia.
It was well-regarded by John Paul in particular because of its conservative views, loyalty to church teaching and because it has been so successful in recruiting.

UN peacekeepers and humanitarian staff are having sex with Liberian girls as young as 8-years-old in the very camps where their families have sought protection, according to a new report by Save the Children UK. Along with UN peacekeepers, the report says that camp officials, humanitarian staff, government employees and even teachers are involved in the sex trade with young Liberian girls.
Men often trade inexpensive items such as beans, bulgur wheat or even rides in their UN vehicles for sex with the young girls. The reports says the abuse is very widespread and that it occurs in every contingent in the country where peacekeepers are stationed. Some of these humanitarian workers are in Liberia to provide the local population with HIV and AIDS awareness training yet the report says that the very agencies involved in this training are also involved in the sex trade.
The report calls on the UN Secretariat to identify why the zero tolerance policy has not been enforced. "Men who use position of power to take advantage of vulnerable children must be reported and fired," said Jasmine Whitbread, UK Chief of Save the Children.
The UN issued a response to the report saying, "The United Nations in Liberia is committed to prevent, identify and sanction the abhorrent practice of sexual abuse and exploitation in full compliance with the Secretary-General's Bulletin "Special measures for protection from sexual exploitation and sexual abuse" and its policy of zero tolerance."
The UN said that since the beginning of the year, eight sexual abuse and exploitation cases involving UN personnel in Liberia have been reported to the internal UN office in charge of investigating all cases of serious misconduct. One of those cases has been substantiated, and the staff member was immediately suspended.

Bush administration appointees have been keeping Maryland police particularly busy. A few weeks after White House domestic policy adviser Claude Allen was arrested for shoplifting from Target and Hecht's stores, Department of Homeland Security Brian Doyle, who worked overtime to justify his department's sky marshals' shooting an unarmed mentally disturbed airline passenger in the back at Miami International Airport, was arrested at his Silver Spring home on 23 counts relating to the solicitation of sex from an undercover Polk County, Florida detective posing as a 14-year old girl. In one of the photographs of himself that Doyle sent to the detective, his Department of Homeland Security security badge lanyard is clearly visible. Doyle also revealed to the detective that he worked at Homeland Security and provided his official office and cell phone numbers to her.
The news about Doyle broke after Clifton Bennett, the 19-year old son of Arizona's GOP Senate President Ken Bennett, was charged with sodomizing 18 boys who were between the ages of 11 and 14 at an Arizona youth camp. Bennett and a friend were charged with sodomizing the youths with broom sticks and flashlights. WMR has previously reported that similar abuse of underage teens at Abu Ghraib was videotaped and the tapes were made available to senior White House staff for "entertainment" purposes. The Taguba Report mentions that prisoners at Abu Ghraib were sodomized by glow sticks.

MIAMI The deputy press secretary for the U.S. Department of Homeland Security was arrested Tuesday for using the Internet to seduce what he thought was a teenage girl, authorities said.
Brian J. Doyle, 55, was arrested in Maryland where he lives on charges of use of a computer to seduce a child and transmission of harmful material to a minor. The charges were issued out of Polk County, Fla.
Doyle, of Silver Spring, Md., had a sexually explicit conversation with what he believed was a 14-year-old girl whose profile he saw on the Internet on March 14, the Polk County Sheriff's Office said in a statement.
The girl was an undercover Polk County Sheriff's Computer Crimes detective, the sheriff's office said.
Doyle sent the girl pornographic movie clips and had sexually explicit conversations via the Internet, the statement said.
During other online conversations, Doyle revealed his name, that he worked for the Homeland Security Department and offered his office and government issued cell phone numbers, the sheriff's office said.
Doyle also sent photos of himself to the girl, but authorities said they were not sexually explicit.
On several occasions, Doyle instructed her to perform a sexual act while thinking of him and described explicit activities he wanted to have with her, investigators said.
Doyle later had a telephone conversation with an undercover deputy posing as the teenager and encouraged her to purchase a web camera to send graphic images of herself to him, the sheriff's office said.
He was booked into Maryland's Montgomery County jail where he was waiting to be extradited to Florida, the sheriff's office said.
Doyle could not be reached by phone at the jail for comment.
Homeland Security press secretary Russ Knocke in Washington said he could not comment on the details of the investigation. "We take these allegations very seriously, and we will cooperate fully with the ongoing investigation," Knocke said.
Doyle, who is the fourth-ranking official in the department's public affairs office, was expected to be placed on administrative leave Wednesday morning.

His IP number was quickly tracked to NASA and his home computer. Investigators contacted NASA, which used Web ConText to monitor Robinson's web use. OTTAWA -- Canada is an "international embarrassment" when it comes to combatting modern-day sexual slavery, a damning new report finds. The study on human trafficking by the Future Group, a non-governmental organization, gives Canada an F for its "abysmal" record. The only other country to flunk was the U.K., which received a D.
"Canada's record of dealing with trafficking victims is an international embarrassment and contrary to best practices," the report concludes. "Canada has ignored calls for reform and continues to re-traumatize trafficking victims, with few exceptions, by subjecting them to routine deportation and fails to provide even basic support services."
The report's main author, Benjamin Perrin, said victims of trafficking are often left in "legal limbo" after they're rescued and left without medical, psychological or counselling support.
"People have been threatened and told that if they co-operate with law enforcement their families back home will be killed," he said.
"What Canada has typically done is detain these victims without medical care, then deport them. It's a practice that we've seen in some authoritarian and despotic countries and it has no place in a civilized, just society."
'PASSING THE BUCK'
The report also blasts three former Liberal cabinet ministers -- Irwin Cotler, Joe Volpe and Pierre Pettigrew -- for "passing the buck" to each other during the course of the study.
Conservative Citizenship and Immigration Minister Monte Solberg was disturbed by the report's findings and instructed his officials to provide options to address shortcomings.
"It's very damning, and if there are obvious legislative or regulatory fixes that need to be done, those have to become priorities, given especially that we're talking about very vulnerable people," he said.
"Children in many cases or people who have been coerced into prostitution -- we have to take every possible step to ensure the exploitation doesn't continue on because they aren't adequately protected in Canadian law."
Cotler, a former justice minister, said tackling human trafficking was an issue of personal importance and said one of the final acts of the last Parliament was to enact measures to protect victims and prosecute perpetrators.
"I think the record we initiated was one that now has to be implemented, but I think during the short time we were in government, if you'll compare it with any other comparable period, I think more was said and done on human trafficking than in any other time."

TORONTO (CP) - A long-awaited public inquiry that will examine how the justice system responded to allegations that doctors, lawyers and priests sexually abused children in an eastern Ontario city over the course of a half-century begins Monday.
The independent commission will probe the actions of Cornwall police, the Ontario Provincial Police, the Ontario government and the Children's Aid Society among others during and after the alleged abuse, but won't draw any conclusions about criminal liability.
The scope of the inquiry is vast. A team of lawyers has already begun the process of sifting through more than 150,000 pages of documents. Experts on sexual abuse, child welfare response and police protocol will testify over the first few weeks of the inquiry, tentatively scheduled to span a year, to set a framework for the issues at stake.
It's hoped the inquiry will eventually lift the cloud of scandal that has for years plagued Cornwall, a blue-collar city, about a 90-minute drive southeast of Ottawa.
Lead commission counsel Peter Engelmann hopes it will also allow for the "healing and closure" of the alleged victims, the alleged perpetrators and the community at large.
"There has been at least a feeling in this community, and I'm sure in other communities, that the issue hasn't been fully and promptly addressed," Engelmann said.
Sordid tales have spread of a purported underground clan of pedophiles that existed since the late 1950s and allegedly involved prominent members of the region's Roman Catholic clergy.
Police laid 114 charges against 15 high-profile men in the 1990s under an investigation dubbed Project Truth, including a doctor, a lawyer, a bus driver, an organist and three Roman Catholic priests. But only one person, unconnected to the alleged sex ring, was ultimately convicted of sex offences.
Two other accused committed suicide and the last case was thrown out after a judge ruled it took too long to go to trial.
In concluding their investigation, officers said they found no evidence that a pedophile ring operated in the city of 50,000.
The shocking accusations of abuse and a subsequent police coverup began in 1992, after a 35-year-old former altar boy came forward saying he had been sexually abused by two priests in the late 1960s.
The Alexandria-Cornwall Roman Catholic Diocese agreed to pay him $32,000 in exchange for a vow of silence. The man then refused to co-operate with police and the investigation was dropped.
But Cornwall police Const. Perry Dunlop later leaked the information to the Children Aid's Society, which made it public and led more victims to come forward.
Dunlop, who resigned from the force in June 2000, was charged with illegally leaking a police document but later exonerated.
In the months following his resignation, Dunlop said he felt "abandoned" by his colleagues.
Some in the community have already lost their confidence in the inquiry.
In June, a lawyer for alleged abuse victims Ron and George Glaude said they were distant cousins of Justice Normand Glaude, who has been appointed to lead the inquiry.
Ontario Attorney General Michael Bryant said Glaude, a Sudbury, Ont., resident, is not in a conflict of interest since he has no direct ties to Cornwall or to Project Truth.
U.S. army investigates 82nd Airborne members on gay porn website
RALEIGH, N.C. (AP) - U.S. army officials are investigating allegations members of the celebrated 82nd Airborne Division appear on a gay pornography website, a spokeswoman said Friday. Authorities at Fort Bragg, N.C., have begun an inquiry into whether the paratroopers' actions violated the military conduct code. Division spokeswoman Maj. Amy Hannah declined to say how many paratroopers are involved or identify their unit within the division. A defence official, speaking on condition of anonymity, said up to seven soldiers are involved.
Hannah said soldiers questioned will be allowed to seek legal assistance but she declined to say if any one had been charged. "Once the investigation is complete, the chain of command will take appropriate action," Hannah said.
The military-themed website does not appear to make any direct reference to the 82nd Airborne or Fort Bragg. The registered owner of the website's domain name lists an address in Fayetteville, N.C., the city that adjoins Fort Bragg. E-mails to the registered owner were returned Friday as undeliverable and the phone number listed on the domain-name registration is no longer in service.
The website includes a disclaimer, asking users to agree they are not agents of the U.S. government, Department of Defence, members of law enforcement or reporters. Martha Rudd, an army spokeswoman at the Pentagon, said soldiers accused of homosexual activity might be removed from their units, although she did not have specific information about the investigation of the 82nd. When asked if the soldiers involved had been moved out of barracks, Hannah declined comment.
"We are concerned about the privacy and rights of each trooper involved and that they are treated with dignity and respect," Hannah said. Maj. Todd Vician, a Defence Department spokesman in Washington, said the military's "don't ask, don't tell" policy states: "Homosexual orientation alone is not a bar to service but homosexual conduct is incompatible with military service."
"We define homosexual conduct as homosexual acts or verbal or non-verbal communication that a member is homosexual," Vician said. The 82nd Airborne is one of the most-celebrated units in the military. Its 15,000 troops are trained to deploy anywhere in the world within 18 hours. Soldiers from the division have served extensively in Iraq and Afghanistan and several thousand troops remain overseas.

Almost a year after Representative Cynthia McKinney was told by Donald Rumsfeld that it was not the policy of the Bush administration to reward companies that engage in human trafficking with government contracts, the scandal continues to sweep up innocent children who are sold into a life of slavery at the behest of Halliburton, Dyncorp and other transnational corporations with close ties to the establishment elite.
On March 11th 2005, McKinney grilled Secretary Rumsfeld and General Myers on the Dyncorp scandal.
"Mr. Secretary, I watched President Bush deliver a moving speech at the United Nations in September 2003, in which he mentioned the crisis of the sex trade. The President called for the punishment of those involved in this horrible business. But at the very moment of that speech, DynCorp was exposed for having been involved in the buying and selling of young women and children. While all of this was going on, DynCorp kept the Pentagon contract to administer the smallpox and anthrax vaccines, and is now working on a plague vaccine through the Joint Vaccine Acquisition Program. Mr. Secretary, is it [the] policy of the U.S. Government to reward companies that traffic in women and little girls?"
The response and McKinney's comeback was as follows.
Rumsfeld: "Thank you, Representative. First, the answer to your first question is, is, no, absolutely not, the policy of the United States Government is clear, unambiguous, and opposed to the activities that you described. The second question."
McKinney: "Well how do you explain the fact that DynCorp and its successor companies have received and continue to receive government contracts?"
Rumsfeld: "I would have to go and find the facts, but there are laws and rules and regulations with respect to government contracts, and there are times that corporations do things they should not do, in which case they tend to be suspended for some period; there are times then that the - under the laws and the rules and regulations for the - passed by the Congress and implemented by the Executive branch - that corporations can get off of - out of the penalty box if you will, and be permitted to engage in contracts with the government. They're generally not barred in perpetuity."
McKinney: "This contract - this company - was never in the penalty box."
Rumsfeld: "I'm advised by DR. Chu that it was not the corporation that was engaged in the activities you characterized but I'm told it was an employee of the corporation, and it was some years ago in the Balkans that that took place."

Rumsfeld's effort to shift the blame away from the hierarchy at Dyncorp and onto the Dyncorp employees was a blatant attempt to hide the fact that human trafficking and sex slavery is a program directive embraced by companies like Dyncorp and Halliburton.
What else are we to assume in light of recent revelations cited in the Chicago Tribune that Halliburton subsidiary KBR and Dyncorp lobbyists are working in tandem with the Pentagon to stall legislation that would specifically ban trafficking in humans for forced labor and prostitution by U.S. contractors?

Three years has now elapsed since President Bush's promise to bring an end to this disgrace and the Pentagon is still yet to actually bar the practice.
And it the employees themselves that are burned for blowing the whistle, like Kathryn Bolkovac who was sacked for reporting on Dyncorp officials who were involved in the Bosnian sex trade.
Illinois Governor Rod Blagojevich is one of very few representatives in high office aside from Cynthia McKinney to demand answers on this issue.
What has happened to the children who were sold into slavery and forced to satisfy the demands of sick pedophiles working on behalf of the US government?
Where were the investigations and convictions in other cases of establishment orchestrated child slavery and prostitution? Like the NATO officials responsible for the mushrooming of child prostitution in Kosovo?
What happened to UN officials identified as using a ship charted for 'peacekeepers' to bring young girls from Thailand to East Timor as prostitutes?
In addition, we received an E mail from a person claiming to be a Dyncorp employee stating that Robert Hahn, Director of Middle East Operations for DynCorp, is breaking the law by accepting payment from the US government and in turn the American taxpayer by falsifying timesheets and claiming pay for hours not worked.
The contact states that this was repeatedly brought to the attention of DynCorp program managers William Wright and Robert Brown by Dyncorp employees but they were told it was "none of their business."
It is important to stress that at the moment these are allegations and we have no proof of this other than the validity of the e mail. The e mail can be read in full here.
The e mail is a reminder that we should always consider the fact that the vast majority of Dyncorp employees are just doing their jobs and have nothing to do with this scandal. It is a small faction at the head of the hydra that have authorized and engaged in these horrors.

We have a government that says it doesn't advocate torture and yet tries to block a law that would end torture. We have a government that repeatedly burns lower level minions to wash its hands of every major scandal that encompasses policies directly administered by the government itself, as in the case of Abu Ghraib and the Dyncorp sex scandal.
A government that covers-up for those who force children into prostitution and slavery is a clear danger to our very way of life.
We must demand answers and finally put an end to a process that exploits and wreaks terror on the lives of the most innocent and vulnerable members of society, whether they be in the Balkans, East Timor or here at home.

U.S. intelligence sources who served in Iraq report that after photos from Abu Ghraib prison surfaced of naked male prisoners who were forced by their U.S. guards to form human pyramids and masturbate, the U.S. military went into total denial mode. "It was a 'don't ask, don't tell policy,'" according to one intelligence source who was assigned to both the Abu Ghraib and Camp Bucca prisons. Federal Judge Alvin Hellerstein has ordered the Pentagon to release to the American Civil Liberties Union 74 photos and 3 videotapes taken at Abu Ghraib in 2003. However, the Pentagon is resisting the judge's order.
There is good reason for the embarrassment of the Pentagon in the affair. The orders to take the sexually-oriented photos and videos, some of which involve teenage Iraqi boys and girls and sodomization by their guards, came directly from a pedophile and closeted male homosexual ring operating in the White House, according to the intelligence sources. Copies of the tapes and photos were sent directly to the White House for the entertainment of senior members of the Bush White House, including officials in the Vice President's office and the Executive Office of the President.
When the photos at Abu Ghraib became public, the senior military command structure in Iraq "went nuts," according to an individual who witnessed the cover-up of the affair. "They ordered an immediate policy of denial about details of the prisoner abuse at Abu Ghraib," said the source. The source added that senior officers were disgusted that lower ranking guards were prosecuted and jailed when the order for the mistreatment came directly from the White House.

Recently my local paper began to run the pictures of convicted pedophiles living in my hometown. Reports of the number from the national register are astounding. Stories from all across America of convicted pedophiles killing children are exposing the fact that government is protecting pedophiles, not children.
Recently I interviewed Senator John DeCamp about his book “The Franklin Cover-Up Child Abuse, Satanism, and Murder in Nebraska”. I am shocked at how our government covers up and protects child sex rings operating right here in America. Even after 80 children came forward with allegations, the child ring in Nebraska was never investigated. This pattern is not new. In the 1950’s our federal government funded a pervert, Dr. Alfred Kinsey, to research sexual effects on children as young as 6 months. Dr. Kinsey and friends should have been imprisoned and given the death penalty, not millions of taxpayers' dollars.
Sex slavery has boomed to involve over 800,000 women and children because of the policies of this government. Some estimate that 20,000 to 50,000 of them are Americans. Our border policies protect the drug and human traffickers. The policies of sexualizing our children in public schools and the support and promotion of pornography have fueled this industry. Our country has finally addressed this problem by creating a report and giving 96 million dollars to other countries. Why are there not more arrests of those who deal in human trafficking? Matter of fact I am not aware of any arrests or prosecutions in my lifetime.
Our government continues its protection of child molesters by funding Planned Parenthood and not regulating the abortion industry. Planned Parenthood performs abortions on young girls without contacting proper authorities or their parents. It is a great cover for dirty old men. Mark Crutcher with Life Dynamics has uncovered the abuse of young girls and women in the abortion clinics and the federal government still sends Planned Parenthood about $300 million a year. Almost doubled since the Clinton administration.
Government continues its protections by having lax laws that make it easier for child predators to continue their evil deeds throughout their life time. They even give them Viagra. A prolific pedophile who claims to have abused children 36,000 times, was recently arrested. He has been allowed to run free to attack again and again because of our ineffective laws. Not all sexual predators have to register in my state due to a hole in the law. In most cases animal abusers get more jail time than child abusers. Even the American Psychological Association and the American Pediatric Association are joining the ban wagon by normalizing "intergenerational sex".
Florida lawmakers are now trying to convince you that they have really gotten tough on pedophiles perverts with their new laws. Incredibly they only increased the jail time for abusers of 11 year olds and younger. Why not 16 and under? Florida parents had better rent a body guard for their 12 year olds. Why do repeat offender laws not apply to pedophiles? Knowing that most pedophiles are repeat offenders, why are they ever let out of jail? Especially since a new report exposes the law enforcement agencies inability to track sexual predators. In Alabama our laws protect pedophile priests by allowing knowledge of abuse to remain secret. Vatican laws have precedence over Alabama laws in the case of child abuse.
Why is our 1st amendment being used to protect porn? Child porn is protected by our government if the photographer puts a nice cover on it and calls it “art”. Barnes and Nobles sells child pornography and I could not get one politician to stop it. We know now that the porn industry pays our politicians handsomely. How come our government does not close down NAMBLA? Especially after their threat to come after our sons. Why is our government punishing the boy scouts and spending so much money teaching diversity and tolerance? Why is the Pentagon doing business with DynCorp knowing its involvement in child porn and possible human trafficking? Why did the U.S. Supreme court rule last year that animated child pornography is legal? Americans should be demanding answers for these questions.
In America, our inalienable rights come from our Creator Jesus Christ. With those rights, He does not give anyone the right to do wrong. Nor for our judges and government officials to hijack our 1st amendment right to acknowledge God and use it to outlaw God. They then turn around and use it to allow pornography which then fuels the abuse of women and children.
There are many reasons this government needs to be reformed from stem to stern. The lack of justice and promoting the general welfare of pedophiles and perverts is my number one reason.

UNITED NATIONS (AP) - Sex-abuse allegations against United Nations peacekeepers and other staff more than doubled last year, UN Secretary General Kofi Annan said in a report released Thursday, calling the increase "deeply troubling." There were 121 allegations in 2004 compared with 53 allegations reported in 2003, Annan said in a report to the UN General Assembly. Annan said the rise in allegations could be partly due to new measures put in place by the UN to encourage alleged victims to come forward. He added the figures collected for last year may not reflect the extent of the abuse because some victims may still be unwilling to file complaints. The vast majority of allegations of sexual abuse and exploitation - 105 out of the total 121 - were levelled at UN peacekeepers. Forty-five per cent of allegations against peacekeepers involved sex with minors and 15 per cent involved rape or sexual assault. Thirty-one per cent involved prostitution with adult women and the rest involved other forms of sexual exploitation and abuse.
Allegations against 53 uniformed personnel were substantiated. Abuses have been reported in peacekeeping missions ranging from Bosnia and Kosovo to Cambodia, East Timor, West Africa and Congo. While allegations of abuse have dogged peacekeeping missions since their inception 50 years ago, the issue was thrust into the spotlight after the United Nations found earlier this year peacekeepers in Congo had sex with Congolese women and girls, usually in exchange for food or small sums of money.
The remaining charges include:
-UNICEF, the UN children's agency, reported two allegations against its personnel of sex with a minor.
-The World Food Program was investigating one allegation of sexual exploitation which the report characterized as "sex for food."
-The Office of Internal Oversight Services, the UN's internal watchdog, reported one allegation of sex with a prostitute but closed the case after the staff member resigned.
-The UN High Commissioner for Refugees reported 10 cases, including six that were either unsubstantiated or closed and four that were pending further investigation.
-The UN Volunteers Program reported two cases, including one which was dismissed and another which was pending further investigation.
In March, a report by Prince Zeid Al Hussein, Jordan's UN ambassador on peacekeeper sex abuse, said the UN's military arm is deeply flawed and recommended withholding salaries of the guilty and requiring countries to pursue legal action against perpetrators.

Last year 705 children in the U.S. were abducted by a mouse. That's how Andrew Oosterbaan, chief of child exploitation and obscenity for the U.S. department of justice, described the luring of children through the Internet for sexual meetings with adults. Oosterbaan was the guest speaker at a one-day symposium hosted by Microsoft at the University of Toronto. It brought together international lecturers, police, lawyers, social workers and psychiatrists in an effort to find better ways to protect children from internet predators. "The problem is becoming more severe," Oosterbaan said. "The marketplace is diversifying." The Internet and cheap digital camera technology have provided those inclined to abuse children with the technology to become international producers and distributors of child abuse images, Oosterbaan said.
KIDS AS COMMODITYHe said "children are viewed as a commodity and will be victimized as a commodity," and he saw that first hand in Miami, where he worked with the U.S. Attorney's office for 10 years before taking his recent position in Washington.
SEX IN PLAYGROUNDS
Oosterbaan said school police in Miami-Dade County monitor online chat sites and have observed adult predators asking very young children at schools "to have sex with them in the playground areas." And Oosterbaan said the victims are getting younger. "Now we are seeing babies whereas before, 10 to 15 years ago, at the outside, the youngest might have been 12," Oosterbaan said. Later this spring a report will be put together from the presentations and discussions at yesterday's symposium in an effort to further evaluate options for strengthening laws in Canada to protect children. It is estimated one in five children will view some form of child abuse image when they log on to the internet. Police are now using the Child Exploitation Tracking System, designed by Microsoft Canada and Toronto Police, to tackle the growing problem of online child exploitation. In 2003, Toronto police estimate they seized more than two million images and videos of child sexual abuse.

Witness says abducted children--23 now dead--abused by 20-30 pedophile members of congress at child sex parties held at Embassy Row mansion where Secret Service-secured presidential limo was seen parked outside
Recently arrested photographer Russell E. "Rusty" Nelson--who according to U.S. District court testimony [2-5-1999] was impersonated by another photographer at Capitol Hill child sex parties during the Reagan and Bush presidencies, told us last week that in 1988 he refused Hunter Thompson’s offer of $100,000 to film a graphic child sex "snuff movie to be sold to wealthy private clients where a young boy would be murdered as a sacrifice."
"I’ve been homeless, in hiding and staying under the radar screen ever since," said Nelson.
Thompson reportedly committed suicide a few weeks ago on February 10, 2005--six days prior to Nelson’s February 16 arrest, when simultaneous search warrants were served to confiscate Nelson’s photographic equipment, computers, photos and "visual depictions of sexually explicit conduct involving a child," according to copies we obtained. Nelson said authorities were hoping to find evidence of child porn; but he claims to have never been involved. His next public hearing is May 4 in Lincoln.
Nelson enhanced his credibility in sworn testimony before Nebraska U.S. Senior District Judge Warren Urbom on February 5, 1999 [pp. 101-154] resulting in Urbom awarding attorney John DeCamp's client--pedophile victim Paul Bonacci, $1 million dollars in damages for sexual abuse in a case against convicted GOP activist Larry King , who sang the national anthem at the 1984 and 1988 Republican national conventions.
An employee at Lincoln’s DeCamp Legal Services told TomFlocco.com that the warrant’s actual violation date was September 1, 2003 [just prior to the 2004 presidential primary season], but it was not served until February 16, 2005--calling into question why authorities waited so long.
Questions can also be raised as to whether Hunter Thompson’s death and the James Guckert-Jeff Gannon White House reporter scandal resulted in having Nelson taken out of circulation to intimidate or threaten him while also using the opportunity to search for criminal evidence--the kind which would place sitting and retired members of congress in severe legal jeopardy.
The revelations came during an unexpected phone call from Nelson, 42, who also told TomFlocco.com he personally witnessed Secret Service agents arrive at King’s Embassy Row mansion in Washington to set up security two days prior to a private child sex party attended by senators and congressmen he declined to name. The party was held immediately after a public political reception in October, 1988--just prior to the Bush-Dukakis presidential election.
Presidential limousine
On the night of the two parties, Nelson said he saw a limousine arrive for the second party--attended by young children. He was told that it was the presidential limo, adding that he saw "several Secret Service agents guarding the vehicle from the time it arrived at 9-10 pm until it pulled away from King’s home after midnight."
In addition to children, the mostly male "after-party" was attended by members of congress and other businessmen according to Nelson, who declined to tell us when we asked if President Reagan or Vice President Bush had arrived in the limo, saying "I will only tell which one it was, or the names of senators and congressmen in a courtroom."
When we asked during a second phone interview whether there was concrete evidence to corroborate his allegations, Nelson said "there are many photographs showing members of congress in fairly explicit--but not pornographic--poses with children."
"The one impersonating me at the sex parties--a guy named Nick--took the hardcore porn photos of children and politicians together for blackmail purposes, to control their votes in Congress and stuff," said the photographer.
Nelson said "I found out from my sources that about 23 children who attended those parties are now dead; and the politicians would really have a lot of explaining to do if the pictures ever got out--especially to their parents; but they won’t unless something happens to me."
When we asked Nelson whether he would ever offer sworn testimony and take a polygraph test to legally certify his more specific but explosive claims, the photographer said, "In a heartbeat; but no judge, grand jury or congressmen ever asked me about this stuff. And there are many grown kids out there, too scared to talk about it."
Nelson’s voice and general conversation indicated resignation to the fact that no one would ever touch his testimony, adding that Senate and House pedophiles still hold public office. This, in spite of the prosecution and imprisonment of elderly Catholic priests.

Nelson corroborated our earlier interview with attorney and Franklin Cover-up author John DeCamp [decamplegal@inebraska.com ], revealing that about 20-30 senators and congressmen attended and participated in mostly male pedophile sex parties at King’s mansion during the Reagan-Bush 41 administrations --but neither would name names.DeCamp told us, "I can’t talk about that now. Bad things happen."
Nelson and Decamp also said that retired Los Angeles FBI Special Agent Ted Gunderson flew to Nebraska to assist the photographer; and Nelson told us Gunderson secured cash from an unidentified individual who paid to have him released on bail before his next public hearing on May 4. Nelson said he is worried, remains homeless, and is served legally by a public defender.
DeCamp said Gunderson has taken "a personal interest in Nelson and the Franklin case, and he’s a good friend."
MIT and the U.S. Army
Ensnared as a fall-guy for what the Washington Times called a White House and congressional child sex ring, the Nebraska photographer said the warrants were used to locate photo evidence of Capitol Hill pedophilia, but Nelson just wants to get on with his life.
Rusty Nelson told us he attended Massachusetts Institute of Technology (MIT) for two years, studying electronic engineering in the early 1980’s: "Photography was my hobby or key interest, and I was offered so much money, I left school to work for a phone company, building microwave radio stations, tower dishes--it was more money than I could have earned with an MIT degree; and it got me out into the mountains where I could also do photo shows and scenic art."
"The company got bought out, so I entered the Army for a couple years as a wire climber who wired phones and I got out in 1986," said Nelson, adding, "I was approached by people connected to Larry King because of my photography work in the Lincoln area and pretty soon I started going with him to Washington, DC to do various photo jobs--but I never did anything pornographic."
Front-man for the fall
"My problems started at King’s Embassy Row mansion in January through June, 1988 when they were trying to bring me into the inner circle at Bohemian Grove and the room in Larry’s mansion--the sex parties--when I saw the other guy impersonating me--supposedly without my knowledge," he said.
"At about that time [age 23-24], I was broke, homeless, with hardly even a few dollars in my wallet--I depended on Larry for a room and food; but I was on his jet with little kids and I saw children sold to the highest bidder at an auction--that‘s when I really started to get scared," added the photographer and eyewitness to Capitol Hill crimes still unpunished.
Nelson’s U.S. District Court testimony weaves a curious tale regarding his impersonation so that abducted children and others would identify him as the child porn photographer should it be necessary:
"Q: How did you come to know Larry King?...I needed to find a decent job and he [Ron, who hired Rusty Nelson for photos at club named Max‘s] goes ‘I know somebody who probably be able to use a good photographer, I’ll talk to him...All of a sudden, here’s Larry King, I had no idea who he was...and next thing I’m on a private jet to Washington, DC and just lavishly being spent money on, clothes..." Q: How old were you?...About 24, 25...maybe 23...Q: Did you function as a photographer for Larry?...Oh, yes. Q: What did you photograph? Things like the opening of Prince’s Palace, a restaurant, a jazz club he started...took pictures at his mansion on Embassy Row...he kept wanting me to do kiddie porn, gay porn. I wanted no part of it...he went to the extent of insisting I wear certain clothes, my hair had to be a certain way...Nancy Reagan’s hairdresser [Robin Weir] did my hair. Permed it, everything, totally changed my appearance...I happened to come across a man who was also a photographer for Larry. Whose appearance was almost identical to mine...I came to gather I was being run as the front man for the fall and this other person was doing the actual hard core kiddie porn...I heard somebody was passing themselves off as myself, as Rusty Nelson..." Nelson added, "I saw this guy [Nick] dressed exactly like me on three different occasions," adding, "whenever we were in the same area, Larry would quickly get him out of there. He even had the identical camera I had."
"One night in the spring of 1988 on K street in Washington, I’m sound asleep and a guy knocks on the door and says ‘I just bought you from Larry and you’re mine for the night,’ "said Nelson, who continued, "I climbed out the second story window and ran. This was not long before the presidential election when Franklin Credit Union was raided."
"Nancy Reagan’s hairdresser, Robin Weir, did my hair. Permed it, everything...totally changed my appearance..."
"I was so scared. I lived in hiding for eight years, never stayed anywhere for more than three weeks or so usually; did odd jobs, washed windows--hotels, restaurants to get something to live on; I was shot at and wanted to keep under the radar," said Nelson.
Silencing the witness
Nelson had by then settled in Portland, Oregon; and about six weeks before the Clinton-Dole presidential election on Friday, September 13, 1996, Nelson said he was finally arrested on the charge he used a child for the display of sexually explicit conduct.
"I never did it," said Nelson, adding, "they had no photos and if they did, they wouldn't show me the photos they were using to put me away. So I held out; but they set my bail for $873,000 cash, and finally put me in solitary confinement for 22.5 months on a 13 month sentence after I gave in to just get it over with."
"I pleaded no contest for a photo of a minor in a sexually explicit pose without any photos or proof--and no person bringing the charges. I didn’t even know the accuser and I still don’t; but they just said it was a minor," he said.
Knowing the political and criminal implications of a child sex scandal, higher powers had enough motives to keep Rusty Nelson in solitary confinement--an unnecessary and unusual punishment normally reserved for hardened criminals.
But 1996 GOP presidential candidate Bob Dole’s wife [now North Carolina Senator] Elizabeth Dole, had an aide who was closely linked to the Washington call-boy ring, so there is reason to believe it was important to keep Nelson incommunicado and in solitary confinement.
A news report confirmed why Nelson was likely taken off the street: "A top Labor Department advisor to Secretary Elizabeth Dole resigned yesterday after acknowledging that he had procured male prostitutes and was subject to blackmail threats by one of the call boys." [Washington Times, 6-30-1989--The paper had previously reported that a 15-year old call-boy had toured the White House at midnight.]
In a letter announcing his resignation as Mrs. Dole’s political personnel liaison to the White House, Paul R. Balach wrote: "I hereby resign my position this date due to the public disclosure of activities concerning my personal life."
Not mentioning either children or members of congress, the Times added, "according to documents obtained, the homosexual prostitution ring includes not only Reagan and Bush administration officials but military officers, congressional aides and U.S. foreign businessmen with close social ties to Washington’s ‘political elite.’ "
Attempts to find photos of high government officials
Nelson told us, "While I was in jail, the FBI went to my parents’ farm in Nebraska and took sledge hammers to the walls, shot out all the windows and appliances of our barn, ransacked my parents house without a warrant on two separate occasions--looking for stuff related to Franklin, evidence--the photos; but I was not shooting kiddie porn."
"There were military shell casings all over our property," he said.
"And when I had to leave Portland to go testify in Nebraska, state parole officers did everything they could to keep me from testifying before Judge Urbom," said Nelson, adding, "they said I was in solitary to protect me but it was more like torture since they woke me up so much I never got any sleep, spent $50,000 to extradite me back to Oregon for a DNA sample, then put me on death row at Leavenworth prison for a few weeks with violent criminals--heck, I saw them beat one guy and four men died while I was at Moltnomah County Detention Center in Portland."
"This last arrest [after the Thompson suicide] in February, I was roughed up, pushed into walls, and they would not let me see their badge numbers; I was helping a friend open up her photography studio--that’s the only way I can earn money to survive," he said.
"They said I was soliciting a minor for photographs; but we were only looking for a few junior bridesmaids for a bridal show promotion with other women. And the parents were all involved and were always required to sign releases and be present for all photo shoots. We did nothing wrong. I am good at wedding photography and you can earn good money in that business," Nelson continued, adding "how else am I able to work?"
Nelson’s prior links to the White House child sex ring have continued to draw attention from unidentified individuals who still threaten him.
"In the spring of 2003 [not long after key child sex ring witness Troy Boner was found mysteriously dead in a New Mexico hospital], a guy wearing dark sunglasses came up to me and said, ‘Drop Franklin; you’re in too deep. Your family and life are in jeopardy.’ Then he walked away."
Even more recently, on October 22, 2004 [two weeks before George W. Bush edged out John F. Kerry for the presidency], Delmart "Mike" Vreeland was arrested in Franklin county, Iowa on charges of child prostitution allegedly committed in Colorado.
Vreeland is now off the street, however, reportedly in solitary confinement with no contact with other prisoners after having been said to have predicted the 9/11 attacks in a note written while he was previously in prison on other charges.
While the rest of the country reels from relatively frequent amber alerts in Florida and around the United States, evidence continues to point toward reasons for commencing an amber alert on Capitol Hill--what some would say is the epicenter of child sex criminality.

CMK: Thank you Mr. Chairman. Mr. Secretary, I watched President Bush deliver a moving speech at the United Nations in September 2003, in which he mentioned the crisis of the sex trade. The President called for the punishment of those involved in this horrible business. But at the very moment of that speech, DynCorp was exposed for having been involved in the buying and selling of young women and children. While all of this was going on, DynCorp kept the Pentagon contract to administer the smallpox and anthrax vaccines, and is now working on a plague vaccine through the Joint Vaccine Acquisition Program. Mr. Secretary, is it [the] policy of the U.S. Government to reward companies that traffic in women and little girls?
That's my first question. My second question, Mr. Secretary: according to the Comptroller General of the United States, there are serious financial management problems at the Pentagon, to which Mr. Cooper alluded.
Fiscal Year 1999: $2.3 trillion missing.
Fiscal Year 2000, $1.1 trillion missing.
And DoD is the number one reason why the government can't balance its checkbook. The Pentagon has claimed year after year that the reason it can't account for the money is because its computers don't communicate with each other.
My second question, Mr. Secretary, is who has the contracts today, to make those systems communicate with each other? How long have they had those contracts, and how much have the taxpayers paid for them?
Finally Mr. Secretary, after the last Hearing, I thought that my office was promised a written response to my question regarding the four wargames on September 11th. I have not yet received that response, but would like for you to respond to the questions that I've put to you today. And then I do expect the written response to my previous question - hopefully by the end of the week.

DR: Thank you, Representative. First, the answer to your first question is, is, no, absolutely not, the policy of the United States Government is clear, unambiguous, and opposed to the activities that you described. The second question -
CMK: Well how do you explain the fact that DynCorp and its successor companies have received and continue to receive government contracts?
DR: I would have to go and find the facts, but there are laws and rules and regulations with respect to government contracts, and there are times that corporations do things they should not do, in which case they tend to be suspended for some period; there are times then that the - under the laws and the rules and regulations for the - passed by the Congress and implemented by the Executive branch - that corporations can get off of - out of the penalty box if you will, and be permitted to engage in contracts with the government. They're generally not barred in perpetuity -
CMK: This contract - this company - was never in the penalty box. If you could proceed to my second question, please.
DR: The second question - I've forgotten what the second question was.
CMK: I think Ms. Jonas knows it.
DR: Okay.

TJ: Thank you Ms. McKinney. I appreciate the question and I appreciate your interest in our Department's financial condition. We are working very hard on that program. I've just come back, recently -
CMK: I understand that you're working hard on it, but my question was who has the contract? How long have they had that contract, and how much money have we spent on it?
TJ: There are - In general we spend about $20 billion dollars in the Department on information technology systems. The accounting systems are part of that. I can get you the exact number for the record, of what we spend on our current, what we call "legacy systems," and those that we're moving toward.
CMK: And who has the contract?
TJ: That would be a multitude of individuals that have -
CMK: Could you name some, please?
TJ: Well, I think of the top of the, off the top of my head, well, I would rather not; I'd rather provide that for the record.
CMK: That's not privileged information, is it?
TJ: I'm sure it's not.
CMK: Well, please. We still have time, so, please.
TJ: I would be glad to provide for the record; I don't want to talk from the top of my head and be incorrect.
DR: On your first question, I'm advised by DR. Chu that it was not the corporation that was engaged in the activities you characterized but I'm told it was an employee of the corporation, and it was some years ago in the Balkans that that took place.
CMK: It's my understanding that it continues to take place, and that -
DR: Is that right?
CMK: Yes.
DR: Well if you can give me information to that effect, we will -
CMK: I'm sure you are interested in all of the information that I have and I'll be more than happy to provide it to you.
DR: Good. Thank you.
CMK: But I would also like to get information from you, for example, the information that I just requested about who has those contracts.
DH: Let me assure the gentlelady that we'll make sure that this exchange of information takes place and that, Mr. Secretary if you can get back with us on the DynCorp -

DR: We'll get back on both of the first two questions but the Congresswoman has raised the other question twice now, and I'd like to have general Myers respond, because you mentioned it in the last Hearing and I think it'd be helpful to get the answer even though we're on red, if you don't mind, Mr. Chairman?
DH: General Myers, go right ahead.
CMK: But I would like to have the answer in writing as well, as I thought my office was promised.
RM: Okay I don't know about the promise, Congresswoman, but could you repeat the question to make sure I'm answering the right question; this is a 9/11 question.

CMK: The question was, we had four wargames going on on September 11th, and the question that I tried to pose before the Secretary had to go to lunch was whether or not the activities of the four wargames going on on September 11th actually impaired our ability to respond to the attacks.
RM: The answer to the question is no, it did not impair our response, in fact General Eberhart who was in the command of the North American Aerospace Defense Command as he testified in front of the 9/11 Commission I believe - I believe he told them that it enhanced our ability to respond, given that NORAD didn't have the overall responsibility for responding to the attacks that day. That was an FAA responsibility. But they were two CPXs; there was one Department of Justice exercise that didn't have anything to do with the other three; and there was an actual operation ongoing because there was some Russian bomber activity up near Alaska. So we -
CMK: Let me ask you this, then: who was in charge of managing those wargames?
DH: General, why don't you give the best answer that you can here in a short a period of time and we'll - the gentlelady wants to get a written answer anyway, and then we can move on to other folks.
RM: The important thing to realize is that North American Aerospace Defense Command was responsible. These are command post exercises; what that means is that all the battle positions that are normally not filled are indeed filled; so it was an easy transition from an exercise into a real world situation. It actually enhanced the response; otherwise, it would take somewhere between 30 minutes and a couple of hours to fill those positions, those battle stations, with the right staff officers.
CMK: Mr. Chairman, begging your indulgence, was September Eleventh declared a National Security Special Event day?
RM: I have to look back; I do not know. Do you mean after the fact, or
CMK: No. Because of the activities going on that had been scheduled at the United Nations that day.
RM: I'd have to go back and check. I don't know.

About the VideoIn mid-1993, after The Franklin Cover-Up had been circulating for almost a year, the British-based TV station, Yorkshire Television, sent a top-notch team to Nebraska to launch its own investigation of the Franklin case. Yorkshire had a contract with the Discovery Channel to produce a documentary on the case for American television.
They spent many months in Nebraska, and also travelled this country from one end to the other, interviewing, filming, and documenting piece-by-piece the Franklin story as I had told it in the book. They spent somewhere between a quarter-million and one-half million dollars investigating the story, deploying probably a thousand times the resources and abilities that I personally had.
Over the year that I worked with them, I was amazed at the team’s ability to gather new documents and witnesses which kept opening up new and frightening facts about Franklin. They were a crack team. In the final weeks that they were in Nebraska, they expressed their certainty that they would win awards for this documented horror story of government-sanctioned abuse of children; and government protection of some of this country’s most powerful businessmen and politicians, who had been the chief acts in the Franklin story.
Finally, the big day came. Their documentary was to air nation-wide on the Discovery Channel on May 3, 1994. It was advertised in the TV Guide and in newspapers for that day. But no one ever saw that program. At the last minute, and without explanation, it was pulled from the air. It was not shown then, and has never been broadcast anywhere since.
I have a copy of that program, which arrived anonymously in my mail in late 1995. When I watched this pirated copy, I could see clearly why the program had been suppressed. Conspiracy of Silence proved, beyond doubt, that the essential points I had stressed in the book (and more) were all true.
For instance, the team had interviewed Troy Boner. Sometime after that grand jury was over, Troy, guilt-stricken because of his lying over Gary Caradori’s death, contacted me and told the truth about what had happened. This is recorded in a remarkable affidavit (see Chapter 20). The Yorkshire TV team spent a small fortune to confirm Troy’s charges. They flew Troy to Chicago and paid for a lengthy polygraph (lie detector) test at the Keeler Polygraph Institute. With the results of that test, the Yorkshire team was so convinced that Troy was telling the truth, that they featured him in their documentary.
It was only in mid-1996, that I finally pieced together, through sources I am not at liberty to disclose, what happened to stop the broadcast of this documentary.
1. At the time the Yorkshire TV team and the Discovery Channel were doing the documentary, they had no idea how high up the case would go into Government, and what major institutions and personalities in this country, would be found to be linked to the Franklin story. Ultimately, the documentary focused on several limited aspects documented in this book, and developed them much more extensively than I ever had the resources or abilities to accomplish.
2. These areas which the documentary focused on, were:
(a) the use and involvement of Boys Town children and personalities in the Franklin Scandal, particularly Peter Citron and Larry King’s relationships to Boys Town;
(b) the linkage of Franklin to some of this country’s top politicians in Washington, and in the US Congress, with particular attention on those who attended parties held by Larry King at his Washington mansion on Embassy Row;
(c) the impropriety of these politicians and businessmen and compromising of these people by Larry King, through drugs and using children for pedophilia.
3. When the broadcast tape was sent to the United States, Customs officials seized the documentary and held it up as being ‘pornographic material’. Attorneys for Discovery Channel and Yorkshire TV were able to get the documentary released. Then, the lawyers went through the film for months, making this or that change or deletion, so that the documentary ultimately advertised to be shown on the Discovery Channel on May 3, 1994, would survive any claims of libel or slander that any of the individuals identified in the documentary might attempt to bring. The lawyers had cleared the documentary for broadcast.
4. During the several months that the documentary was being prepared and advertised for showing, major legislation impacting the entire future of the Cable TV industry was being debated on Capitol Hill. Legislation, which the industry opposed, was under debate for placing controls on the industry and the contents of what could be shown. Messages were delivered in no uncertain terms from key politicians involved in the Cable TV battle, that if the Conspiracy of Silence were shown on the Discovery Channel as planned, then the industry would probably lose the debate. An agreement was reached: Conspiracy of Silence was pulled, and with no rights for sale or broadcast by any other program; Yorkshire TV would be reimbursed for the costs of production, the Discovery Channel itself would never be linked to the documentary; and copies of Conspiracy of Silence would be destroyed.
Not all copies were destroyed, however, as I and some others received anonymously in the mail a copy of the nearly-finished product.
When the Discovery Channel program, Conspiracy of Silence, was being prepared, the British investigative team insisted that they would not go forward on the program unless they had the on-camera personal interview, and verification of Bill Colby himself, that John DeCamp was reporting the truth with respect to Franklin, and with respect to this book, The Franklin Cover-Up. Colby went on camera, and thoroughly shocked the Yorkshire TV team in how strongly he came out, risking himself, to support me and my work on Franklin.
Bill also wrote a letter to Attorney General Janet Reno, in which he strongly recommended that the Justice Department investigate this case from the standpoint I outlined in my book, a copy of which he enclosed with his letter. He got a formal response back from a Justice Department official, promising that the Department would indeed look into the case.
But then, Bill had always backed me up, right from the earliest days, beginning in Vietnam.

The Justice Department, acting through the FBI and the U.S. Attorney’s Office in Omaha, emerges from the record of the Franklin investigations not so much as a party to the cover-up, but as its coordinator. Rigging grand juries, harassment of witnesses, incitement to perjury and tampering with evidence--federal personnel were seen to apply all of those techniques in the Franklin case. (John W. WASHINGTON -- Photographer Russell E. "Rusty" Nelson was recently arrested two days after journalist Hunter Thompson reportedly committed suicide four weeks ago on February 10, according to two phone interviews with attorney John DeCamp last week.
Nelson was allegedly employed by a former Republican Party activist to take pictures of current or retired U.S. House-Senate members and other prominent government officials engaging in sexual criminality by receiving or committing sodomy and other sex acts on children during the Reagan-Bush 41 administrations.
Hunter Thompson’s death and the news blackout of Rusty Nelson’s simultaneous arrest raise questions that someone may be attempting to limit Nelson’s freedom or threaten him, since according to testimony, both men had allegedly witnessed homosexual prostitution and pedophile criminal acts in a suppressed but far-reaching child sex-ring probe closely linked to Senate and House members--but also former President George H. W. Bush.
[In U.S. District Court testimony, Rusty Nelson told Judge Warren Urbom he took 20,000 to 30,000 pictures, 2-5-1999, p.52]
Pedophile victim Paul Bonacci--kidnapped and forced into sex slavery between the ages of 6 and 17--told U.S. District Court Judge Warren Urbom in sworn testimony [pp.105, 124-126] on February 5, 1999: "Where were the parties?...down in Washington, DC...and that was for sex...There was sex between adult men and other adult men but most of it had to do with young boys and young girls with the older folks...specifically for sex with minors...Also in Washington, DC, there were parties after a party...there were a lot of parties where there would be senators and congressmen who had nothing to do with the sexual stuff. But there were some senators and congressmen who stayed for the [pedophile sex] parties afterwards...on a lot of the trips he took us on he had us, I mean, I met some people that I don't feel comfortable telling their name because I don't want to --- ...Q: Are you scared?...Yes..."
DeCamp, a former Nebraska state senator and decorated Vietnam War vet, told TomFlocco.com "there are tons of pictures still left; law enforcement is currently looking for them," adding, "you can also assume there are senators and congressmen implicated; otherwise this would not be such a big issue." But no federal official has stepped forward to protect Rusty Nelson's life, as Congress would be reluctant to hold hearings or force a federal prosecutor to probe its own members for sex acts with children--still punishable by law.
Sex with minors?
In his testimony before Judge Urbom, Bonacci specifically named Congressman Barney Frank (D-MA) as having participated in the parties--also telling the judge he had "relationships with him" in Washington, DC and was flown to Massachusetts for sex in the basement of Frank's Boston home. [2-5-1999, p. 126]
However, Urbom did not subpoena all the photos and did not ask Bonacci to identify photos of specific senators and congressmen, or reveal their names in court transcripts and depositions we examined; nor did Judge Urbom explain why investigations have never commenced regarding which members of congress had sex with children.
The evidence DeCamp presented was so credible and substantial that Urbom awarded Paul Bonacci $1 million for child abuse on February 19, 1999 regarding his lawsuit involving Larry King. This, despite a Nebraska jury having already indicted Bonacci for perjury in 1990, ultimately sending an intentionally damaged, spiritually and physically abused young man to prison for five years--and despite his treatment by King, described in court testimony:
"They put guns up to my head. Had guns put in my mouth...Larry King sent out boys, men, to jump me...he had them pretty well beat the tar out of me from the waist down so nobody would see the marks...I had my fingers broken...I can remember them burning me with hot instruments...placing stuff inside me...almost what I call a cattle prod...But it would be put inside then they'd shock me inside my -- ...Judge Urbom: Anus?...Yes... And they would -- ...Judge: You mean electrically heated?...They would put it in and then push a button and it would shock me...Judge Urbom:..done by Larry King at his direction?...At his direction..."
"I threatened to go to the police in California, thought maybe they would listen whereas in Omaha they were in his pocketbook...he had me hung out of an airplane with a rope by my ankles... If they wanted to get something passed through the legislature, he would put some people that were against it in a compromising position. By using us boys and girls ...Judge Urbom: Was this by your being the sexual partner of that person?...Yes...Judge Urbom: ...Any estimates of how often you participated as the sexual partner of one of these persons that he wanted to get some kind of control over?...There were times when it would be four or five in a night...on probably a couple thousand times...sometimes dozens of times with the same person..." [U.S. District Court testimony, 2-5-1999, pp. 146-151]
Curiously, Paul Bonacci told investigators that the sex ring was based out of Offutt U.S. Air Force Base near Omaha, having been taken there to be abused since he was three years old in 1970. At Offutt, Paul said he was "trained" by tortures, heavy drugging and sexual degradation. [Offutt AFB played a major role immediately following the 9/11 attacks as George W. Bush made the base his post-attack headquarters for a short period.]
So intent upon his physical harm, the government "moved Bonacci to different facilities--despite agreements worked out by DeCamp, purposefully given food to which he was allergic while his weight dropped, and denied a blanket for months...beaten several times in jail and placed with potentially violent people associated with Larry King," according to Decamp.
John DeCamp told us last week that "Larry King was released from prison on April 11, 2001 after serving about five years," adding "he's back in Washington, DC and now involved in this story again." [DeCamp's book also said "King went to prison for embezzlement, conspiracy and making false financial record entries...there was no trial on any other charges, and the evidence of child prostitution and abuse perpetrated by King was never presented in any court." Franklin Cover-up , p. 224]
John DeCamp just released an updated 2005 edition of his original book about the secret White House-linked national child sex-ring entitled The Franklin Cover-up [$12.95 + $4.00 shipping: contact decamplegal@inebraska.com for 2005 edition]. The carefully researched and graphic expose involves convicted [and recently released from prison] GOP operative Lawrence E. "Larry" King Jr. who allegedly hired photographers to capture legislators and high officials in compromising sexual positions with children while he managed the Franklin Federal Credit Union--according to court testimony on 2-5-1999. [Franklin was raided by federal agencies and shut down two days before George H. W. Bush was elected president in 1988.]
Past mysterious deaths, clandestine arrests, court testimony, and credible evidence of FBI and CIA participation in their cover-up also raise questions as to why elderly pedophile priests are removed from their pulpits, prosecuted and imprisoned for sex acts committed 40 years ago and why famous music entertainers are prosecuted for pedophilia; yet elderly pedophile federal legislators may still remain in the U.S. House and Senate--drawing a free pass for past criminal child-sex acts.
Regarding his role in taking blackmail photos of government officials, Rusty Nelson confirmed Bonacci’s testimony to Judge Urbom: "Q: Children on the airplane?...yes. Q: How young?...There was one situation went back to Washington, DC...he had probably 10, 12 years old...Q: Boys, girls?...Both...Q: Who attended the parties?...Prominent business people, very prominent high-ranking officials, politicians. The younger people. What would transpire was they would have a party and then a party after the party...after the party was more of a sex-type deal...That’s what Larry [King] would -- -- Q: These old politicians were having sex with each other?...Or people Larry would bring...some younger people...Did you take pictures of the parties?...I took pictures at some of the parties, yes..." [U.S. District Court testimony, 2-5-1999, pp. 89-91]
After the Secret Service allowed Paul Bonacci to have access to the White House on July 3, 1988, one of DeCamp’s investigators said the young pedophile victim was able to draw a floor-plan of the presidential inside living quarters of the White House--an area not available to the public--lending stong credence to a June 29, 1989 Washington Times front page story, "Homosexual prostitution inquiry ensnares VIPs with Reagan, Bush," when reporters Paul Rodriguez and George Archibald said "Call-boys took midnight tour of White House."
Presidential indiscretions--or criminal acts?
According to a Nebraska state police report, Nebraska Foster Care Review Board letter to the Attorney General, Nebraska Senate’s Franklin committee investigative report, and a 50-page report by Omaha’s Boys Town welfare case officer Mrs. Julie Walters, pedophile victims Nelly and Kimberly Webb detailed a massive child sex, homosexual and pornography operation run out of Nebraska by Larry King--but with close ties directly to the White House.
Mrs. Walter’s Nebraska Dept. of Social Services report (3-25-86) revealed: "[14 year-old] Nelly said at these trip parties hosted by Larry King, she sat naked ‘looking pretty and innocent’ and guests could engage in any sexual activity they wanted, but penetration was not allowed...Nellysaid she first met V. P. George Bush at the Republican Convention where King sang the national anthem, and saw Bush again at a Washington, DC party Larry hosted...Last year [1985] she met V.P. Bush and saw him at one of the parties Larry gave while on a Washington, DC trip. At some of the parties there are just men (as was the case at the party George Bush attended)...Nelly said she has seen sodomy committed at those parties."
The Walters report continued: "On December 19, 1988, Nelly was contacted and voluntarily came to the FBI offices on December 30, 1988. She was interviewed by [FBI agents] Brady, Tucker and Phillips...in September or October, 1984 when Lisa was 14 she went to Chicago with Larry King and 15-20 boys from Omaha...She indicates she attended a party in Chicago with King and the male youths. She indicated George Bush was present...she sat at a table at the party wearing nothing but a negligee. She stated George Bush saw her on the table. She stated she saw George Bush pay King money and Bush left the party with a nineteen year old black boy named Brent. Lisa said the party Bush attended was in Chicago in September or October 1984. The Chicago Tribune of October 31, 1984 said Bush was in Illinois campaigning for congressional candidates at the end of October."
Bush 41 surfaced again in Lowe's May, 1989 review of reports by Thomas Vlahoulis from the state attorney general's office: "Sorenson told Vlahoulis that both Kimberly and Nelly [Webb] brought up the name of George Bush and indicated that they had both met him..."
In spite of four polygraph tests administered by a Nebraska state trooper who said he was convinced Nelly was telling the truth, a Washington country, Nebraska judge in December, 1990 ignored Julie Walter’s 50-page report, numerous debriefings of the girls by foster care officials and youth workers stating the sisters told the truth--specifically about George Bush Sr., and dismissed all charges against their foster parents Jarrett and Barbara Webb, who Nelly and Kimberly said had allowed them to be abused.

Gosch to Guckert to Gannon?
Cable television news reports have recently linked an alleged male prostitute to the present White House since George W. Bush permitted James Guckert to use an unprecedented Secret Service-approved alias (Jeff Gannon) while having access to the White House for two years as a pool reporter serving the younger Bush--before which Gannon had advertised himself on internet pornography sites as a male "escort" charging $200 an hour. [Gannon is the subject of independent news reports which have referred to him as the former kidnapped Des Moines, Iowa paperboy Johnny Gosch--forced into child sex-slavery.] John DeCamp told this writer "I believe Johnny Gosch and Jeff Gannon are one and the same person--but I am not in a position to know positively."
During a recent phone interview, Noreen Gosch told TomFlocco.com that she is still not sure whether her missing son Johnny is in fact James Gannon, because she has "not seen enough evidence." But having been abducted in 1982, Johnny Gosch would now be about 35-36 years old. Gannon claims to be 47 but his "male4male" website escorts profile lists him as 31 in 2000, which would also make him 35-36 years old today.
George W. Bush has not explained how Guckert/Gannon--who had advertised himself as a male escort--could apparently operate in the White House as a reporter for two years using a Secret Service-approved alias and regularly be called upon by George W. Bush and press secretary Scott McClellan during nationally televised presidential press conferences.
Questions can be raised as to whether Gannon also had access to the White House living quarters as Paul Bonacci and other call-boys did during his father’s administration--as the Washington Times reported. Photos of George W. Bush and Jeff Gannon together indicate that they have a cordial personal relationship.
Noreen Gosch said her son Johnny is living under an assumed name after being abducted on September 5, 1982 while serving his Sunday morning paper route. During a clandestine visit from her son when he was 27 or 28, Mrs. Gosch said Johnny told her he was taken by a highly organized, very corporate global pedophile/pornography ring--linked to the Washington, DC congressional call-boy scandal during the 1980's.
Hunter Thompson directed child murder-sex film?
A controversial author, Hunter Thompson was allegedly linked to Larry King as implicated in Paul Bonacci's testimony in which the pedophile victim revealed that Thompson directed a graphic ‘snuff’ film [Franklin Cover-up, pp.102-105 & 327] made near Sacramento, California at a location called " Bohemian Grove ."
Bonacci--flown numerous times across state lines for sexual exploitation to Washington, DC and other cities--testified on videotape [5-14-1990] for Nebraska State Police investigator Gary Caradori. Bonacci said that while on a trip to Sacramento, he was forced at gun-point to commit homosexual acts on another boy before he watched other men do the same--after which the boy was shot in the head.
In separate testimony, Decamp said Bonacci told him "Larry King was smiling and laughing the whole time the film was being shown...as the men watched, they passed Nicholas [another victim] and me around as if we were toys, and sexually abused us." [U.S. District Court, 2-5-1999, pp.115-129]
Bonacci’s testimony has been evaluated as credible and well-informed by leading child abuse experts, psychiatrists, psychologists and polygraph tests; and he has also testified that he was forced to lure Johnny Gosch into being kidnapped--considered by many to be the most notorious U.S. child sex-slavery case.
Protecting legislators at the expense of children
John Decamp told TomFlocco.com that Franklin child-abuse witness "Alisha Owen was convicted of lying that as a minor, she had sex with Omaha Chief of Police Robert Wadman. She was placed in solitary confinement for years--the most brutal treatment of a female inmate in Nebraska history for a first-time offense," to which Decamp added, "it was done to keep her silent and away from other inmates, but also as a warning to the other children."
21 year-old Alisha Jahn Owen was sentenced on August 8, 1991 to serve nine to twenty-seven years in prison for telling a grand jury that she was sexually abused as a juvenile by a Nebraska District Court judge, by Omaha's Chief of Police, by the manager of the Franklin Credit Union, and others.
DeCamp said "Alisha witnessed abuse of other children and functioned as an illegal drug courier traveling nationwide for some of Nebraska's wealthiest, most powerful and prominent businessmen." But a local and a federal grand jury indicted the victim-witnesses for perjury--throwing the key young people in prison to cover up child-sex and illegal drugs.
The Nebraska State Senate’s primary Franklin Committee investigator Gary Caradori's March 14, 1990 notes revealed that on the day of the federal agents' raid on Franklin Credit Union, "a large amount of pornographic material was taken out of the credit union, including videos and photographs depicting sexual acts. I was told that if Friedrichs or any of the other people working for the CPA firm contacted by the government [audit] would say anything, they would automatically lose their jobs."
That evidence was never made available to the Nebraska Senate's Franklin Committee, nor was its existence publicly acknowledged by the FBI; and all raid warrants were sealed by United States Magistrate Richard Kopf--the same court official who ordered to have Larry King taken by federal agents to a federal psychiatric facility for "tests," on February 7, 1990 as President George H. W. Bush was coming to Omaha for a fundraising event.
Alisha Owen testified to the Franklin Committee on June 11, 1990 that the FBI attempted to influence federal witness testimony--that her former lawyer Pam Vuchetich had come to see her in the spring: "giving a proposal from the FBI that if I recanted my story then nothing would happen to me; I could get out of prison and no charges would ever be brought against me...they would write letters to the judge asking for my sentence reduction..."
Her parents, Donna and Alvin Owen told the committee about the incident on June 21, 1990: "Q: You testified that your husband was there?...sitting in the living room, I remember...Q: Did she tell you who in the FBI made that deal, made that offer to her?...Mickey Mott...He works closely with Rick Culver and John Pankonon...
Curiously, state policeman Gary Caradori, died July 11, 1990 in a small-plane explosion, one month after FBI officials attempted to coerce a key child witness to recant her testimony--and even though a deputy sheriff first at the crash site said there was child pornography scattered all over the farmer’s field and the farmer said he witnessed the plane exploding in mid-air before crashing to the ground
Johnny Gosch’s mother, Noreen, said "undisclosed sources told her the FBI immediately arrived with three flatbed trucks [modus operandi of FBI and Gov. Jeb Bush confiscating 9/11 hijacker documents at Venice, Florida’s Huffman flight school?], grabbed the evidence from the sheriff’s hands, cordoned off the field, walked the field, picked up every piece of evidence, took the plane and all its parts and put it on the flatbed trucks, and told the peace officer, ‘This is confidential information and don’t ever speak of it again.’ The evidence has never surfaced again in Nebraska’s Franklin investigation or any other investigation." [ Ted Gunderson Report , June 28, 2000]
DeCamp's book reveals more clear evidence of witness tampering and possible accessory to murder: On the evening of July 11, 1990, the day her husband crashed to his death, Sandie Caradori received several phone calls from [key Franklin child-abuse witness] Troy Boner. She wrote in her notes: "I am familiar with his voice and can be 100% assured that I did in fact receive telephone calls from him...Troy: Gary wasn't lying. He didn't tell me what to say. What I told him was the truth. (He spoke rapidly, fighting back tears) They made me take it back. They threatened me...You don't understand, they threatened me. They made me take it back. I was so scared..." [pp. 186-187]
In 1990, according to DeCamp, "Troy Boner was going to provide the information in open court, under oath, that would blow the lid off the Franklin case and force a new trial for Alisha Owen...As Troy came into the courthouse, he was immediately ushered into a private room by county judicial authorities...the hearing was delayed for one hour...Troy was in the room with a "Special Attorney" and with other officials from the prosecutor's office-- the very same prosecutorial team Troy was about to testify against."
"... Troy leaned over and whispered to me, "Oh God, forgive me. They guaranteed if I talk here today, they will put me away for twenty years...told me I would be charged with perjury for my original testimony if I opened my mouth today in court...Look what they did to Alisha...Look what they did to my brother." [found dead after playing "Russian Roulette"]
DeCamp's 2005 edition incredibly reveals, " In late 2003 [just before the 2004 election campaign started to heat up], Troy Boner [key abused child witness to national sex-ring] walked into a hospital in New Mexico screaming "they're after me, they're after me because of this book." The book Boner was waving was The Franklin Cover-up . Boner was '... mildly sedated and calmed down...and put in a private room for observation .' "
"When nurses came back to check on him early next morning, Boner was sitting in a chair, bleeding from the mouth and quite dead. Former FBI Los Angeles Bureau Chief Ted Gunderson tried to get autopsy and other information and details that were promised him on Boner's death, but Gunderson and apparently every other entity, were totally shut out of all information. No news stories were published on Boner's death despite his "notoriety" in the Franklin case." (John DeCamp, The Franklin Cover-up ) Another witness was gone.
DeCamp added that the FBI had also confiscated Larry King’s flight manifests from various airline charter companies, thus helping to cover up proof of sexual exploitation of children and interstate transportation of minors across state lines for sexual purposes.
Washington, DC: child sodomy hotbed?
Rusty Nelson’s quick arrest following on the heels of Hunter Thompson’s ‘suicide’ and alleged assertions that Jeff Gannon could be Johnny Gosch may all have serious criminal implications, as Thompson and Nelson were said to be closely linked to child sexual criminality at the highest levels of government--acts still punishable by law and easily meriting cover-up attempts by powerful forces.
